CPI(M) Stand on Lokpal

Lokpal: For An Effective Anti-Corruption Body

Introduction

Corruption has become a major public concern in the wake of successive scams unfolding over the past few years. In a country like India, where millions of people still suffer from acute poverty, hunger and lack of socio-economic opportunities, the pillage of public resources through corruption amounts to a crime of a very serious nature. Besides impeding economic development, accumulation of ill gotten wealth through corruption is widening the inequalities and ruining the moral fabric of our society.

The recent exposures in the 2G spectrum allocation case, CWG scam etc. have shown how thousands of crores worth of public resources have been illicitly cornered by a section of corporates, bureaucrats and ministers. What is worse, tainted ministers have been allowed to remain in office for months and the investigations manipulated, in order to obstruct the course of justice. While corruption in high places has been a feature of our political system for many decades, what has emerged as a dominant trend in the post-liberalization period is a thorough distortion of the policy-making process at the highest levels of the government. A nexus of big corporates, politicians and bureaucrats have matured under the neoliberal regime and is threatening to subvert our democracy. It is clear that the current economic regime has made our system more vulnerable to cronyism and criminality.

The battle against corruption, in order to be effective today, can be achieved only through a comprehensive reform of our political, legal, administrative and judicial systems and not through one-off or piece-meal measures. The establishment of an effective Lokpal institution is one such measure. This needs to be complemented by other measures. There has to be a grievance redressal set-up for citizens, based on a legislation. There has to be a National Judicial Commission to oversee the higher judiciary; there has to be electoral reforms to check the use of money power in elections which is another source of corruption. Urgent steps also need to be undertaken to reform our tax system to plug loopholes and unearth black money, much of which is stashed in offshore bank accounts and tax havens. Firm steps need to be taken to break the big business-politician-bureaucrat nexus. Only a comprehensive systemic reform can effectively curb corruption.

Lokpal Bill

The institution of Ombudsman, which exists in many countries across the world, has provided avenues to redress public grievances on corruption and abuse of public office. However, the fact that the Lokpal Bill could not be passed in the Indian parliament in four decades exposes the lack of political will to fight corruption. Several governments in the past have taken it up only to shelve it later under various pretexts. The present government has also been compelled to initiate discussion on this bill because of public outcry over successive corruption scandals. It is imperative that a Lokpal Bill which deals with corruption in high places is tabled in the forthcoming session of parliament.

In the wake of the on-going debate on what should be the scope and role of the Lokpal, the Communist Party of India (Marxist) wishes to set out its stand on the main issues concerning the constitution of a Lokpal.

1. Definition of Corruption

Corruption involves a whole range of activities from bribery, influence peddling, patronage or favour, nepotism, cronyism, electoral fraud, embezzlement, kickbacks to officials and involvement in organized crime.

The Prevention of Corruption Act, 1988 has defined the offences that constitute a corrupt act. This definition requires to be widened. The linkage between misuse of public power for private gain or enrichment is a highly restrictive understanding of corruption. In many cases, power is misused to benefit an entity like a private company which is not a “person” as required under the PCA 1988. Often, there may be no traceable kickbacks or embezzlement but there may be a huge loss to the public exchequer and breach of public trust for example through sale of PSUs due to a willful misuse of power.

The definition of corruption has to be widened to include “willfully giving any undue benefit to any person or entity or obtaining any undue benefit from any public servant in violation of laws or rules”.

2. Clarity on Functions

The Lokpal should essentially be a fact-finding body that receives complaints, enquires, investigates and forward cases to Special Courts where prima facie there is a case of corruption for prosecution and punishment in a time bound manner. It should have powers to recommend an enquiry and investigation suo moto. It should oversee the entire machinery related to corruption cases at the Central level. Finally, it should have the powers to recommend executive action and to approach Courts when these are not accepted.

The Lokpal should be entrusted with quasi-judicial powers and autonomy to fulfill these functions in an independent, accountable, transparent and time-bound manner.

The separation of powers between legislature, executive and judiciary is a part of the basic structure of the Constitution. The institution of Lokpal should conform to this basic structure.

An issue to be considered regarding the functions of a Lokpal is whether it will deal with corruption or will it also perform functions of grievance redressal. The CPI(M) favours separation of these functions. There must be a separate mechanism for grievance redressal. This should be set up by a separate legislation. The grievances of citizens about the citizens charter etc should be brought under this set up.

3. Selection & Composition of Lokpal

The Lokpal Act should lay down an objective and transparent criteria such as competence, experience, qualification etc for the selection of candidates for appointment to the Lokpal. The selection committee should be broad-based consisting of members of the executive, leaders of parliament, members of the higher judiciary, jurists and academicians. The search committee constituted by the selection committee should also be broad-based.

Composition: Apart from the chairperson, there should be 10 members in the Lokpal. Out of these four shall be judicial members, three can be persons with administrative and civil service backgrounds and the other three should be drawn from fields such as law, academics and social service. There should be no member drawn from commerce and industries just as there can be no politician.

4. Jurisdiction

While corruption in high places has to be tackled on a priority basis, for the ordinary citizen, it is the corruption faced by them in daily life and in dealings with public authorities that also needs to be urgently taken up. Much of this sphere of corruption falls in dealings with authorities at the states-level. The Lok Ayuktas set up on the lines of the Lokpal should bring all state government employees, local bodies and the state corporations under their purview. Further, a citizen’s grievances redressal machinery that we have proposed be set up separately, should address all grievances regarding delivery of basic services and entitlements for citizens.

a) Prime Minister: The Prime Minister should be brought under the purview of the Lokpal with adequate safeguards. The office of Prime Minister along with all public servants was brought under the purview of Lokpal by the V.P. Singh Government in 1989 and in all subsequent draft legislations, the Prime Minister has been placed under the Lokpal. In fact a Parliamentary Standing Committee headed by Shri Pranab Mukherjee had made precisely this point while examining the 2001 Lokpal Bill. For the first time since 1989, this government presiding over a large number of scams, is unwilling to ensure accountability of the highest executive office. Clearly, all public servants of the Union Government within the definition in the Prevention of Corruption Act, which includes the Prime Minister, must fall within the purview of the Lokpal.

b) Judiciary: The judiciary too needs to be brought under scrutiny and made more accountable, and the stringent requirement of prior permission and sanction from the Chief Justice to file FIRs and investigate corruption charges has resulted in a de facto immunity to them. But the proposals to bring them under Lokpal encroach upon the constitutionally guaranteed independence of the Supreme Court. If a mere allegation of mala fide is enough for the Lokpal to start an inquiry into the actions of judges, it may not allow judges to act without fear.

Complaints about corruption against the judges of the Supreme Court and the High Courts should be handled by a separate body, the National Judicial Commission. This Commission should take care of the appointments in the higher judiciary and oversee their conduct and enquire into the complaints of corruption. For this, necessary legislation will have to be passed. The Judicial Standards and Accountability Bill, 2010 is woefully inadequate for this purpose.

c) Members of Parliament: At present, the scrutiny of the conduct of Members of Parliament with regard to any corrupt practice is weak and unsatisfactory. For Members of Parliament, Article 105 of the Constitution provides protection with regard to freedom of speech and voting. The real issue is how to ensure that this freedom and protection does not extend to acts of corruption by Members of Parliament.

This can be done through an amendment to Article 105, on the lines recommended by the National Commission to Review the Working of the Constitution”.

Alternatively, if feasible, there can be legislation that if any Member of Parliament indulges in any act of corruption that motivates his or her action in Parliament (voting, speaking etc.), then this act falls within the purview of the Prevention of Corruption Act and the IPC.

5. Lok Ayuktas

In the states, Lok Ayuktas should be set up on the model of the Central Lokpal.

6. Protection of Whistleblowers

Whistleblowers must be protected in order to combat corruption. Monitoring and ensuring protection of whistleblowers can be a part of the mandate of Lokpal, but this needs a comprehensive statutory backing. The provisions of the Public Interest Disclosure (Protection of Information) Bill, 2010 needs to be strengthened and the bill enacted expeditiously.

7. Big Business-Public Servant Nexus

It is necessary to recognise that an important source of corruption since liberalisation stems from the corrupt nexus between big business and public servants. It is necessary for the Lokpal to have investigations in cases which involve business entities to recommend cancellation of licences, contracts, lease or agreements if it was obtained by corrupt means. The Lokpal should also have the power to recommend blacklisting companies from getting government contracts and licences. Similarly, if the beneficiary of an offence is a business entity, the Lokpal should have the power to recommend concrete steps to recover the loss caused to the public exchequer. The government should normally accept these recommendations and act upon it.

Conclusion

The CPI(M) holds that along with a law for setting up an independent Lokpal, simultaneous measures to strengthen the legal and administrative framework against corruption are required. These include:

(1) Setting up of a National Judicial Commission to bring the conduct of judiciary under its purview
(2) Law to protect citizens charter for redressal of public grievances
(3) Amendment of Article 105 of the Constitution to bring MPs under anti-corruption scrutiny
(4) Electoral reforms to check money power in elections
(5) Setting up of Lok Ayuktas in the states to cover all public servants at the state-level
(6) Steps to unearth black money and confiscate the funds illegally stashed away in tax havens.

The myths of Capitalism

There is a pervasive view that growth under capitalism, though it may worsen poverty, even absolute poverty, to start with, eventually leads to a lowering of poverty. The experience of the English Industrial Revolution is invoked in this context. There has been a huge debate among economic historians about the impact of the Industrial Revolution on absolute poverty in England, with Eric Hobsbawm, the renowned Marxist historian, arguing that absolute poverty actually increased in the immediate aftermath of the Industrial Revolution, and others like Max Hartwell contesting this view. The precise outcome of this debate, which hinges upon the exact price deflator we use for converting nominal incomes into real terms, need not detain us here. But the fact itself that there has been this debate, no matter what its nuanced conclusion may be, is suggestive that the Industrial Revolution was accompanied at the very least by the persistence of acute poverty, that while the growth rate of the English economy was going up, vast masses of its labouring population continued to remain steeped in abysmal misery. The novels of Charles Dickens are a testimony to this as is Frederich Engels’ classic study The Condition of the Working Class in England in 1844.

Clearly however this situation did not persist, and later on there was a significant improvement in the condition of the English working class, whence the conclusion is drawn that any initial worsening or non-improvement in the living condition of the people that accompanies the growth process under capitalism, subsequently reverses itself, that capitalist growth, even though it may be initially harsh, is not intrinsically non-humane.

This conclusion is also theoretically supported along the following lines. In the initial stages of capitalist growth there is a dispossession of pre-capitalist producers who swell what Marx had called the “reserve army of labour”. The English Industrial Revolution for instance had dispossessed pre-capitalist textile producers by out-competing them through its cheaper machine-made products and they had no choice except to seek employment in capitalist factories as wage labourers. By its very nature however the amount of employment that could be offered was less than those dispossessed (because the whole point of capitalist production was to reduce labour requirements and hence labour costs). The result was a swelling of the reserve army, and hence an increase in destitution and absolute poverty.

But over time as accumulation proceeds, and the capitalist sector grows increasingly on its own steam, on the basis of demand generated within itself and not through the sheer displacement of pre-capitalist producers, more and more of the reserve army gets absorbed into the capitalist sector (as long as the population growth is not too rapid). And as the magnitude of the reserve army falls relative to the active army of labour, the magnitude of absolute poverty also declines, even if the real wage rate of the active army of workers continues to remain at some historically determined subsistence level. Once the magnitude of the reserve army relative to the active army has declined to a sufficiently low level, workers can organise themselves into trade unions and even raise the real wage rate above this historical subsistence level, which further curtails absolute poverty. Capitalist growth thus spontaneously reduces whatever initial increase in absolute poverty it may have generated, and goes on to reduce the absolute level of poverty.

Two crucial factors

This entire view however is a myth. No doubt in the case of England and other European economies poverty eventually declined as growth continued to take place, but this was not as a consequence of the growth itself. There were two crucial factors in England which contributed to reducing the relative size of the reserve army of labour, or for keeping it low. And this is true of other European economies as well. The first was migration. There was massive migration from Europe to the temperate regions of white settlement, such as the United States, Canada, Australia, and New Zealand throughout the nineteenth century. The migrants to these regions drove away the local inhabitants, eg, the Amerindians, from their land and used it for their own cultivation. In the process not only was the relative size of the reserve army within the European economies reduced, but the “reservation wage”, ie, the minimum acceptable wage to the workers, was pushed up, because the workers had the option of migrating to the “new world” if the wage rate at home was too low relative to what they could earn as farmers abroad.

The scale of outmigration was simply enormous. In 1820 there were 12 million persons in Britain. But between 1820 and 1915 as many as 16 million migrated out of Britain, ie, more than the entire population in the base year. Looking at it differently, every year between 1820 and 1915, more than half the increase in British population simply migrated out of Britain. The total migration from Europe as a whole to the “new world” over roughly the same period amounted to a staggering 50 million persons. Compared to this torrent, the initial displacement caused by capitalist production to the domestic pre-capitalist producers was quite minuscule; it is not surprising therefore that the initial increase in poverty as a consequence of the Industrial Revolution was reversed fairly soon, or the initially existent acute poverty could get alleviated rapidly enough.

There was a second factor at work as well, and this consisted in the fact that the bulk of the displacement of pre-capitalist producers owing to competition from capitalist products as a consequence of the Industrial Revolution occurred in the colonies. And these displaced producers in countries like India, whom nationalist historians have called the victims of “deindustrialisation”, continued to remain as a vast pauperised mass without getting absorbed into the working class under capitalism. Economic historians like Tapan Raychaudhury have argued that the roots of mass poverty in India for instance lay in this colonial incursion that decimated the production structure which had existed earlier without creating any avenues for absorbing the displaced producers. The consequence of such deindustrialisation for the British economy however was that the magnitude of displacement within that economy was correspondingly kept low. The magnitude of increase in poverty that would have occurred in the absence of the colonies would have been far greater than the actual increase that occurred.

The question may arise: even if we can explain England’s turnaround with regard to poverty in this manner, what about the other capitalist countries? For Europe we have seen that migration played a crucial role. In addition, Europe also had access to colonial markets, not just directly, but also indirectly, ie, it had access to British colonial markets. This is because Britain absorbed a lot of European goods, but this caused no additional unemployment in Britain since its own goods could be exported at will to colonial markets at the expense of local producers in such markets. It was as if Europe was exporting indirectly to British colonial markets, causing deindustrialisation there while increasing domestic employment through such exports.

Dishonest Claim

In the “new world” itself of course there were hardly any pre-capitalist producers to be displaced through competition from capitalist products. The persons who were displaced were the traditional inhabitants, like the Amerindians, who had occupied the land earlier. And they were kept in “reservations” where many of them still live, a dejected, isolated and dispirited people. In the case of Japan, the only Asian country that has successfully made the transition to the status of a developed capitalist economy, it not only had escaped the fate of being a colony, but had acquired its own colonies which it exploited. Besides, it had access to the American market and rode “piggy-back” on American growth, just as the European countries had ridden “piggy-back” on Britain in the matter of accessing colonial markets.

If we examine the matter in terms of the theoretical argument advanced above, it looks as follows. The capacity of the capitalist growth process to make a dent on the relative magnitude of the reserve army depends upon three factors: the overall growth rate (taking the capitalist and pre-capitalist sectors together), the growth rate of labour productivity (again taking the two sectors together), and the rate of work-force growth (taking into account migration as well). The excess of the overall growth rate over the growth rate of labour productivity is the rate of growth of labour demand in the two sectors taken together; if this happens to be less than the rate of growth of the work-force, then the relative size of the reserve army of labour, and with it the extent of absolute of poverty, will keep increasing. There is nothing in the operation of the capitalist economy that can spontaneously prevent this. Hence the entire claim that capitalist growth must eventually reduce absolute poverty is completely baseless. It is a myth spread by capitalism. A phenomenon that arose historically through a process of pauperisation of traditional inhabitants in the “new world” and of pre-capitalist producers in colonies (namely, the reduction in the magnitude of domestic poverty) is passed off as an intrinsic property of capitalism, as something it achieves spontaneously through its own inner operation even when it operates in complete isolation (ie without colonies). This is a dishonest claim, and unfortunately the entire discipline of economics is harnessed to serve the interests of capital by supporting this claim.

The foregoing has extremely important implications for third world countries like India. They are the repositories of vast labour reserves created in the past through the process of deindustrialisation of the colonial period, ie, they already inherit immense mass poverty. And even if they experience high rates of growth under the capitalist dispensation (taking both capitalist and pre-capitalist sectors together), the rates of growth of labour productivity (again taking the two sectors together) are so high, both because of new goods displacing traditional goods owing to changing life-styles of the rich and also because of the eviction of peasants from land because of real estate development projects etc, that the relative size of the reserve army of labour does not diminish at all; on the contrary it keeps rising. This both keeps the wage rate low, and also increases the magnitude of absolute poverty. The fact that accompanying India’s high growth rate there has been a reduction in food intake for the bulk of the population which is the surest sign of absolute impoverishment, is therefore not an accidental phenomenon but intrinsic to the nature of capitalist development in such countries.

ജനസംഖ്യയില്‍ 80 ശതമാനം വരുന്ന കര്‍ഷകരെയും പെറ്റിബൂര്‍ഷ്വാ വിഭാഗത്തെയും ദേശീയ ബൂര്‍ഷ്വാസിയെയും ചേര്‍ത്ത് വിശാലമായ സാമ്രാജ്യത്വവിരുദ്ധ-നാടുവാഴിത്തവിരുദ്ധ സഖ്യം സ്ഥാപിക്കാന്‍ പാര്‍ടി മുന്‍കൈയെടുത്തു. ഇതിന്റെ ഭാഗമായാണ് ജനാധിപത്യവാദിയായ സണ്‍ യാത്സെന്നിന്റെ നേതൃത്വത്തിലെ ക്വോമിന്താങ്ങുമായി സഖ്യമുണ്ടാക്കിയതും കമ്യൂണിസ്റ്റുകാര്‍ അതില്‍ ചേര്‍ന്ന് പ്രവര്‍ത്തിച്ചതും. സണ്‍യാത്സെന്നിന്റെ മരണശേഷം ക്വോമിന്താങ് നേതൃത്വം പിടിച്ച ചിയാങ് കൈഷക് കമ്യൂണിസ്റ്റുകാരെ വേട്ടയാടാന്‍ മുന്‍ഗണന നല്‍കിയപ്പോഴാണ് അവരുമായുള്ള സഖ്യം പൊളിഞ്ഞത്. ആദ്യ ഒന്നര പതിറ്റാണ്ടിനിടെ ഇടത്-വലതു പാളിച്ചകളില്‍ കുടുങ്ങിക്കിടന്ന സിപിസിയില്‍ ഈ പിഴവുകള്‍ക്കെതിരെ പോരാടിയാണ് മൗ സെ ദൊങ് അനിഷേധ്യ നേതാവായി മാറിയത്.

കമ്യൂണിസ്റ്റുകാരെ സംഹരിക്കാന്‍ ചിയാങ് കൈഷക്കിന്റെ സേന നടത്തിയ ചുറ്റിവളയല്‍ യുദ്ധത്തില്‍നിന്ന് സംഘടനയെ രക്ഷിക്കാന്‍ മൗ നയിച്ച ലോങ് മാര്‍ച്ച് വിശ്വപ്രസിദ്ധമാണ്. വിപ്ലവത്തിന്റെ വിവിധ ഘട്ടങ്ങളില്‍ മൗ നടത്തിയ സര്‍ഗാത്മക ഇടപെടലുകള്‍ തൊഴിലാളിവര്‍ഗ വിജയത്തില്‍ നിര്‍ണായകമായി. സാമ്രാജ്യത്വവുമായി സന്ധിചെയ്ത ചിയാങ്ങിന്റെ ക്വോമിന്താങ്ങുമായി രൂക്ഷമായ ആഭ്യന്തരയുദ്ധം നടത്തിയ സിപിസി തന്നെ ജപ്പാന്റെ ആക്രമണം ചെറുക്കാന്‍ അവരുമായി അനുരഞ്ജനത്തിന് സന്നദ്ധമായതും ജാപ്പ് സൈന്യത്തെ ചെറുക്കാതെ ക്വോമിന്താങ്ങുകള്‍ കമ്യൂണിസ്റ്റുകാരെ വേട്ടയാടിയപ്പോള്‍ അതിനെ നേരിട്ടതും സിപിസിയെ ചൈനീസ് ജനതയുടെ പിന്തുണയുള്ള അജയ്യശക്തിയാക്കി. ഗറില്ലാ സായുധപോരാട്ടവും സഞ്ചരിച്ചുകൊണ്ടുള്ള സായുധപോരാട്ടവും അവശ്യഘട്ടങ്ങളില്‍ പിന്‍വാങ്ങലും സന്ധിയും ഐക്യമുന്നണിയും തുടങ്ങി മാവോയുടെ തന്ത്രങ്ങളാണ് തങ്ങളേക്കാള്‍ ഏറെ ശക്തമായിരുന്ന ക്വോമിന്താങ് പടയെ തുരത്തി അന്തിമവിജയം നേടാന്‍ ചുവപ്പുസേനയെ സഹായിച്ചത്.

1921ല്‍ രൂപീകരണ വേളയില്‍ അന്‍പതോളം അംഗങ്ങള്‍ മാത്രമുണ്ടായിരുന്ന സിപിസിയുടെ അംഗബലം 49ല്‍ വിപ്ലവ വിജയവേളയില്‍ 45 ലക്ഷത്തിലധികമായിരുന്നു എന്നതില്‍നിന്ന് പാര്‍ടി ആര്‍ജിച്ച ജനപിന്തുണ വ്യക്തമാണ് ഇന്ന് സിപിസിയുടെ അംഗബലം എട്ട് കോടിയിലധികമാണ്. കഴിഞ്ഞ വര്‍ഷാവസാനം വരെയുള്ള കണക്കനുസരിച്ച് 8.026 കോടി അംഗങ്ങള്‍ . വിപ്ലവവേളയില്‍ ചൈനയിലുണ്ടായിരുന്ന എട്ട് കമ്യൂണിസ്റ്റ് ഇതര കക്ഷികളും ഇന്നും സജീവമായുണ്ട്. അവയ്ക്കെല്ലാം കൂടി അന്ന് പതിനായിരം അംഗങ്ങളായിരുന്നെങ്കില്‍ ഇപ്പോള്‍ 8.40 ലക്ഷമാണ് അംഗസംഖ്യ. സിപിസി അവയെ സുഹൃദ്കക്ഷികളായാണ് കാണുന്നത്. ഇവയെ കൂടാതെ ഒരു കക്ഷിയോടും രാഷ്ട്രീയാഭിമുഖ്യം പുലര്‍ത്താത്തവര്‍ക്കും രാജ്യത്തിന്റെ വളര്‍ച്ചയില്‍ പങ്കുവഹിക്കാന്‍ ജനകീയ ജനാധിപത്യ ചൈനയില്‍ ഇടമുണ്ട്. ഇത്തരക്കാരില്‍ ചൈനീസ് സര്‍ക്കാരില്‍ മന്ത്രിസ്ഥാനം വഹിക്കുന്നവര്‍ പോലുമുണ്ട്. ഭിന്നാഭിപ്രായങ്ങളെ ഉള്‍ക്കൊള്ളുന്നതിലും അവയ്ക്ക് അര്‍ഹമായ പരിഗണന നല്‍കുന്നതിലും സിപിസി മൗ സെ ദൊങ് തെളിച്ച പാതയില്‍തന്നെയാണ്.

വളര്‍ച്ചയുടെ ലോങ്മാര്‍ച്ച്

ഇന്ന് അമേരിക്ക കഴിഞ്ഞാല്‍ ലോകത്തെ ഏറ്റവും വലിയ സാമ്പത്തികശക്തിയാണ് ചൈന. മൊത്തം ദേശീയവരുമാനത്തിന്റെ കാര്യത്തില്‍ എട്ടുവര്‍ഷത്തിനകം അമേരിക്കയെയും ചൈന മറികടക്കുമെന്ന നിലയിലാണ് കാര്യങ്ങളുടെ പോക്ക്. ലോകത്തിന്റെ പണിപ്പുരയെന്നാണ് ഇപ്പോള്‍ ചൈനയുടെ വിളിപ്പേര്. നിര്‍മാണരംഗത്ത് ചൈനയെ വെല്ലാന്‍ ആരുമില്ല. ബ്രിട്ടന്റെയും ജര്‍മനിയുടെയും ജപ്പാന്റെയും പ്രാഗത്ഭ്യം പഴങ്കഥയായി. അമേരിക്കന്‍ പ്രസിഡന്റ് ബറാക് ഒബാമ എല്ലാ ദിവസവും സ്വന്തം നാട്ടിലെ കുട്ടികളോട് ഉരുവിടുന്നത് ചൈനീസ് യുവജനങ്ങളെ മാതൃകയാക്കാനാണ്. ലോകത്തെ ഫോട്ടോ കോപ്പിയറുകള്‍ , ഷൂ, മൈക്രോവേവ് ഉപകരണങ്ങള്‍ എന്നിവയുടെ മൂന്നില്‍ രണ്ടും ചൈനയിലാണ് ഉല്‍പ്പാദിപ്പിക്കുന്നത്. കളിപ്പാട്ടങ്ങളുടെ 75 ശതമാനം. മൊബൈല്‍ ഫോണുകളുടെ 60 ശതമാനം. ഡിജിറ്റല്‍ ക്യാമറകളുടെ പകുതി. ഡിവിഡിയുടെ പകുതിയിലേറെ. ഇങ്ങനെ പോകുന്നു ഇലക്ട്രോണിക്സ് രംഗത്ത് ചൈനീസ് മികവ്.
ആധുനിക സാങ്കേതികവിദ്യയെ സാമ്പത്തികമേഖലകളില്‍ പ്രയോജനപ്പെടുത്തിയാണ് ചൈനയുടെ മുന്നേറ്റം. 2011-15 കാലത്ത് ആഭ്യന്തര മൊത്തവരുമാനത്തില്‍ ശരാശരി ഏഴ് ശതമാനം വാര്‍ഷികവളര്‍ച്ചയാണ് ചൈന ലക്ഷ്യമിടുന്നത്. എന്നാല്‍ , കേവലം കണക്കുകളുടെ അടിസ്ഥാനത്തിലുള്ള സാമ്പത്തികവളര്‍ച്ച ചൈന അംഗീകരിക്കുന്നില്ല. ജനജീവിതത്തിലുണ്ടാകുന്ന പുരോഗതിയാണ് യഥാര്‍ഥ വികസനമെന്ന് ജനകീയ ജനാധിപത്യ ചൈന കരുതുന്നു. രാജ്യത്തിന്റെ വളര്‍ച്ച നിര്‍ണയിക്കുന്നത് ജീവനില്ലാത്ത സ്ഥിതിവിവരക്കണക്കുകളല്ല, സന്തോഷം നിറഞ്ഞ ജനതയാണ് രാജ്യത്തിന്റെ ശക്തി എന്നതാണ് ചൈനയുടെ പുതിയ മുദ്രാവാക്യം. ഇക്കൊല്ലം തുടക്കത്തില്‍ ചേര്‍ന്ന ചൈനീസ് പാര്‍ലമെന്റുതന്നെ ഇത് പ്രഖ്യാപിച്ചു. ദാരിദ്ര്യനിര്‍മാര്‍ജനംതന്നെയാണ് പരമപ്രധാന ലക്ഷ്യം. പരിഷ്കാരങ്ങള്‍ 20 കോടി ജനങ്ങളെ പട്ടിണിയില്‍നിന്ന് മോചിപ്പിച്ചു. നാലുവര്‍ഷത്തിനകം 3.6 കോടി വീടുകൂടി നിര്‍മിക്കും. 20 കോടിയില്‍പ്പരം ചൈനീസ് കുട്ടികള്‍ സ്കൂളുകളില്‍ പഠിക്കുന്നു. രണ്ടരക്കോടിയോളംപേര്‍ ഉന്നതവിദ്യാഭ്യാസം നേടുന്നു. എട്ടുകോടിയില്‍പ്പരം കമ്യൂണിസ്റ്റ് പാര്‍ടി അംഗങ്ങള്‍ മികച്ച വിദ്യാഭ്യാസം ലഭിച്ചവരാണ്. ലോകത്ത് ഏറ്റവും കൂടുതല്‍ ഇന്റര്‍നെറ്റ് ഉപയോക്താക്കള്‍ ചൈനയിലാണ്- 30 കോടിയില്‍പ്പരം. ബ്രോഡ്ബാന്‍ഡ് കണക്ഷന്‍ എടുത്തിട്ടുള്ളവര്‍തന്നെ 27 കോടിയോളമാണ്. ചൈനയിലെ 130 കോടി ജനസംഖ്യയില്‍ 120 കോടിയും ആരോഗ്യപരിരക്ഷ സംവിധാനത്തില്‍ ഉള്‍പ്പെട്ടിരിക്കുന്നു.

കഴിഞ്ഞവര്‍ഷം സാമൂഹികസുരക്ഷ മേഖലയില്‍ ചെലവിട്ടത് രണ്ടുലക്ഷം കോടിയില്‍പ്പരം രൂപയാണ്. ആഗോളമാന്ദ്യം മറികടക്കാനുള്ള പദ്ധതിയുടെ ഭാഗമായി തൊഴിലവസരങ്ങള്‍ സൃഷ്ടിക്കാനും ഭവനനിര്‍മാണമേഖലയിലും സാംസ്കാരികവളര്‍ച്ചയ്ക്കുമായി അഞ്ചുലക്ഷം കോടി രൂപ ചെലവിട്ടു. ലോകത്തെ ഏറ്റവും വേഗം കൂടിയ റെയില്‍വേ സംവിധാനം ചൈനയില്‍ നിലവില്‍വന്നു. കമ്യൂണിസ്റ്റ് പാര്‍ടിയുടെ 90-ാം വാര്‍ഷികാഘോഷങ്ങളുടെ ഭാഗമായി, ചൈനയുടെ വിപ്ലവപൈതൃകവും സാംസ്കാരികത്തനിമയും പുതുതലമുറയെ നേരിട്ട് ബോധ്യപ്പെടുത്താന്‍ "അരുണയാത്ര" എന്ന പേരില്‍ വിനോദസഞ്ചാരപദ്ധതി ആവിഷ്കരിച്ചിരിക്കുന്നു. മൗ സെ ദൊങ് ഉള്‍പ്പെടെയുള്ളവരുടെ സ്മാരകങ്ങളിലേക്കും ചരിത്രസ്ഥലങ്ങളിലേക്കും സംഘടിപ്പിക്കുന്ന യാത്രകള്‍ക്ക് ആവേശകരമായ പ്രതികരണമാണ്. മികച്ച അടിസ്ഥാനസൗകര്യങ്ങള്‍ ഒരുക്കിയാണ് ഇത്തരം പ്രദേശങ്ങളിലേക്ക് ജനങ്ങളെ ആകര്‍ഷിക്കുന്നത്. എല്ലാ കാര്യത്തിലും ചൈനീസ് മികവിന്റെ കൈയൊപ്പ് കാണാം.

ചൈനയുടെ ഈ മുന്നേറ്റം പലരിലും സംശയം ജനിപ്പിക്കുന്നു. കമ്യൂണിസ്റ്റ് ചൈന മുതലാളിത്തവികസന പാതയാണോ സ്വീകരിച്ചിട്ടുള്ളത്? കമ്പോളം നിയന്ത്രിക്കുന്ന സമ്പദ്ഘടനയാണോ ചൈനയിലും നിലനില്‍ക്കുന്നത്? ബഹുഭൂരിപക്ഷം ജനതയുടെയും ജീവിതാവസ്ഥ എങ്ങനെയാണ്? ലോക മുതലാളിത്തം ഏറ്റവും വലിയ പ്രതിസന്ധി നേരിടുന്ന കാലത്തുതന്നെയാണ് ചൈനയെ ഇത്തരത്തില്‍ സംശയത്തോടെ കാണുന്നതെന്നത് മറ്റൊരു വിരോധാഭാസം. ചൈനയുടെ വികസനത്തിന് പ്രചോദനമാകുന്നത് മുതലാളിത്തമാണെന്ന് പരിഹസിക്കുന്നവര്‍ ഈ മുന്നേറ്റത്തിന്റെ അടിത്തറയെക്കുറിച്ച് മൗനംപാലിക്കുന്നു.

ഭൂപരിഷ്കരണത്തിലും ഭരണകൂട നിയന്ത്രിത വ്യവസായവല്‍ക്കരണത്തിലും പൊതുപണം മുടക്കിയുള്ള വിദ്യാഭ്യാസസമ്പ്രദായത്തിലും പരിഷ്കാരങ്ങള്‍ക്ക് ശേഷിയുള്ള സാമൂഹികമേഖലയിലുമാണ് മൗ സെ ദൊങ്ങിന്റെ നേതൃത്വത്തില്‍ ആധുനിക ചൈന പടുത്തുയര്‍ത്തിയത്. ഇതുവഴി ആര്‍ജിച്ച സാമൂഹിക- രാഷ്ട്രീയ സ്ഥിരതയും ജനപിന്തുണയുമാണ് കഴിഞ്ഞ 30 വര്‍ഷം സാമ്പത്തികരംഗത്ത് വന്‍കുതിപ്പിന് ചൈനയെ പ്രാപ്തമാക്കിയത്. 1978ല്‍ ചേര്‍ന്ന ചൈനീസ് കമ്യൂണിസ്റ്റ് പാര്‍ടിയുടെ 11-ാം കേന്ദ്രകമ്മിറ്റിയുടെ പ്ലീനറി സമ്മേളനമാണ് ഇക്കാര്യത്തില്‍ നിര്‍ണായകതീരുമാനങ്ങള്‍ കൈക്കൊണ്ടത്. വിപ്ലവത്തിന്റെ കാലത്തുനിന്ന് ആധുനിക സോഷ്യലിസ്റ്റ് സമ്പദ്ഘടനയില്‍ എത്താന്‍തന്നെ നൂറുവര്‍ഷം വേണ്ടിവരുമെന്ന് ചൈനീസ് കമ്യൂണിസ്റ്റ് പാര്‍ടി (സിപിസി) കണക്കാക്കി. ഈ പ്രക്രിയയെയാണ് അവര്‍ "ചൈനീസ് സവിശേഷതകളോടെയുള്ള സോഷ്യലിസ്റ്റ് നിര്‍മാണം" എന്ന് വിളിച്ചത്. പരിവര്‍ത്തനം സാധ്യമാക്കാന്‍ ചൈനയില്‍ സോഷ്യലിസ്റ്റ് ഭരണകൂടത്തിന്റെ നിയന്ത്രണത്തിലുള്ള ചരക്ക് കമ്പോള സമ്പദ്ഘടന സൃഷ്ടിക്കാനാണ് ശ്രമിച്ചത്. ഈ കാഴ്ചപ്പാട് മാര്‍ക്സിസ്റ്റ്- ലെനിനിസ്റ്റ് ദര്‍ശനത്തില്‍നിന്നുള്ള വ്യതിയാനമല്ല. വിപ്ലവശേഷം ചൈനയില്‍ ഉല്‍പ്പാദനോപാധികളെല്ലാം പൊതുഉടമസ്ഥതയില്‍തന്നെ തുടരുന്നു. ചൈനീസ് സവിശേഷതകളോടെ നടപ്പാക്കിയ പരിഷ്കാരങ്ങളുടെ ഫലമായി രാജ്യം വന്‍പുരോഗതി നേടി. 1978നെ അപേക്ഷിച്ച് ചൈനയുടെ ഇന്നത്തെ അവസ്ഥ അസൂയാവഹമാണ്. ചൈനീസ് ജനത അവരുടെ വസന്തം ആഘോഷിക്കുന്നു.

സാജന്‍ എവുജിന്‍

കുതിപ്പിന് സാക്ഷ്യമായി വമ്പന്‍ കടല്‍പ്പാലം; ബുള്ളറ്റ് ട്രെയിന്‍

ബീജിങ്: ലോകത്തെ ഏറ്റവും നീളമുള്ള കടല്‍പ്പാലം ചൈനയില്‍ ഗതാഗതത്തിനായി തുറന്നുകൊടുത്തു. ലോകത്തെ ഏറ്റവും വേഗതയേറിയ ട്രെയിന്‍ ബീജിങ്-ഷാങ്ഹായ് റൂട്ടില്‍ സര്‍വീസ് ആരംഭിക്കുകയുംചെയ്തു. ചൈനീസ് കമ്യൂണിസ്റ്റ് പാര്‍ടിയുടെ 90-ാം വാര്‍ഷികാഘോഷങ്ങളുടെ ഭാഗമായാണ് അഭിമാനപദ്ധതികള്‍ രാഷ്ട്രത്തിന് സമര്‍പ്പിച്ചത്. ഏറ്റവും ദൈര്‍ഘ്യമുള്ള പ്രകൃതിവാതകക്കുഴലും വ്യാഴാഴ്ച പ്രവര്‍ത്തനസജ്ജമായി. കിഴക്കന്‍ തീരനഗരമായ ക്വിങ്ദാവോയില്‍നിന്ന് പ്രാന്തപ്രദേശമായ ഹ്വാങ്ദാവോയിലേക്ക് നിര്‍മിച്ച 42.4 കിലോമീറ്റര്‍ നീളമുള്ള കടല്‍പ്പാലമാണ് ഉദ്ഘാടനംചെയ്തത്. 155 കോടി ഡോളര്‍ ചെലവിട്ട പാലം നാലുവര്‍ഷമെടുത്താണ് നിര്‍മിച്ചത്. 5,200 സ്തംഭങ്ങളിലാണ് പാലം നില്‍ക്കുന്നത്. അമേരിക്കയിലെ ലൂസിയാനയിലുള്ള കടല്‍പ്പാലത്തിനാണ് ഇതുവരെ ഏറ്റവും ദൈര്‍ഘ്യമുള്ളതെന്ന സ്ഥാനം ഉണ്ടായിരുന്നത്. ഇതിന്റെ ദൈര്‍ഘ്യം 38 കിലോമീറ്ററാണ്.

ബീജിങ്മുതല്‍ ഷാങ്ഹായ്വരെയുള്ള 1318 കിലോമീറ്റര്‍ ദൈര്‍ഘ്യം നാലര മണിക്കൂറില്‍ താണ്ടാന്‍ കഴിയുന്ന അതിവേഗ ട്രെയിനാണ് ഓടിത്തുടങ്ങിയത്. കന്നിയാത്ര ബീജിങ്ങില്‍ ഫ്ളാഗ്ഓഫ് ചെയ്തശേഷം ചൈനീസ് പ്രധാനമന്ത്രി വെന്‍ ജിയാബാവോ ട്രെയിനില്‍ ഷാങ്ഹായ്വരെ സഞ്ചരിച്ചു. 3250 കോടി ഡോളറാണ് ഈ പാതയുടെ നിര്‍മാണച്ചെലവ്. ഇതില്‍ മണിക്കൂറില്‍ 350 കിലോമീറ്റര്‍വരെ വേഗത്തില്‍ സഞ്ചരിക്കാന്‍ കഴിയും. തുര്‍ക്ക്മെനിസ്ഥാനെയും ദക്ഷിണചൈനയെയും ബന്ധിപ്പിച്ച് നിലവില്‍വന്ന 8,700 കിലോമീറ്റര്‍ ദൈര്‍ഘ്യമുള്ള പ്രകൃതിവാതകക്കു ഴല്‍ പദ്ധതിയാണ് മറ്റൊരു ബഹൃദ്സംരംഭം. ചൈനയുടെ വ്യാവസായിക മേഖലകളായ ഷാങ്ഹായ്, ഹോങ്കോങ്, ഗ്വാങ്ഷൂ എന്നിവിടങ്ങളില്‍ വന്‍നേട്ടമുണ്ടാക്കുന്ന പദ്ധതിയാണിത്. 50 കോടി ആളുകള്‍ക്ക് 30 വര്‍ഷത്തേയ്ക്ക് ഇതിന്റെ പ്രയോജനം ലഭിക്കും. ഇതിനിടെ രാജ്യമെങ്ങും കമ്യൂണിസ്റ്റ് പാര്‍ടിയുടെ 90-ാം വാര്‍ഷികാഘോഷത്തിന്റെ ആവേശത്തിലാണ്. വിവിധ നഗരങ്ങളില്‍ വെള്ളിയാഴ്ച വിപുലമായ പരിപാടികള്‍ നടക്കും. ജനങ്ങള്‍ ആഘോഷവേദികളിലേക്ക് പ്രവഹിക്കുകയാണ്.

എണ്ണവിലവര്‍ധനയെന്ന കേന്ദ്രസര്‍ക്കാരിന്റെ പിടിച്ചുപറിക്കെതിരെ രാജ്യവ്യാപകമായി ജനരോഷം ഇരമ്പുമ്പോള്‍ സംസ്ഥാനത്തിന്റെ അധികവരുമാനം വേണ്ടെന്നു വച്ച തന്റെ തോളില്‍ത്തട്ടി ആരും നല്ല വാക്കു പറയുന്നില്ല എന്നാണ് ഉമ്മന്‍ചാണ്ടിയുടെ പരിഭവം. പെട്രോളിന് ലിറ്ററിന് അഞ്ചും ഡീസലിന് മൂന്നും രൂപ കൂട്ടിയപ്പോള്‍ 1.97 രൂപയുടെ നികുതിയാണ് കേരളം വേണ്ടെന്നു വച്ചത്. എന്നാലും കേന്ദ്രം വര്‍ധിപ്പിച്ച തുക മുഴുവനും ജനം നല്‍കിയേ പറ്റൂ. നാമമാത്രമായ നികുതി ഇളവിന്റെ ആളാംപ്രതി ആനുകൂല്യം കേന്ദ്രത്തിന്റെ വര്‍ധനയുമായി തട്ടിക്കുമ്പോള്‍ എത്രയോ തുച്ഛമാണ്. തുച്ഛമായ ഈ ഇളവ് മഹാകാര്യമായി അവതരിപ്പിച്ചു കേന്ദ്രത്തിനും കോണ്‍ഗ്രസിനും എതിരെ ഉയരുന്ന ജനവികാരം തണുപ്പിക്കാമെന്നാണ് ഉമ്മന്‍ചാണ്ടി മോഹിക്കുന്നത്. കേന്ദ്രം വില വര്‍ധിപ്പിച്ചപ്പോള്‍ "വില ഉയര്‍ന്നു"&ൃറൂൗീ;എന്നു തലക്കെട്ടെഴുതിയ മനോരമ, ഉമ്മന്‍ചാണ്ടി അധികവരുമാനം ഉപേക്ഷിച്ചപ്പോള്‍ "വില കുറഞ്ഞു"&ൃറൂൗീ;എന്നു പ്രഖ്യാപിച്ചുകളഞ്ഞു! ഉയരുന്ന വിലയ്ക്കൊപ്പം പെരുകുന്ന ജീവിതദുരിതങ്ങളെ തടയാനുളള ശക്തിയൊന്നും ഈ വിലകുറയലില്‍ ഇല്ല. വില കുറയ്ക്കല്‍ ചെപ്പടിവിദ്യയാണ്. വില വര്‍ധനയ്ക്കു കാരണമാകുന്ന സാമ്പത്തിക നയങ്ങളെയും കെടുകാര്യസ്ഥതയെയും സംബന്ധിച്ച ചര്‍ച്ചകളില്‍നിന്ന് ഒളിച്ചോടാനുളള ഉപായം.

വിലക്കയറ്റം എന്ന ജീവല്‍സ്പര്‍ശിയായ യാഥാര്‍ഥ്യം കാണുന്നതിന് പകരം തന്റെ ചെപ്പടിവിദ്യക്ക് കൈയടിക്കൂ എന്നാണ് കേരള മുഖ്യമന്ത്രിയുടെ ആഹ്വാനം. ഇല്ല, മുഖ്യമന്ത്രീ, രാഷ്ട്രീയബോധമുള്ള ജനതയ്ക്ക് അതിനു കഴിയില്ല. ക്രൂഡ് ഓയില്‍ വിലയും പെട്രോള്‍ വിലയും അന്താരാഷ്ട്ര വിപണിയില്‍ ക്രൂഡ് ഓയിലിന്റെ വില വര്‍ധനയാണ് ഇന്ത്യയിലെ ചില്ലറ വില്‍പ്പനവില വര്‍ധിപ്പിക്കുന്നതത്രേ! എന്നാല്‍ , അന്താരാഷ്ട്ര വിപണിയിലെ ക്രൂഡ് ഓയില്‍ വിലവര്‍ധനയുടെ നേരനുപാതത്തിലല്ല ഇന്ത്യയിലെ പെട്രോള്‍വില കയറിപ്പോകുന്നത്. 21 വര്‍ഷം മുമ്പ് 8.50 രൂപയായിരുന്ന പെട്രോളിന് ഇന്ന്് 63 രൂപയാണ്. 741 ശതമാനത്തിന്റെ വര്‍ധന. ഇക്കാലത്ത് ക്രൂഡ് ഓയിലിന്റെ വില 741 ശതമാനം വര്‍ധിച്ചിട്ടുണ്ടോ? കണക്കുകള്‍ നോക്കാം. 1989 ഏപ്രിലില്‍ ക്രൂഡ് ഓയിലിന് 19.35 ഡോളര്‍ . 2011 മേയിലാണ് പെട്രോളിന്റെ വില ലിറ്ററിന് 5 രൂപ വര്‍ധിപ്പിച്ചത്. അപ്പോള്‍ ക്രൂഡ് വില ബാരലിന് 92.92 ഡോളര്‍ . ഒരു ബാരല്‍ ക്രൂഡ് ഓയിലിന് 21 വര്‍ഷംകൊണ്ട്് 480 ശതമാനം വില ഉയര്‍ന്നപ്പോള്‍ പെട്രോളിന്റെ കാര്യത്തിലത് 741 ശതമാനമായി. എണ്ണക്കമ്പനികളുടെ നഷ്ടക്കണക്കിന്റെ പൊള്ളത്തരം തുറന്നു കാട്ടുന്ന അന്തരമാണിത്. മറ്റു പെട്രോളിയം ഉല്‍പ്പന്നങ്ങളുടെയും സ്ഥിതി ഇതുതന്നെ. 1989 ഏപ്രില്‍ ഒന്നിന് മണ്ണെണ്ണയുടെ വില 2.25 രൂപയായിരുന്നു. ഇപ്പോള്‍ 14.32 രൂപ. വര്‍ധന 636 ശതമാനം. 3.50 രൂപയായിരുന്ന ഡീസലിന് ഇപ്പോള്‍ 41 രൂപ. വര്‍ധന 1171 ശതമാനം. പാചക വാതകത്തിന്റേത് 57.60 രൂപയില്‍ നിന്ന് 400 രൂപയായി ഉയര്‍ന്നു. വര്‍ധന 694.44 ശതമാനം.

ഒരു ബാരല്‍ ക്രൂഡ് ഓയിലിന് 21 വര്‍ഷം കൊണ്ടുണ്ടായ 480 ശതമാനം വില വര്‍ധനയുടെ സ്ഥാനത്ത് ഓരോ ഉപോല്‍പ്പന്നങ്ങളുടെയും വില എത്രശതമാനം വീതമാണ് കൂടിയത് എന്ന് നോക്കുക. ഇങ്ങനെ ഊറ്റിപ്പിഴിഞ്ഞിട്ടും എങ്ങനെ ഭഭീമമായ നഷ്ടമുണ്ടായി? വാങ്ങുന്നതിനേക്കാള്‍ കുറഞ്ഞ വിലയ്ക്ക് വില്‍ക്കുമ്പോഴാണല്ലോ നഷ്ടമുണ്ടാകുന്നത്. ഭഭീമമായ നഷ്ടത്തിന്റെ കള്ളക്കണക്കു നിരത്തി പകല്‍ക്കൊള്ളയ്ക്ക് ന്യായം ചമയ്ക്കുകയാണ് കേന്ദ്രസര്‍ക്കാര്‍ . നഷ്ടം ഏതു കമ്പനിക്ക്? ഈ നഷ്ടമൊന്നും കമ്പനികളുടെ ബാലന്‍സ് ഷീറ്റിലില്ല. വിറ്റുവരവ്, ലാഭം, ആസ്തി, വിപണിമൂല്യം എന്നിവ പരിഗണിച്ച് അമേരിക്കയിലെ ഫോബ്സ് മാസിക മികച്ച 2000 കമ്പനികളുടെ പട്ടിക വര്‍ഷം തോറും പ്രസിദ്ധീകരിക്കാറുണ്ട്. 2010ലെ പട്ടികയില്‍ 56 ഇന്ത്യന്‍ കമ്പനികളാണ് ഇടംനേടിയത്. റിലയന്‍സിന്റെ എണ്ണക്കമ്പനിക്കാണ് ആ പട്ടികയിലെ ഇന്ത്യന്‍ കമ്പനികളില്‍ ഒന്നാംസ്ഥാനം. 13,700 കോടി രൂപയാണ് 2010ലെ റിലയന്‍സിന്റെ ലാഭം. ഒഎന്‍ജിസിയുടെ ലാഭം 18,100 കോടി. ഇന്ത്യന്‍ ഓയില്‍ , ഗെയില്‍ എന്നിവയ്ക്ക് 2400 കോടി വീതം. ഭാരത് പെട്രോളിയം, ഹിന്ദുസ്ഥാന്‍ പെട്രോളിയം, ഓയില്‍ ഇന്ത്യ എന്നിവയുടെ ലാഭം യഥാക്രമം 560 കോടി, 700 കോടി, 2000 കോടി. ഫോബ്സിന്റെ പട്ടികയില്‍ ഇടംനേടിയ ഇന്ത്യയിലെ എണ്ണക്കമ്പനികളുടെ ആകെ ലാഭം ഏതാണ്ട് 40,000 കോടിക്കടുത്തു വരും. എക്സൈസ് നികുതിയും കോര്‍പറേറ്റ് ടാക്സും ഇന്‍കംടാക്സും ഡിവിഡന്റുമായി ഇതിന്റെ മൂന്നു മടങ്ങോളം കേന്ദ്രസര്‍ക്കാരിനു നല്‍കിയ ശേഷമാണ് ബാലന്‍സ് ഷീറ്റിലെ ഈ ലാഭമെന്ന് ഓര്‍ക്കുക.

2011ലെ കണക്കുകള്‍ വരുന്നതേയുളളൂ. ഇന്ത്യന്‍ ഓയില്‍ കോര്‍പറേഷന്‍ , ഭാരത് പെട്രോളിയം, ഹിന്ദുസ്ഥാന്‍ പെട്രോളിയം എന്നിവയുടെ ലാഭം 10,531 കോടിയായി വര്‍ധിച്ചു എന്നാണ് ദി ഹിന്ദു റിപ്പോര്‍ട്ട് ചെയ്തത്. ഒഎന്‍ജിസിക്ക് 19,000 കോടി രൂപയും ഗെയിലിന് 3000 കോടി രൂപയുമാണ് ലാഭം. പെരുകുന്ന ഈ ലാഭം മറച്ചുവച്ച് നഷ്ടത്തിന്റെ കള്ളക്കഥ പത്രപ്പരസ്യമായി പ്രചരിപ്പിക്കുകയാണ് കേന്ദ്രസര്‍ക്കാര്‍ . അത് ഏറ്റുപാടുകയാണ് കേരളത്തിലെ യുഡിഎഫ്. ചില്ലറ വില്‍പ്പനമേഖലയില്‍ ഇപ്പോള്‍ പൊതുമേഖലാ കമ്പനികള്‍ മാത്രമല്ല ഉള്ളത്. റിലയന്‍സ് തിരിച്ചു വന്നിട്ടുണ്ട്. മറ്റുപല ബഹുരാഷ്ട്ര കുത്തകകള്‍ കൂടി വരാനുണ്ട്. അതോടെ ക്രോസ് സബ്സിഡി സാധ്യമല്ലാതാവും. ചില്ലറ വില്‍പ്പനവിലകള്‍ സ്വതന്ത്രമാക്കേണ്ടി വരും. ദേശസാല്‍ക്കരണത്തിനു മുമ്പുണ്ടായിരുന്ന സ്വതന്ത്ര വിലനിര്‍ണയ സമ്പ്രദായം തിരിച്ചു കൊണ്ടുവരാനാണ് മന്‍മോഹന്‍സിങ്ങിന്റെ ശ്രമം. ആത്യന്തികമായി എണ്ണക്കമ്പനികളുടെ സ്വകാര്യവല്‍ക്കരണമാണ് ലക്ഷ്യം. ഇന്ദിരാഗാന്ധി ഉച്ചിയില്‍ കൈവച്ച പൊതുമേഖലയുടെ ഉദകക്രിയ നടത്തുകയാണ് സോണിയ ഗാന്ധി-മന്‍മോഹന്‍ സിങ് സഖ്യം. എന്നിട്ടും പൊതുമേഖലയെ സംരക്ഷിക്കാനാണ് പുതിയ നയമെന്നാണ് ഉമ്മന്‍ചാണ്ടിയും യുഡിഎഫും വാദിക്കുന്നത്.

മൊത്തം ഉല്‍പ്പാദനച്ചെലവും വില്‍പ്പനവിലയുമായി താരതമ്യപ്പെടുത്തിയാണ് സാധാരണ ലാഭനഷ്ടങ്ങള്‍ തിട്ടപ്പെടുത്തുന്നത്. എണ്ണയുടെ കാര്യത്തില്‍ രീതി മാറുന്നു. അന്താരാഷ്ട്ര വിപണിയിലെ എണ്ണയുടെ ചില്ലറ വില്‍പ്പനവിലയുമായി താരതമ്യംചെയ്താണ് ഇവിടെ നഷ്ടക്കണക്ക് തട്ടിക്കൂട്ടിയത്. എത്ര സൂക്ഷ്മതയോടെയാണ് ഇന്ത്യന്‍ പ്രധാനമന്ത്രി ഈ നഷ്ടം അവതരിപ്പിക്കുന്നത് എന്ന് നോക്കുക. അദ്ദേഹം നഷ്ടം&ൃറൂൗീ;എന്ന വാക്ക് ഉപയോഗിക്കുകയേയില്ല. അണ്ടര്‍ റിക്കവറീസ്&ൃറൂൗീ;എന്ന വാക്കാണ് പ്രയോഗിക്കുന്നത്. ഇതിന്റെ കൃത്യമായ തര്‍ജമ എവിടെയും എഴുതിക്കണ്ടിട്ടില്ല. വേണമെങ്കില്‍ &ഹറൂൗീ;കിട്ടാന്‍ സാധ്യതയുള്ളതില്‍ ഉണ്ടായ കുറവ്&ൃറൂൗീ; എന്നു പറയാം. വിലയുടെ താരതമ്യം അയല്‍രാജ്യങ്ങളുമായി വിലവര്‍ധന ന്യായീകരിച്ച് കേന്ദ്രസര്‍ക്കാര്‍ പുറപ്പെടുവിച്ച പരസ്യത്തില്‍ പെട്രോള്‍ , ഡീസല്‍ വിലകളിലെ താരതമ്യം സമര്‍ഥമായി ഒഴിവാക്കിയിരിക്കുന്നു. പാചകവാതകം, മണ്ണെണ്ണ വിലകളെ മാത്രമാണ് ന്യായവാദം ചമയ്ക്കാന്‍ അയല്‍രാജ്യങ്ങളുമായി താരതമ്യംചെയ്യുന്നത്. ഇന്ത്യയേക്കാള്‍ കുറഞ്ഞ വിലയില്‍ പെട്രോള്‍ വില്‍ക്കുന്നവരാണ്് പാകിസ്ഥാന്‍ , ശ്രീലങ്ക, ചൈന, ബംഗ്ലാദേശ് തുടങ്ങിയ അയല്‍രാജ്യങ്ങള്‍ .

ഡീസലിന്റെ കാര്യത്തിലും ബംഗ്ലാദേശിലും ശ്രീലങ്കയിലും ഇന്ത്യയിലേതിനേക്കാള്‍ കുറഞ്ഞ വിലയാണ്. ഇന്ത്യയിലാണ് താരതമ്യേന കൂടുതല്‍ നികുതി നിരക്ക് എന്നതും പ്രത്യേകം പറയേണ്ടതുണ്ട്. ഇവിടെ വിലയുടെ പകുതിയും നികുതിയാണ്. 2ജി സ്പെക്ട്രത്തില്‍ 1.76 ലക്ഷം കോടിയുടെ അഴിമതി, എസ് ബാന്‍ഡ് സ്പെക്ട്രത്തില്‍ 2 ലക്ഷം കോടിയുടെ അഴിമതി, കല്‍ക്കരിപ്പാട്ടത്തില്‍ 83,000 കോടിയുടെ അഴിമതി, റെഡ്ഡി സഹോദരന്മാരുടെ 30,000 കോടിയുടെ അഴിമതി, എണ്ണപ്പാട്ടത്തില്‍ 30,000 കോടി. ഈ ഇനങ്ങളില്‍ മാത്രം 5,19,000 കോടി രൂപയാണ് സര്‍ക്കാര്‍ ഖജനാവിന് നഷ്ടമായത്. എണ്ണക്കമ്പനികളുടെ നഷ്ടത്തെക്കുറിച്ച് കേന്ദ്രസര്‍ക്കാര്‍ പ്രചരിപ്പിക്കുന്ന കള്ളക്കണക്കുകള്‍ വാദത്തിനു സമ്മതിച്ചാല്‍പ്പോലും ഈ അഴിമതിപ്പണത്തിന്റെ ചെറിയൊരു ഭഭാഗം കൊണ്ട് ആ നഷ്ടം നികത്താം. കോണ്‍ഗ്രസ് നേതാക്കള്‍ ഖജനാവില്‍നിന്നു ചോര്‍ത്തുന്ന പണവും കോര്‍പറേറ്റുകള്‍ക്കു വേണ്ടി ഖജനാവില്‍ നിന്നൊഴുക്കുന്ന ഭഭീമമായ ഇളവുകളും സാധാരണക്കാരന്റെ പോക്കറ്റില്‍നിന്ന് തിരിച്ചുപിടിക്കുകയാണ് സര്‍ക്കാര്‍ . വലംകൈകൊണ്ട് പത്തു രൂപ പിടിച്ചുപറിച്ച് അതില്‍നിന്ന് ഏതാനും ചില്ലറത്തുട്ടുകള്‍ ഇടംകൈ കൊണ്ട് തിരിച്ചു കൊടുത്തുവെന്നുവച്ച് കൊള്ള, കൊള്ളയല്ലാതാവുന്നില്ല. അതു ചെയ്യുന്നവരെ കൈയടിച്ചു പ്രോത്സാഹിപ്പിക്കാന്‍ സുബോധമുള്ളവര്‍ക്ക് കഴിയുകയുമില്ല. ശക്തമായ ചെറുത്തുനില്‍പ്പും പ്രക്ഷോഭവും മാത്രമാണ് അവര്‍ക്കുള്ള താക്കീതും മറുപടിയും.
