ഭാവിയുടെ സൂചനകള്‍

ഒരു പുതുവത്സരപ്പിറവിയില്‍ പിന്നോട്ട് തിരിഞ്ഞുനോക്കാനുള്ള പ്രവണത സ്വാഭാവികമാണ്. കഴിഞ്ഞുപോയ കാലത്തിന്റെ ശക്തി ദൌര്‍ബല്യങ്ങളില്‍നിന്നാണല്ലോ ഭാവിയെ വിഭാവനംചെയ്യുന്നത്? പക്ഷേ, ഭൂതകാല കോട്ടങ്ങളും നേട്ടങ്ങളും കണക്കെടുപ്പുമാത്രമായി അവശേഷിച്ചുകൂടാ. കണക്കുകള്‍ക്കുപിന്നിലെ സൂചനകളാണ് കൂടുതല്‍ പ്രധാനം. സൂചനകള്‍ സമൂഹത്തിന്റെ പുരോഗതിയുടെ സ്വഭാവവും ദിശാബോധവും ചൂണ്ടിക്കാണിക്കുകയാണ് ചെയ്യുന്നത്. കഴിഞ്ഞുപോയ ഒരു വര്‍ഷം ഇന്ത്യയുടെയും കേരളത്തിന്റെയും ചരിത്രത്തില്‍ സുപ്രധാനങ്ങളായ ചില സൂചനകള്‍ തെളിഞ്ഞുവന്നതായി കാണാം.

സ്വാതന്ത്ര്യാനന്തര ഇന്ത്യ മൂന്നാം ലോകത്തിന്റെ നേതൃത്വത്തിലേക്കുയര്‍ന്നത് വളരെ വലിയ നേട്ടമായിരുന്നു. കൊളോണിയസത്തില്‍നിന്ന് മുക്തിനേടിയ മറ്റ് രാജ്യങ്ങളുമായി കൂട്ടുചേര്‍ന്ന് ഒരു പുതിയ സംഘടിതശക്തി ഉദയംകൊണ്ടു. മുതലാളിത്ത രാജ്യങ്ങളും സോഷ്യലിസ്റ്റ് രാഷ്ട്രങ്ങളും തമ്മിലുള്ള ശീതയുദ്ധത്തില്‍ സമദൂരം പാലിച്ചെങ്കിലും ധാര്‍മികതയുടെ പക്ഷത്തായിരുന്നു ഇന്ത്യയുടെ സ്ഥാനം എന്നതിനെക്കുറിച്ച് സംശയമുണ്ടായിരുന്നില്ല. സോഷ്യലിസ്റ്റ് രാഷ്ട്രങ്ങളുടെ പതനത്തിനുശേഷം ആഗോളവല്‍ക്കരണം ലോകവ്യാപകമാകുകയും ഇന്ത്യ മുതലാളിത്ത ചേരിയിലേക്ക് നീങ്ങുകയുംചെയ്തു. ഇത് രാഷ്ട്രീയമായ ചുവടുമാറ്റം മാത്രമായിരുന്നില്ല. ആന്തരികമായ നയവ്യതിയാനത്തിന്റെ പരിണതഫലം കൂടിയായിരുന്നു. മുതലാളിത്തത്തില്‍ അധിഷ്ഠിതമായ ഒരു വികസന പരിപ്രേക്ഷ്യവും പ്രത്യയശാസ്ത്രവും സംസ്കാരവും പ്രാവര്‍ത്തികമാക്കാനുള്ള നയം ഭരണകൂടം ഏറ്റെടുത്തു. ഇന്ത്യന്‍ ഭരണഘടനയില്‍നിന്ന് സോഷ്യലിസം എന്ന വാക്ക് തിരുത്തി എഴുതിയിട്ടില്ലെങ്കിലും ഭരണകൂടത്തിന്റെ എല്ലാ നയങ്ങളും സമ്പന്നരെ ഉദ്ദേശിച്ചുകൊണ്ടാണെന്നത് വ്യക്തമായി. സര്‍ക്കാര്‍ കണക്കുപ്രകാരം 66 ശതമാനവും സ്വകാര്യ അനുമാനത്തില്‍ 80ല്‍ ഏറെയും വരുന്ന 20 രൂപയില്‍ താഴെ ദിവസവരുമാനമുള്ളവര്‍ സമ്പന്ന സമൂഹത്തിന്റെ അവഗണിക്കപ്പെട്ട പുറംപോക്ക് ഭൂമിയില്‍ ജീവിക്കാന്‍ വിധിക്കപ്പെട്ടവരായി. കഴിഞ്ഞവര്‍ഷം ഈ പ്രവണത കൂടുതല്‍ ശക്തി ആര്‍ജിച്ചു.

ഇന്ത്യന്‍ സമൂഹത്തിലെ അന്യോന്യബന്ധിതമായ രണ്ട് പ്രവണതകളാണ് ദരിദ്രവല്‍ക്കരണവും സമ്പന്നവല്‍ക്കരണവും. ദരിദ്രരുടെയും സമ്പന്നരുടെയും അംഗസംഖ്യ വര്‍ധിച്ചുകൊണ്ടിരിക്കുകയാണ്. നിമ്ന മധ്യവര്‍ഗവും തൊഴിലാളികളും കര്‍ഷകരും ദരിദ്രരുടെ പട്ടികയിലേക്ക് അനുദിനം തരംതാഴ്ന്നുകൊണ്ടിരിക്കുന്നു. അതായത് ദരിദ്രരുടെ സംഖ്യ വര്‍ധിക്കുകയാണ് എന്നര്‍ഥം. അതേസമയം, സമ്പന്നരുടെ എണ്ണം കൂടുക മാത്രമല്ല, അവരുടെ ഇടയില്‍നിന്ന് അതിസമ്പന്നരുടെ ഒരു ചെറിയ വിഭാഗം കൂടുതല്‍ കൂടുതല്‍ സമ്പത്ത് പിടിച്ചടക്കുകയും ചെയ്യുന്നു. 'ഇന്ത്യ എന്ന ആശയം' ഇവരുടെ കുത്തകയായി മാറിക്കൊണ്ടിരിക്കുകയാണ്. ലോകത്തിലെ ഏറ്റവും നല്ല പരവതാനികള്‍ വിരിച്ച വിമാനത്താവളങ്ങള്‍ സൃഷ്ടിക്കുമ്പോള്‍ ഡല്‍ഹിയിലെ കൊടുംതണുപ്പില്‍ രാത്രിയില്‍ തെരുവില്‍ ഉറങ്ങുന്നവരുടെ എണ്ണം കുറച്ചൊന്നുമല്ല. വിദേശ വസ്തുക്കള്‍ നിറഞ്ഞൊഴുകുന്ന മാളുകള്‍ ഒരുവശത്ത്, രണ്ടുനേരം ഭക്ഷണം കഴിക്കാന്‍ കഴിയാത്തവരുടെ കുടിലുകള്‍ മറുവശത്ത് എന്ന വിരോധാഭാസം ശ്രദ്ധിക്കപ്പെടാതെ പോകുന്നു.

ഭൌതികജീവിതത്തില്‍ സാധ്യമായ മാറ്റങ്ങള്‍ വലിയ സ്വാധീനശക്തിയുള്ള ഒരു മധ്യവര്‍ഗത്തെ സൃഷ്ടിച്ചിരിക്കുന്നു. ഈ മധ്യവര്‍ഗത്തിന്റെ തോത് വര്‍ധിച്ചുകൊണ്ടിരിക്കുകയാണ്. കൂടെ അവരുടെ ആവശ്യങ്ങളും പ്രതീക്ഷകളും. നേരായ വഴിയിലൂടെ സമ്പാദിക്കുന്ന ധനംകൊണ്ട് അവര്‍ നയിക്കുന്ന ആഡംബരജീവിതം സാധ്യമല്ല. അവിഹിതമായ വഴികള്‍ സ്വീകരിച്ചാല്‍ മാത്രമേ ആവശ്യങ്ങള്‍ നിറവേറ്റാന്‍ കഴിയുകയുള്ളൂ എന്നു വന്നിരിക്കുന്നു. വമ്പിച്ച കോഴകളെക്കുറിച്ചുള്ള വാര്‍ത്തകള്‍ ഇതിന്റെ ഭാഗമാണ്. കോമണ്‍വെല്‍ത്ത് കളിയും സ്പെക്ട്രവും ആദര്‍ശ് കോളനികളുമൊക്കെ സമൂഹത്തിലാകെ പടര്‍ന്നു പന്തലിച്ചു നില്‍ക്കുന്ന അഴിമതിയുമായി ബന്ധപ്പെട്ടതാണ്. അവ ഒറ്റപ്പെട്ട സംഭവങ്ങളെല്ലന്നര്‍ഥം. മുമ്പൊക്കെ പത്തും പതിനഞ്ചും രൂപ ശമ്പളമുണ്ടായിരുന്ന ഗുമസ്തന്മാര്‍ മാമൂല്‍ വാങ്ങുമായിരുന്നു. അതിനെ ആരും കൈക്കൂലിയായി കണക്കാക്കിയിരുന്നില്ല. ഇന്ന് കോഴ സര്‍വസാധാരണമായതുകൊണ്ട് - കേന്ദ്രമന്ത്രിമാര്‍ മുതല്‍ ശിപായിമാര്‍വരെ - അതില്‍ അപകാതയില്ലാതായിരിക്കുന്നു. കോഴ നാലഞ്ചുനാള്‍മാത്രം നീണ്ടുനില്‍ക്കുന്ന പത്രവാര്‍ത്തയായി അവശേഷിക്കുകയാണ് പതിവ്. കഴിഞ്ഞവര്‍ഷം സംഭവിച്ച ഏറ്റവും വലിയ ധാര്‍മികച്യുതി കോഴ ഒരു 'ദേശീയ സ്വഭാവ'മായി തീര്‍ന്നിരിക്കുന്നു എന്നതാണ്. അതുകൊണ്ടുതന്നെ ഈ അപരാധത്തില്‍ പങ്കാളികളായവര്‍ക്ക് ഒന്നും സംഭവിക്കുകയില്ലെന്ന് തീര്‍ച്ചയാണ്. ഹിമാചല്‍പ്രദേശിലെ സുഖ്റാമിനെപ്പോലെ, ജാര്‍ഖണ്ഡിലെ ഷിബുസോറനെപ്പോലെ, അവരൊക്കെ അധികാരസ്ഥാനങ്ങളിലേക്ക് തിരിച്ചുവരികയുംചെയ്തു.

ഭരണവര്‍ഗവും അവരുടെ അനുചരന്മാരായ സമ്പന്ന മധ്യവര്‍ഗവും വിഹിതവും അവിഹിതവുമായ മാര്‍ഗങ്ങളിലൂടെ സമ്പാദിച്ച ധനംകൊണ്ട് പട്ടാളത്തിന്റെയും പൊലീസിന്റെയും അകമ്പടിയോടെ സുഖലോലുപരായി ജീവിക്കുമ്പോള്‍ രാജ്യത്തിന്റെ പല ഭാഗത്തും അടിച്ചമര്‍ത്തപ്പെട്ട അരിശവും അമര്‍ഷവും നിലനില്‍ക്കുന്നു. വടക്ക് കിഴക്കന്‍ സംസ്ഥാനങ്ങളിലും കശ്മീരിലും വര്‍ഷങ്ങളായി പ്രത്യേക പട്ടാളനിയമമാണ്. ഇറോം ഷര്‍മിള എന്ന പെണ്‍കുട്ടി കഴിഞ്ഞ പത്തുകൊല്ലമായി ഈ നിയമം റദ്ദുചെയ്യണമെന്നാവശ്യപ്പെട്ട് നിരാഹാരസത്യഗ്രഹം നടത്തുകയാണ്. ഞാന്‍ ഈയിടെ വടക്കുകിഴക്കന്‍ സംസ്ഥാനങ്ങള്‍ സന്ദര്‍ശിക്കുകയുണ്ടായി. സ്വാതന്ത്ര്യം ലഭിച്ച് അറുപതില്‍ കൂടുതല്‍ കൊല്ലങ്ങള്‍ പിന്നിട്ടിട്ടും അവിടെ ഇന്ത്യക്കാരല്ലെന്ന് തുറന്നുപറയുന്നവരെ ധാരാളം കാണാം. കശ്മീരില്‍ ഇന്ത്യയോട് ശത്രുതാഭാവമില്ലാത്ത യുവാക്കള്‍ വിരളമാണ്.

പല സംസ്ഥാനങ്ങളിലും മാവോയിസ്റ്റുകള്‍ക്ക് ഗണ്യമായ സ്വാധീനമുണ്ടെന്ന് പറയപ്പെടുന്നു. അവര്‍ക്ക് ലഭിക്കുന്ന പിന്തുണ പ്രധാനമായും ദരിദ്രരായ ആദിവാസികളില്‍നിന്നാണെന്നതിന് സംശയമില്ല. മാവോയിസ്റ്റുകളുടെ ആശയങ്ങളും പ്രവര്‍ത്തനരീതിയും ഒരു ജനാധിപത്യ വ്യവസ്ഥയ്ക്ക് അനുയോജ്യമല്ല എന്നതിന് സംശയത്തിനിടയില്ല. പക്ഷേ, ആദിവാസിമേഖലയിലെ ദരിദ്രരും നിസ്സഹായരുമായവരുടെ ദയനീയാവസ്ഥയാണ് അവരുടെ സാമൂഹ്യാടിത്തറ എന്ന യാഥാര്‍ഥ്യം മറന്നുകൂടാ.

ഡല്‍ഹിയും മുംബൈയും പ്രതിനിധാനംചെയ്യുന്ന നഗരജീവിതം ഇന്ത്യയുടെ യഥാര്‍ഥമുഖമല്ല. യഥാര്‍ഥമുഖം ഭരണാധികാരികള്‍ കണ്ടിട്ടില്ല. വിരളമായ നാട്ടിന്‍പുറയാത്രകള്‍ക്കിടയിലല്ലാതെ. അതുകൊണ്ട് ജനങ്ങളുടെ പ്രതിരോധത്തോട് സഹാനുഭൂതിയോടെ പ്രതികരിക്കാന്‍പോലും ഇവര്‍ക്ക് കഴിയുന്നില്ല. ഭരണകൂടത്തിന്റെ പ്രതികരണം ബലപ്രയോഗമാണ്. പ്രതിഷേധിക്കുന്നവരെ അടിച്ചമര്‍ത്തുക എന്നതാണ് ഔദ്യോഗികനയം. വടക്കുകിഴക്കന്‍ സംസ്ഥാനങ്ങളിലും കശ്മീരിലും പട്ടാളഭരണമാണ്. ശബ്ദമുയര്‍ത്തുന്നവരെ വെടിവച്ചുകൊല്ലാമെന്ന നിയമവുമുണ്ട്. മാവോയിസ്റ്റുകളെ ഒതുക്കാന്‍ പട്ടാളത്തെ നിയോഗിക്കുകയും ചെയ്തിരിക്കുന്നു. സമാധാനം സ്ഥാപിക്കാന്‍ മറ്റെന്തുവേണം? ഈ പ്രവണതകള്‍ക്കെതിരായി പ്രതിഷേധിക്കുന്ന സന്നദ്ധപ്രവര്‍ത്തകരെയും ബുദ്ധിജീവികളെയും ശിക്ഷിച്ചുകൊണ്ട് ജനങ്ങളെ നല്ലനടത്തത്തിന് താക്കീതുചെയ്യുന്നു. ബിനായക് സെന്‍ ജയിലിലടയ്ക്കപ്പെട്ടതിന്റെയും അരുന്ധതി റോയിക്ക് എതിരായി കേസ് നടന്നുകൊണ്ടിരിക്കുന്നതിന്റെയും പാഠം അവരെ ശിക്ഷിക്കുകമാത്രമല്ല.

തൊണ്ണൂറുകള്‍മുതല്‍ ഇന്ത്യ പിന്തുടരുന്ന ഇറക്കുമതി സ്വാതന്ത്ര്യത്തിന്റെ ഫലം ജനങ്ങള്‍ അനുഭവിച്ചുകൊണ്ടിരിക്കുകയാണ്. നിത്യോപയോഗത്തിനാവശ്യമായ ഭക്ഷണവസ്തുക്കള്‍ക്കും പച്ചക്കറിക്കുമൊക്കെ തീപിടിച്ച വിലയായി. സാധാരണക്കാരന്റെ ഭക്ഷണം പോഷകാംശങ്ങള്‍ ഒട്ടുമില്ലാത്തതായി മാറി. ഏകദേശം 80 ശതമാനം കുട്ടികള്‍ക്ക് വേണ്ടത്ര ഗുണമുള്ള ഭക്ഷണം കിട്ടുന്നില്ലെന്ന് കണക്കാക്കപ്പെട്ടിരിക്കുന്നു. ഇത് പല ആഫ്രിക്കന്‍ രാജ്യങ്ങളുടെയും സ്ഥിതിയേക്കാള്‍ മോശമാണ്. വൃത്തിയായി വസ്ത്രം ധരിച്ച് മോടിയില്‍ നടക്കുന്ന മലയാളിയുടെ മുഖത്തും പോഷകാഹാരത്തിന്റെ കുറവ് പ്രതിഫലിക്കുന്നതായി കാണാം.

അതേസമയം, കമ്പോളത്തിന്റെ സ്വഭാവം ദ്രുതഗതിയില്‍ മാറിക്കൊണ്ടിരിക്കുകയാണ്. വിദേശ പഴവര്‍ഗങ്ങളും പച്ചക്കറികളും മാംസവും മത്സ്യവും കമ്പോളത്തില്‍ ധാരാളമാണ്. അതോടൊപ്പം ഇന്ത്യന്‍ വിഭവങ്ങള്‍ അപ്രത്യക്ഷമാകുകയുംചെയ്യുന്നു. സിംലയില്‍ ഉണ്ടാകുന്ന ആപ്പിള്‍ കേരളത്തില്‍ കിട്ടാനില്ല. വാഷിങ്ടണ്‍ ആപ്പിളും ചൈനയില്‍നിന്ന് വരുന്ന ആപ്പിളും സുലഭമാണുതാനും. അലഹബാദിലെ പ്രസിദ്ധമായ കിലോവിന് പത്തുരൂപ വിലയുള്ള പേരയ്ക്ക കേരളത്തില്‍ കിട്ടുകയില്ല. പക്ഷേ, തായ്ലന്‍ഡിലെ പേരയ്ക്ക ഒരു കിലോക്ക് നാനൂറ് രൂപ വിലയ്ക്ക് എത്രവേണമെങ്കിലും വാങ്ങാം. കഴിഞ്ഞവര്‍ഷം കൂടുതല്‍ ഉദാരമാക്കിയ ഇറക്കുമതിനയം ഇന്ത്യയെ ഒരു നവകൊളോണിയല്‍ രാഷ്ട്രമാക്കി മാറ്റിക്കൊണ്ടിരിക്കുകയാണ്.

ഈ നയം പ്രാവര്‍ത്തികമാക്കാന്‍ ആവശ്യമായ അധികാരകേന്ദ്രീകരണവും സമാന്തരമായി പ്രാവര്‍ത്തികമാക്കിക്കൊണ്ടിരിക്കുന്നു. വിദ്യാഭ്യാസ മേഖലയുടെ പുനഃസംവിധാനം ഉദാഹരണമായെടുക്കാം. നിലവിലുള്ള ഫെഡറല്‍ സമ്പ്രദായത്തെ അട്ടിമറിച്ചുകൊണ്ട് കേന്ദ്രീകൃതമായ വിദ്യാഭ്യാസ സംവിധാനമാണ് ഇപ്പോള്‍ വിഭാവനം ചെയ്തുവരുന്നത്. വിദേശ സര്‍വകലാശാലകള്‍ ഇന്ന് നേരിട്ടുകൊണ്ടിരിക്കുന്ന എതിര്‍പ്പിനെ മറികടക്കാന്‍ ഇത് സഹായകമാകുകയും ചെയ്യും. വിദേശവിദ്യാഭ്യാസം എത്ര ഗുണമേന്മയുള്ളതായാലും ഏതൊരു രാഷ്ട്രത്തിന്റെ സാംസ്കാരികത്തനിമയെയും സ്വത്വബോധത്തെയും സ്വാധീനിക്കുമെന്നത് സംശയാതീതമാണ്. ഒരു സമൂഹത്തിന്റെ സ്വഭാവരൂപീകരണത്തില്‍ വിദ്യാഭ്യാസത്തേക്കാള്‍ സ്വാധീനമുള്ള മേഖലകളില്ല. ധൈഷണിക സ്വാധീനം അടിമത്തത്തിന്റെ മുന്നോടിയാണ്.

ഈ പ്രവണതകളോട് ബന്ധപ്പെട്ടുകൊണ്ടാണ് ഭരണകൂട സ്ഥാപനങ്ങളുടെ ഉദാരസ്വഭാവം മാറിക്കൊണ്ടിരിക്കുന്നത്. അടുത്തകാലത്തുണ്ടായ കോടതിവിധികള്‍ അതിലേക്കാണ് വിരല്‍ചൂണ്ടുന്നത്. അലഹബാദ് ഹൈക്കോടതിയുടെ ലഖ്നൌ ബെഞ്ച് ബാബറി മസ്ജിദിനെക്കുറിച്ച് പുറപ്പെടുവിച്ച വിധി ഉദാരസ്വഭാവത്തില്‍നിന്നുള്ള വ്യതിയാനമാണ്. നിയമവും തെളിവുമല്ല, വിശ്വാസമാണ് കണക്കിലെടുക്കേണ്ടതെന്ന് പ്രഖ്യാപിച്ചതിലൂടെ ന്യായവ്യവസ്ഥയുടെ അടിസ്ഥാനതത്വങ്ങള്‍തന്നെ നിഷേധിക്കപ്പെട്ടു. കൂടാതെ, ഇന്ത്യന്‍ ഭരണകൂടസ്ഥാപനങ്ങള്‍ ഹൈന്ദവവല്‍ക്കരിക്കപ്പെട്ടുകൊണ്ടിരിക്കുകയാണ് എന്നതിന്റെ തെളിവുകൂടിയാണത്. ബിനായക് സെന്നിന്റെ കാര്യത്തില്‍ കോടതി സമ്പന്നവര്‍ഗത്തിന്റെ താല്‍പ്പര്യങ്ങള്‍ സംരക്ഷിക്കുന്നതില്‍ ബദ്ധശ്രദ്ധമാണ് എന്നാണ് പ്രഖ്യാപിക്കുന്നത്. ഭോപാല്‍ ദുരന്തത്തിന് വഴിയൊരുക്കിയവര്‍ക്ക് എളിയശിക്ഷയും ബിനായക് സെന്നിന് ജീവപര്യന്തം തടവും വിധിച്ച ന്യായപീഠം ആരുടെ ഭാഗത്തു നിലകൊള്ളുമെന്നതിന് സംശയത്തിനിടയില്ല.

സാമ്രാജ്യത്വത്തിന്റെ സ്വാധീനവും ആഗോളമുതലാളിത്തത്തിന്റെ ചൂഷണവും കോടീശ്വരന്മാരുടെ അംഗസംഖ്യയിലുള്ള വൃദ്ധിയും മധ്യവര്‍ഗത്തിന്റെ മേനിയും അടുത്തവര്‍ഷത്തില്‍ കൂടുതല്‍ വ്യാപിക്കുമെന്ന് പ്രതീക്ഷിക്കാം. അതോടൊപ്പം തന്നെ ഡല്‍ഹിയിലെ പുനരധിവാസ കോളനികളുടെ എണ്ണം കൂടുകയും മുംബൈയിലെ ചേരികള്‍ നഗരത്തിലാകെ പടരുകയും ചെയ്യും. ഇതിന് വികസനമെന്ന ഓമനപ്പേര്‍ നല്‍കി ആസൂത്രണവിദഗ്ദര്‍ക്ക് സംതൃപ്തിപ്പെടുകയുമാകാം. ഈ സ്ഥിതിവിശേഷത്തെ ക്രിയാത്മകമായി നേരിടാനുള്ള രാഷ്ട്രീയ ഇച്ഛാശക്തി ഇന്ത്യന്‍ സമൂഹത്തിനുണ്ടോ?

An Open Letter to Ten Percent India, Myself Included

The Games are over. Our revels have ended for now. Many white people have gone satisfied; some even impressed. What might have been a bland and colourless event elsewhere was rendered magical as the hooded cobras put in an appearance to greet the visitors. In what other country would you have pressed Langurs into service to shoo off mere monkeys. You might say that the abiding world of Kipling rendered what might have been the anasthetised efficiency of gadgetry a seductive, orientalist bonanza. Brand India once again proved itself distinctive, syncretising anti-deluvian flood with exotic food, laid-back timelessness with the flurried event, Brahminical self-regard with the fear of failure, devotion to imagined glory with the shame-faced last-minute attention to reality on the ground.

But the worry about corruption remains, and it shames our sense of our collective self. Canny operators made killings, as too many cooks stirred the froth to gainful purpose. But the screaming channels would have us believe this is the first we have seen of corruption in India. Really? When and where has it been otherwise? Your point must be that this once we were shamed because it was for all to see, most wretchedly the first world media to whom we wished to sell ourselves as something other than we are.

By all means, get at them in the days to come. But do answer me this one question: why, just why does it happen that corruption, understood as take-on-the-sly, so undoes our uprightness while the metropolitan eye carries on winking at the congenitally inhuman depravity that suffuses our soulless self-absorption in the successes of a nation-state where some ten percent of us own some ninety percent of the national wealth, and the “other” ninety percent or so (whom we hid behind the grand Games posters or shunted out of town) subsist (cruel word) on the rest of the ten percent? Does such an order of inequity protected by systems of orderly injustice comprise corruption? Or should the thought simply perish, while we rail at those among our own kind who did us in? One way of sorting this out might be to say “crony capitalism no, no; capitalism yes, yes.” Is it that simple?

Of the 8 million or so children worldwide who die before the age of 5, 2 million die in India. 42 % of the world’s under-nourished children and 31% of the “stunted” ones are Indians. Nowhere, not even in sub-saharan Africa, are pregnant and lactating mothers as anaemic and as prone to die as in India. Nowhere else do as many millions defecate in the open for want of sanitation as in India. Nowhere are millions obliged to drink water from chemically contaminated ditches and drains for want of potable sources. Nowhere do as many millions die from preventable gastro-enteric diseases for want of access to clean water and the most primitive of preventive medication. And what of food, since nutrition is out of the reckoning? Do I hear us complain of astronomical food prices, and yet never wonder whether some 800 million or more Indians who have no greater than half a dollar to spend on everything a day eat anything at all? If we do wonder, where is the energy of attention that ought to go into all that in comparison with the righteous anger we spout at low quality of macadam on the highways of the capital city? Or trash thrown uncaringly out of gleaming automobiles? And the lack of promptness with which the menials must be ordered to remove it from sight?

Yet none of this qualifies as corruption; and rightly: would you not agree that our collective disregard, our accomplished Podsnappery, in relation to those details connote something far worse than corruption as we define the term? Would it be wrong to designate an order of things that makes such cruelties of exploitation, expropriation, inequity, the law’s oppression, the contumely of policy necessary to “advancement” depravity and barbarism of a conquistador dimension? And all in the name of pursuing democracy, wherein the legitimating “demos” is left without a loaf. Or do we have a ready answer for that, namely, dangerously anti-national left-wing voices the sooner quelled the better. After all, we do at bottom think we are the nation, don’t we?

Another thing: how we have been lauding the fact that so many medals have been won. To that computation you might add won to some 2/3rd measure by our women sportspersons. And of those some 3/4th nameless women from the “hinterlands” that never seem to form any part of the “emerging great power” narrative with which we cloy our earholes day in and day out.

Medal winning women from the land of Irom Sharmila who has been on a fast for over a decade in Manipur. When was she last in focus on our tv screens? Medal winning women from the badlands of Haryana where unborn female foetuses are put to the sword by order of the scions of martial patriarchy. Did you hear Krishna Poonia (Gold medal in Discuss throw) allude to that irony? And Deepika Mahato from Jharkhand Adivasi forgotten land (father auto driver) who shot the arrow home for another Gold, leaving the Brits and the mighty Aussies and the New Zealanders behind? And the foursome who raced to that magnificent Gold in the 4x400 Relay? And many others.

And practically none of them English-speaking.

So is it too much to ask that we might now use the power the state bestows upon us in diverse ways and through diverse means to campaign for the following:

--that the powers-that-be begin to demonstrably include the “hinterlands” in their grandiose schemes of “development,” and not just in sports; and not just for electoral propaganda, allowing the women especially on the ground to lead from the front;

--that the khap warlords in the badlands of the north where women are either killed off in the womb, or subsequently ordered dead should they stray into thinking for themselves are rounded up and put into medieval torture chambers where they belong;

--that the mettle that these our undemanding and selfless women have shown for us to flaunt to the world now become cause for us to lay siege to political party offices, legislatures, and the parliament until the promised 33% reservation for women in these bodies is made the law of the land;

--that those thousands of labouring hands who put the Games infrastructure in place while the busybodies were busy cutting each other and strutting upon the stage be now given their due in housing, health care, education, dignified wage, and in the hallways where policies are made for the nation; and not just those who thus laboured in delhi (a hundred of them paying with their lives; think of the jingoism that invades our living rooms at the news of a single soldier’s death), but the entire class of famished and degraded workers whose sweat and blood and dour defiance of hunger and pestilence oil the wheels of our modernity and greatness. Can we campaign that their disenfranchised children be now allowed free and full use of the facilities their mothers and fathers, brothers and sisters have built for the glory of India?

--that the cacophony about “corruption” is somewhat remedied to include our own un-named complicities and culpabilities in the silent ways in which we subscribe to and legitimize the gluttony, greed, and class-based grab which enriches the one and consigns the nine into animal existence, or worse. Can we pick up the courage to remind ourselves and the nation at large that the Constitution enjoins upon us to be not just a “secular” but also a “socialist” republic?

Any hard-boiled Left ideologue would retort that much of what I ask is baloney bred of unfounded idealism. And he/she would have a point. After all the same middle class that applauds the maverick and marauding cinematic icon, the “angry young man,” who disregards the rule of law etc., (showing all representatives of the state complicit in the villainous cruelties of the Thakur, the smuggler, or the heinously corrupt and criminal politician), unleashes unconscionable violence, kills off one tainted scion of the state after another, is ready to go for the kill if the “Maoist” or the “Naxalite” does the same in real life as opposed to reel life. So the ideologue would indeed have a point. Yet, I say with the Gypsies in Tom Jones, let us try the power of shame for now. Its effects are invisibly slow but often long-lasting.

So, dear ten-percent India, of whom I am one, is it time to say “yes we should, yes we can”? Ergo, yes we should, yes we can first of all revisit our own socializations and our own loci, a circumstance without which our bark will remain hollow.

Can we acknowledge to ourselves that democracy is not only a matter of free speech wherein the fourth estate stands for all of it, but about the other three estates doing their assigned and foresworn bit to ensure that the dispossessed who make the nation go round have access to the bite which is by right their’s?

The Games have come and gone, but let us stop playing the games we play all year round. We no longer fool even ourselves.

നഗരങ്ങളിലെ ഭക്ഷ്യസുരക്ഷ അപകടത്തില്‍

ഇന്ത്യയിലെ നഗര സമ്പദ് ഘടന വളരുമ്പോള്‍ തന്നെ നഗരപ്രദേശങ്ങളിലെ ജനങ്ങളില്‍ ഗണ്യമായ വിഭാഗം ഗൗരവതരമായ ഭക്ഷ്യ അരക്ഷിതാവസ്ഥയാണ് നേരിടേണ്ടിവരിക. അടിയന്തര നടപടികളാവശ്യപ്പെടുന്ന ഒരു മേഖലയാണിത്.

കഴിഞ്ഞ രണ്ടു ദശകങ്ങളില്‍ ഇന്ത്യന്‍ സമ്പദ്ഘടന ത്വരിതഗതിയിലുള്ള വളര്‍ച്ച നേടിയിട്ടുണ്ട്. നഗര സമ്പദ്ഘടനയും നല്ല നിലയില്‍ വളര്‍ന്നുവെന്നാണ് പൊതുവെയുള്ള ധാരണ.

എന്നാല്‍ നഗര സമ്പദ്ഘടനയുടെ വളര്‍ച്ച കൊണ്ടു മാത്രം നഗരവാസികളുടെയെല്ലാം ജീവിതം മെച്ചപ്പെടുന്നില്ല. നഗര സമ്പദ്ഘടന ത്വരിതഗതിയില്‍ വളരുമ്പോള്‍ തന്നെ നഗര ജനസംഖ്യയില്‍ ഗണ്യമായ വിഭാഗം ഗുരുതരമായ ഭക്ഷ്യ അരിക്ഷിതാവസ്ഥ നേരിടുമെന്ന യാഥാര്‍ഥ്യം ബോധ്യപ്പെടുത്തുന്നതാണ് ഭക്ഷ്യ സാധനങ്ങളുടെ വന്‍തോതിലുള്ള വിലക്കയറ്റം.

അസംഘടിത മേഖലയിലെ സംരംഭങ്ങള്‍ക്കുവേണ്ടിയുള്ള ദേശീയ കമ്മിഷന്‍ (എന്‍ സി ഇ യു എസ്) നാഷണല്‍ സാമ്പിള്‍ സര്‍വേയില്‍ നിന്നു ലഭിച്ച സ്ഥിതിവിവര കണക്കുകള്‍ ഉദ്ധരിച്ചുകൊണ്ട് ചൂണ്ടിക്കാണിച്ചത് ഇന്ത്യയിലെ നഗര പ്രദേശങ്ങളിലെ തൊഴില്‍ അവസരങ്ങളുടെ വളര്‍ച്ചാനിരക്ക് 1987-88 - 1993-94 കാലവുമായി താരതമ്യപ്പെടുത്തുമ്പോള്‍ 1993-94 - 1999-2000 ത്തില്‍ ഗണ്യമായി കുറഞ്ഞുവെന്നാണ്. 1999-2000, 2004-05 ല്‍ തൊഴില്‍ അവസരം വര്‍ധിച്ചെങ്കിലും അത് മിക്കവാറും അനൗപചാരികമേഖലയിലാണ്. ആ മേഖലയില്‍ പണിയെടുക്കുന്നവരുടെ തൊഴില്‍ സാഹചര്യം പരിതാപകരമാണ്.

വേതനം വളരെ കുറവ്, അവര്‍ക്ക് സാമൂഹ്യസുരക്ഷയില്ല. അങ്ങേയറ്റം ദരിദ്രരാണ് അസംഘടിതമേഖലയില്‍ പണിയെടുക്കുന്ന ഇവര്‍. ഉല്‍പ്പാദനക്ഷമമായ ആസ്തികളൊന്നുമില്ലാത്ത ഇവര്‍ പ്രാഥമികമായും ആശ്രയിക്കുന്നതു വേതനത്തെയാണ്. അതിന്റെ അര്‍ഥം നഗര ജനസംഖ്യയില്‍ ഗണ്യമായ വിഭാഗത്തിന് ഉയര്‍ന്നുകൊണ്ടിരിക്കുന്ന ഭക്ഷ്യവിലക്കയറ്റം താങ്ങാനാവില്ലെന്നാണ്. ചെറുകിട - ഇടത്തരം പട്ടണങ്ങളിലെ തൊഴിലാളികളുടെ സ്ഥിതിയാണ് കൂടുതല്‍ പരിതാപകരം. അവര്‍ക്ക് ഭക്ഷ്യസുരക്ഷിതത്വമില്ല.

ആസൂത്രണമില്ലാത്ത നഗരവികസനം നഗരങ്ങളില്‍ ചേരിപ്രദേശങ്ങള്‍ പെരുകുന്നതിനു വഴിവെയ്ക്കുന്നു. മാന്യമായ താമസസൗകര്യമോ കൂടിവെള്ളമോ ശുചീകരണ സംവിധാനങ്ങളോ കക്കൂസുകളോ ചേരികളില്‍ ലഭ്യമല്ല.

സാമ്പത്തിക പരിഷ്‌കാരങ്ങളുടെയും ഉയര്‍ന്ന മൊത്ത ആഭ്യന്തര ഉല്‍പ്പാദന വളര്‍ച്ചയുടെയും കാലഘട്ടം നഗരഭക്ഷ്യസുരക്ഷയില്‍ പുരോഗതിയുണ്ടാക്കിയില്ലെന്നാണ് നഗരഭക്ഷ്യ അരക്ഷിതാവസ്ഥയെകുറിച്ച് എം എസ് സ്വാമിനാഥന്‍ റിസര്‍ച്ച് ഫൗണ്ടേഷന്‍ ഈയ്യിടെ നടത്തിയ പഠനം വെളിപ്പെടുത്തിയത്.

നഗരഭക്ഷ്യസുരക്ഷയ്ക്ക് ഗവണ്‍മെന്റ് അടിയന്തരമായി സ്വീകരിക്കേണ്ട ഒട്ടനവധി നടപടികളുണ്ട്. ഉല്‍പ്പാദനക്ഷമവും ആദായകരവുമായ തൊഴില്‍ അവസരങ്ങള്‍ വര്‍ധിപ്പിക്കണം. നഗരസമ്പദ്ഘടനയിലെ എണ്ണമറ്റ ചെറുകിട-നാമമാത്ര സംരംഭങ്ങള്‍ക്ക് പ്രത്യേക സഹായങ്ങള്‍ ലഭ്യമാക്കണം. എന്‍ സി ഇ യു എസ് നിര്‍ദേശിച്ചതുപോലെ ഈ സംരംഭങ്ങളുടെ അടിസ്ഥാനസൗകര്യങ്ങള്‍ വികസിപ്പിക്കുകയും വായ്പയും വിപണത്തിനുള്ള സഹായവും ഉറപ്പുവരുത്തുകയും ചെയ്യണം. നഗരതൊഴിലുറപ്പു നിയമത്തെ അടിസ്ഥാനമാക്കി നഗരങ്ങളില്‍ തൊഴിലവസരങ്ങള്‍ വര്‍ധിപ്പിക്കുന്ന പദ്ധതികള്‍ നടപ്പാക്കണം.


നഗരങ്ങളിലെ സൗകര്യങ്ങള്‍, പ്രത്യേകിച്ച് ചെറുകിട-ഇടത്തരം നഗരങ്ങളില്‍ മെച്ചപ്പെടുത്തുന്നതിനുള്ള പദ്ധതികളുമായി ബന്ധപ്പെടുത്തിയായിരിക്കണം ഇതു നടപ്പാക്കേണ്ടത്. ശുദ്ധമായ കുടിവെള്ളത്തിന്റെ ലഭ്യത ഉറപ്പാക്കണം. കക്കൂസുകള്‍ ഉള്‍പ്പെടെയുള്ള ശുചീകരണസംവിധാനങ്ങള്‍ ഒരുക്കണം.

ജവഹര്‍ലാല്‍ നെഹ്‌റു ദേശീയ നഗരപുനരുദ്ധാരണ മിഷന്‍ (ജെ എന്‍ എന്‍ യു ആര്‍ എം) പോലുള്ള പദ്ധതികള്‍ ചെറുകിട-ഇടത്തരം പട്ടണങ്ങളുടെ ആവശ്യങ്ങളിലും ചേരിപ്രദേശങ്ങളുടെ പ്രശ്‌നങ്ങളിലും ശ്രദ്ധകേന്ദ്രീകരിക്കണം. പാവപ്പെട്ടവര്‍ക്ക് പാര്‍പ്പിടം, കുടിവെള്ളം, ശുചീകരണ സംവിധാനം തുടങ്ങിയവ ലഭ്യമാക്കുന്നതിന് ഊന്നല്‍ നല്‍കണം. നഗരങ്ങളിലെ അടിസ്ഥാനസൗകര്യങ്ങളുടെ അര്‍ഥം ഫ്‌ളൈഓവറുകളും ആറുവരി പാതകളും മാത്രമാകരുത്.

നഗരപ്രദേശങ്ങളില്‍ പൊതുവിതരണസംവിധാനം സാര്‍വത്രികമാക്കണം. പൊതുവിതരണ സംവിധാനം സമഗ്രമായ ഭക്ഷ്യസുരക്ഷയുടെ ഒരു ഭാഗം മാത്രമാണെന്ന കാര്യം ഓര്‍ക്കണം. തെരുവില്‍ കഴിയുന്ന കുട്ടികള്‍, അനാഥര്‍, എച്ച് ഐ വി ബാധിതര്‍ തുടങ്ങി ഏറ്റവും പിന്നണിയില്‍ കഴിയുന്ന വിഭാഗങ്ങളുടെ ആവശ്യങ്ങള്‍ക്ക് അര്‍ഹമായ പരിഗണന നല്‍കണം.

നഗരപ്രദേശങ്ങളിലും നഗരപ്രാന്തപ്രദേശങ്ങളിലും കൃഷി, പ്രത്യേകിച്ച് പച്ചക്കറി കൃഷി പ്രോത്സാഹിപ്പിക്കുന്നത് ഭക്ഷ്യ-പോഷകാഹാരസുരക്ഷയില്‍ പ്രധാനമാണ്. സ്ഥായിയായ ജീവിതവൃത്തിക്കുള്ള ഒരു സ്രോതസുകൂടിയാണത്. ജനാധിപത്യപരമായ അധികാരവികേന്ദ്രീകരണത്തിലൂടെയും പ്രാദേശിക സമിതികളുടെ ശേഷി വര്‍ധിപ്പിച്ചും നഗരങ്ങളിലെ ഭക്ഷ്യ-പോഷകാഹാര പരിപാടികളുടെ നടത്തിപ്പ് കാര്യക്ഷമാക്കാന്‍ കഴിയും.
നഗരഭക്ഷ്യസുരക്ഷ ഉറപ്പാക്കാന്‍ കൂടുതല്‍ പണം വകയിരുത്തേണ്ടതാവശ്യമാണ്. എല്ലാവരെയും ഉള്‍ക്കൊള്ളുന്ന വികസനത്തിനായി സാമ്പത്തിക പരിഷ്‌കരണത്തെ തന്നെ പരിഷ്‌കരിക്കേണ്ടതുണ്ട്.

Multidimensional Poverty in India

If government sources - and the World Bank - are to be believed, poverty in India has declined significantly in the past two decades. Even as newer assessments of income poverty emerge (as with the Report of the Tendulkar Committee on Poverty Estimates) that raise the proportion of people below the poverty line, it is still argued that this proportion may be higher than earlier thought, but has still come down a lot during the period of high economic growth.

Of course there are many criticisms of this approach to measuring income poverty, including the argument that it has moved very far away from the original focus on minimum calorie intake that earlier served as the basis for the definition of the poverty line. But there may be other serious criticisms that question the definition of poverty based on a very limited notion of money incomes and expenditure.

To some people, this may seem a bit of a strange criticism. Isn't the link between poverty and lack of income or assets so obvious as to preclude any debate? Obviously, the poor are those who do not have income or assets, so what's the point of querying that? The answer is that a single-minded focus on income poverty may actually detract from policies that are designed to reduce poverty, and may even miss out one of the aspects that make poor people most vulnerable.

It is increasingly being realised that poverty is much more than a lack of adequate income: it is most fundamentally the deprivation of a person's ability to live as a free and dignified human being, with the full potential to achieve her or his goals in life.

The UN World Summit for Social Development of 2006 described poverty as follows: "Poverty has various manifestations, including lack of income and productive resources sufficient to ensure sustainable livelihoods; hunger and malnutrition; ill-health; limited or lack of access to education and other basic services; increased morbidity and mortality from illness; homelessness and inadequate housing; unsafe environments; and social discrimination and exclusion. It is also characterized by a lack of participation in decision-making and in civil, social and cultural life."

This approach is not dissociated from income and economic growth, especially since livelihood and income from employment play such important roles in determining whether a person or household is poor. But it does highlight three important elements of poverty that can be lost in a purely income-based approach: restrictions in opportunities, vulnerability to shocks and social exclusion.

This is why recently there have been efforts to develop broader concepts of poverty that recognise its multidimensional nature and allow for interventions that address different dimensions of poverty. The "human poverty" approach developed by Amartya Sen and Sudhir Anand talked about poverty as the absence of some basic capabilities to function, and thus brought in health and education indicators along with material standards of living.

More recently, UNICEF introduced a multidimensional approach to child poverty, which identified seven dimensions in which children can be deprived: shelter, sanitation, safe drinking water, information, food, education and health. Threshold levels were defined for each dimension, and children who were seen to be deficient in two or more were poor while those deficient in four or more were extremely deprived.

This generated some startling information on the extent of child poverty, with much greater incidence of child poverty in most developing countries than emerges from a simple reliance on income poverty lines.

Building on such work, the Oxford Poverty & Human Development Initiative (OPHI) and UNDP have worked out a Multidimensional Poverty Index. This index is based on a range of deprivations at the household level, from education to health outcomes to assets and services. Education indicators include years of schooling and child enrolment; health indicators used are child mortality and nutrition; standard of living indicators include electricity and drinking water access, sanitation, flooring, cooking fuel and certain basic physical assets.

A person is defined as poor if she or he is deficient in at least 30 per cent of the weighted indicators. It is true that there are difficulties in getting adequate data to provide an accurate measure. To be a good measure of poverty or deprivation, the dataset must refer to the same set of households. It cannot be assumed that the different indicators overlap. However, consumer expenditure or income surveys on which income data are based do not provide data on the other indicators, which must be taken from several different sources.

Even with these limitations, the MPI provides quite different estimates of poverty. In India, the proportion of poor in MPI terms comes to 55 per cent, compared to around 30 per cent on the basis of the official poverty line and 42 per cent using the World Bank's $1.25 per day measure.

What may be even more significant from a policy point of view is the information the MPI provides on the most extensive deprivations. The most widespread deprivations are in cooking fuel (52 per cent), sanitation (49 per cent), nutrition (39 per cent) and quality of flooring (40 per cent). In rural India, nutrition, child mortality and education indicators are the greatest contributors to the overall deprivation.

For a government that is genuinely concerned with improving the lot of its citizens, this can constitute extremely important information to focus its policy interventions. But then maybe the citizenry also has to become more vocal in demanding such attention from the government.

കര്‍ഷകദിനം ചിങ്ങം ഒന്നിന് കൊണ്ടാടി. ആണ്ടൊരിയ്‌ക്കലെ കൊണ്ടാട്ടം കഴിഞ്ഞാൽ‍, ബാക്കി കാലം കര്‍ഷകന്റെ ദുരിതവും ദീനവും കാണാന്‍ ആരുമില്ല. കൃഷിചെയ്യുന്നവന് മണ്ണില്ല. ഉല്‍പാദിപ്പിച്ചത് ന്യായമായി വില്‍ക്കാനോ, വില്‍ക്കാത്തത് സംഭരിച്ചുവെച്ച് പിന്നെ വില്‍ക്കാനോ സംവിധാനമില്ല. കഷ്‌ടപ്പെട്ട് ഉല്‍പാദിപ്പിച്ച ധാന്യം സംഭരിച്ച് സര്‍ക്കാര്‍ വെച്ചത് ചീഞ്ഞളിഞ്ഞുപോവുന്നു. കര്‍ഷകനും ഉപഭോക്താവിനും ഗുണമില്ല. എഫ് സി ഐ ഗോഡൗണില്‍ ലക്ഷക്കണക്കിനുടണ്‍ ധാന്യങ്ങള്‍ എലിതിന്നും ചീഞ്ഞളിഞ്ഞും പോകുന്നു എന്ന വാര്‍ത്ത വന്നിട്ട് ദിവസങ്ങളായെങ്കിലും കാര്യമായ ഒരു തുടര്‍പ്രതികരണവും ഇതുവരെ കണ്ടില്ല. അതുല്‍പാദിപ്പിച്ചവനല്ലേ അതിന്റെ സങ്കടമറിയൂ. പിന്നെ, വിശക്കുന്നവനും. ഇതുരണ്ടുമറിയാത്ത മേലാളന്‍മാര്‍ക്ക് ഇതെന്ത് വാര്‍ത്ത?

കര്‍ഷകനോട് ചെയ്യുന്ന ഏറ്റവും വലിയ ക്രൂരത അവര്‍ ഉല്‍പാദിപ്പിച്ച ധാന്യം മനുഷ്യന് അന്നമാവാനനുവദിക്കാതെ ചീഞ്ഞളിയാന്‍ വിടുന്നതാണ്. അത്തരം വാര്‍ത്തകളാണ് ഈയിടെവന്നത്. എഫ് സി ഐ ഗോഡൗണുകളില്‍ കഴിഞ്ഞ വര്‍ഷം അയ്യായിരം കോടി രൂപയുടെ ധാന്യം എലിതിന്നും ചീഞ്ഞും നശിച്ചുവത്രെ. മറ്റൊരു ഘട്ടത്തില്‍ ചീഞ്ഞ ധാന്യം കടലില്‍ നിക്ഷേപിക്കാന്‍ കോടികള്‍ ചെലവാക്കിയത്രേ. ചില ഗോഡൗണുകളില്‍ എട്ടും പത്തും വര്‍ഷം പഴക്കമുള്ള ധാന്യശേഖരം കണ്ടെത്തിയതായും റിപ്പോര്‍ട്ടുണ്ട്. ആര്‍ക്കാണിതിന്റെ ഉത്തരവാദിത്വം? ഈ നഷ്‌ടം ആരില്‍ നിന്നെങ്കിലും ഈടാക്കാന്‍ ഒരു വ്യവസ്ഥയുമില്ലേ?

ശേഖരിച്ചുവെച്ചത് നശിക്കുന്നതിനു മുമ്പ് ഒന്നുകില്‍ പൊതുവിതരണ സമ്പ്രദായത്തിലേയ്‌ക്കു സംഭാവന ചെയ്യുക. അതല്ലെങ്കില്‍ വെറുതെയെങ്കിലും വിതരണം ചെയ്‌തുകൂടേ? ജനത്തിന് ഭക്ഷണം നല്‍കാന്‍ സര്‍ക്കാരിനാവില്ലെങ്കിൽ‍, കൃഷിക്കാരന്‍ ഉല്‍പാദിപ്പിച്ച ധാന്യം, അവന് തിരിച്ചുനല്‍കാം. നിര്‍ബന്ധമായി, നിശ്ചിത വിലയ്‌ക്ക് കര്‍ഷകന്റെ അധ്വാനഫലം സര്‍ക്കാര്‍ ഏറ്റെടുത്തതാണിത്. അത് സംഭരിച്ച് സംരക്ഷിച്ച് വിതരണം ചെയ്യാന്‍പോലും കൊള്ളരുതാത്തവരാണ് കേന്ദ്രത്തില്‍ കൃഷിവകുപ്പിന്റെ തലപ്പത്തിരിക്കുന്നത്. ഈ ഭക്ഷ്യധാന്യങ്ങള്‍ പാവങ്ങള്‍ക്ക് സൗജന്യമായി വിതരണം ചെയ്യണമെന്ന് ഈയിടെ സുപ്രിംകോടതി വിധിയുണ്ടായിരുന്നു.

അഞ്ഞൂറ് കോടി രൂപയുടെ ഗോതമ്പും പയറും രാജസ്ഥാനിലെ റാണാപ്രതാപ് റയില്‍വേ സ്‌റ്റേഷനില്‍ കെട്ടിക്കിടന്നു നശിച്ചു. സംഭരിച്ച ധാന്യത്തിന്റെ പകുതിപോലും സംഭരിക്കാന്‍ കൊള്ളാവുന്ന ഗോഡൗണ്‍ എഫ് സി ഐയ്‌ക്ക് ഇല്ലത്രേ! എന്നിട്ട് പറയുകയാണ് എല്ലാവര്‍ക്കും നല്‍കാനുള്ള ധാന്യശേഖരം ഇല്ല എന്ന്. സര്‍ക്കാര്‍ സ്വകാര്യമേഖലയില്‍ ആവശ്യമായ ഗോഡൗണുകള്‍ ഉണ്ടാക്കണമെന്ന് സുപ്രിംകോടതി പറഞ്ഞത് ശ്രദ്ധേയമാണ്. ലെവിയായി കര്‍ഷകനില്‍ നിന്നെടുത്ത ഈ അമൂല്യധാന്യം അവന്റെ വിയര്‍പ്പാണ്. ആരുടെയൊക്കെയോ വിശപ്പിനുള്ള ഉത്തരമാണ്. പോഷകാഹാരമില്ലാതെ ദിനംപ്രതി മരിക്കുന്ന എത്രയോ കുഞ്ഞുങ്ങള്‍ക്കുള്ളതാണ്. നല്ല ഭക്ഷണമില്ലാതെ ദുരിതമനുഭവിക്കുന്ന ആയിരക്കണക്കിന് ഗര്‍ഭിണികള്‍ക്കും കൈക്കുഞ്ഞുങ്ങളുള്ള മാതാക്കള്‍ക്കും നല്‍കേണ്ട അന്നമാണ്. ഈ സമ്പത്താണ്, പുറം പ്രദേശങ്ങളില്‍ കൂമ്പാരംകൂട്ടി നശിപ്പിക്കുന്നത്.

കര്‍ഷകനോട് ഇതിലധികം എന്തു ക്രൂരതയാണ് ചെയ്യാനുള്ളത് ? ഓരോ ധാന്യച്ചെടിയെയും ഓമനിച്ച് വളര്‍ത്തി, കതിരണിയിക്കുന്നവനാണ് കര്‍ഷകൻ. എന്നിട്ടും ന്യായമായ വിലകിട്ടുന്നില്ല. അവിചാരിത കാരണങ്ങളാല്‍ വിള നഷ്‌ടമുണ്ടാവും. നാട്ടുകാരെ മുഴുവന്‍ തീറ്റിപ്പോറ്റുന്ന അവന്റെ നഷ്‌ട-ദുരിതങ്ങള്‍ ആര്‍ക്കും നല്ലൊരു വാര്‍ത്തപോലുമാവുന്നില്ല. വിളനഷ്‌ടവും ധാന്യ കമ്മിയുമുണ്ടാകുമ്പോള്‍ കൂടിയവിലയ്‌ക്ക് ധാന്യം ഇറക്കുമതി ചെയ്‌ത് ലാഭമടിക്കും, ഉദ്യോഗസ്ഥരും ഇറക്കുമതി ഏജന്‍സികളും. അവരുടെ പരിഗണനകളില്‍ എല്ലാം സഹിച്ച് കൃഷിചെയ്യുന്ന ഈ പാവപ്പെട്ടവര്‍ വരുന്നതേയില്ല.

ഏതാണ്ട് 8.3 കോടി ബി പി എല്‍ കുടുംബങ്ങള്‍ക്ക് ഒരു വര്‍ഷത്തേയ്‌ക്കു വിതരണാര്‍ഥം വേണ്ടത് 35 ലക്ഷം ടണ്‍ ധാന്യമാണ്. എന്നാല്‍ എഫ് സി ഐക്ക് 17 ദശലക്ഷം ടണ്‍ ധാന്യം സൂക്ഷിക്കാനുള്ള ഗോഡൗണുകളേ ഉള്ളൂ. ബാക്കി നശിക്കും. നശിക്കാന്‍ തുടങ്ങുന്നവയെ ആരും കാണാതെ കത്തിക്കും, കുഴിച്ചുമൂടും. ഏതാനും വര്‍ഷങ്ങള്‍ക്കു മുമ്പ് കുറേ ദശലക്ഷം ടണ്‍ ധാന്യം കടലില്‍ തള്ളിയത്രേ. എന്നാലും വിശക്കുന്നവനു കൊടുക്കില്ല. വിശക്കുന്നവനെയും വിശപ്പിനെതിരെ വയലുകളില്‍ വിയര്‍പ്പൊഴുക്കുന്നവനെയും ആര്‍ക്കും വേണ്ട. ഇങ്ങനെയാണ് നാം കര്‍ഷകനെ സ്‌നേഹിക്കുന്നത് ! സംസ്ഥാനങ്ങള്‍ക്ക് അര്‍ഹമായ വിഹിതം നല്‍കിയാല്‍ അവര്‍ അത് ഏറ്റെടുത്ത് ജനങ്ങള്‍ക്കെത്തിക്കും. അതും ചെയ്യില്ല. എന്നിട്ട് ബാക്കി ധാന്യം നശിപ്പിക്കാന്‍വിടും. പൊതുവിതരണ നാളികളെ തകര്‍ക്കാന്‍ സര്‍ക്കാരും സ്വകാര്യ ഏജന്‍സികളും ഒന്നിക്കുന്നു. ന്യായവില ഷാപ്പുകളിലെത്താതെ വിപണിയിലേക്കു തിരിച്ചുവിടുകയാണ് ധാന്യം.

ധാന്യം നശിക്കുമ്പോള്‍ അപമാനിക്കപ്പെടുന്നത് കര്‍ഷകനാണ്. അവന്റെ വിയര്‍പ്പാണ് നമ്മുടെ അന്നം. അതാണ് ചീഞ്ഞളിഞ്ഞ് പോവുന്നത്. കൃഷി നശിക്കുമ്പോള്‍ സ്വന്തമായി ഭൂമിയുണ്ടായിട്ടും കര്‍ഷകന് ആത്മഹത്യ ചെയ്യേണ്ടിവരുന്ന അവസ്ഥയാണിന്ന്. ഭൂമി ഉടമസ്ഥതപോലും അവന് സുരക്ഷ നല്‍കിയില്ല. ഉല്‍പന്ന വില, വിപണി സൗകര്യം, വരള്‍ച്ച-വെള്ളപ്പൊക്ക ദുരിത നിവാരണം, വളം, വിത്ത് തുടങ്ങിയ ഒരുപാടു കാര്യങ്ങളില്‍ വേണ്ട സംവിധാനമുണ്ടായാലേ കര്‍ഷകന്‍ രക്ഷപ്പെടൂ.

ആഗോളീകരണം കര്‍ഷകന്റെ നട്ടെല്ല് തകര്‍ത്തു. കൃഷി സ്വതന്ത്ര വ്യാപാരത്തിന്റെ ഭാഗമായതോടെ, വികസ്വര രാജ്യങ്ങളിലെ കര്‍ഷകന്റെ വഴിമുട്ടി. നിയന്ത്രണമില്ലാത്ത ഇറക്കുമതി കാര്‍ഷികോല്‍പ്പന്നങ്ങളുടെ വില തകര്‍ത്തു. കര്‍ഷകന്‍ നിത്യദുരിതത്തിലായത് പുതിയ നയത്തിന്റെ കടന്നുകയറ്റത്തോടെയാണ്. കൃഷി ലാഭകരമല്ലെന്ന് വന്‍പ്രചാരണവുമുണ്ടായി. അതോടെ കൃഷി കൈവിടാനായി കര്‍ഷകന്റെ ശ്രദ്ധ. കര്‍ഷകന്‍ കൈവിട്ട വന്‍ഭൂയിടങ്ങളിലേയ്‌ക്ക് അഗ്രി കോര്‍പ്പറേറ്റുകള്‍ വന്നെത്തി. പിന്നെ കൃഷിയുടെ വ്യാകരണം മറ്റൊന്നായി. അതില്‍ കൃഷിക്കാരനില്ലായിരുന്നു. ക്രമേണ അത് യാഥാര്‍ഥ്യമാവും. സുനിശ്ചിത വരുമാനമുള്ള സേവന മേഖലകളിലേക്ക് എല്ലാവരും ചേക്കേറും.

അങ്ങനെ പുഞ്ചപ്പാടങ്ങളില്‍ നെല്‍ക്കതിരുകള്‍ക്കു പകരം ഫ്‌ളാറ്റുകള്‍ വരും, പിന്നെ ഭൂമി ഫ്‌ളാറ്റാവും.

Food Or Nutrition? Life Or Life-in-Death?

I

Do you remember that day in 1836 when a desperately hungry twelve year old English orphan “asked for more”?

Yes, Oliver Twist I mean.

Neither the honourable Board of the Workhouse nor indeed the British Crown had ever before encountered a more perfidious enormity than an orphan asking, actually asking, for more “food” than the three stipulated bowls of watery thin gruel.

Like a bolt of rebellious lightning the word spread. The danger was atonce recognized to be of gargantuan proportions, leading to the sagacious decision to palm off the orphan to work for an undertaker. From whose likely clutches only Providence intervened to save the famished child.

That recalcitrant history seems now to be repeating itself in India, an erstwhile colony who was to learn great and good lessons from the canny practices of the colonizer, chiefly of how to keep the rabble just this side both of life and death. For dying, they bring disrepute to the realm, and living a human existence they threaten its continuance. But being barely alive, they cast that vote, come hustings, and return to beg for more.

As the Indian government contemplates a Right-to-Food Act, whereby some rice and/or wheat might be given to those below the “poverty line” (which, in diverse computations by the “experts” ranges from some 27% of Indians to some 77%) at nominal rates, the hungry and those that speak for them are actually asking to be given nutrition as well!

Just how ungrateful can you be!

Of the 88 countries on the Global Hunger Index, the mighty Republic of India ranks at 66, with a child malnutrition record worse than that of sub-saharan Africa.

On the Human Development Index, at 134 (from some 188), below Laos and Bhutan. And in terms of the absolute numbers of the world’s poor, absolutely at the top!

But there is the other India, that of the billionaires (49 dollar ones according to Forbes) and the many millionaires on way to becoming billionaires as well.

So who does the state work for?

Where the latter India looms over the G 20 and suchlike with the promise and the delicious threat of greatness, the former, refusing to see the point, open their ever-hungry mouths and bid fare to swallow what greatness is destined to the Republic.

Were you a “patriotic” Indian, what would you do or say? Precisely what the state is saying: for god’s sake, do not hold the nation back from its evolving superpowerdom.

When History’s chips are counted, pray who counts the destitute?

Now, according again to the “experts” it would take India between some 50,000 and 80,000 crore rupees to make nutrition available to its destitute, as opposed merely to rice and wheat (and that if the scheme were to be universalized rather than limited to some arbitrary numbers of the designated poor). As the inimitable Sainath has just shown, this would amount to about a sixth of the tax write-offs effected in favour of the rich in this year’s budget alone!

Or just about equal to the moneys purported to be spent in preparing for the Commonwealth games!

The point, however, is this: how conscionable would it be to make such a nutritious food subsidy available to poor Indians when the same money might be used more glamorously to adorn some further high-end “developmental” schemes matching the best in the “first world” to which the Republic is poised to belong, atleast some ten or fifteen percent of it?

Do not the “best” economists both at home and in the wide world tell us that the destitute must be taught to stand on their own feet, and aspire, in the celebrated American fashion to outdo the fortunate in time?

For, remember, the rich are the fortunate; they are not the beneficiaries of state policies. Everybody knows how the state infact bleeds, especially at election times, for the less fortunate. But then, even the mightiest of states has been known to be helpless in the teeth of fortune. The lady who rolls that wheel is after all a lady, and fickle at the best of times.

The wretched thing, though, is that this necessary evil that legitimates the state, the thing called democracy, will not let the harbingers of greatness go entirely their billionaire way.

Indeed, the demos argues now for much more than nutrition as well; they actually seek clean drinking water, guaranteed and good health care, assured entry into schools, and a right to inhabit the millions of houses they build with their labour. Even the right to gainful employment.

And worse still, there are those now, throughout the realm, who seem foolishly willing to die for what they call their “rights” as enshrined in that troublesome book called the Constitution.

Some go so far as to say that the book itself requires to be changed, and a new one brought in, so that the causes of hunger and destitution, and of the humongous cleavages between the haves and the have-notes are addressed in earnest. For a start, they insist that the many land-ceiling Acts enacted by parliament and the legislatures decades ago be actually implemented on the ground. Something that would lead to the horrendous consequence of “leveling” social lives in the hinterland, and robbing the ordained owners of millions of acres of their birth-right to lord it over the landless millions.

That would also lead to a spread of contentment among the demos, rendering India’s police and para-military forces jobless in the main, and the arms dealers devoid of lucrative trade. Perish the prospect, we say. Is India to be a Republic in deed as well? Who would have thought of it!

IV

Six decades of democracy has brought this nation to a point where all Indians think they are equal citizens of the realm, and thus have a right to all that the realm has to offer, especially as the millionaires and the billionaires seem to work far less than the sancullotes for a living. They harbour the dangerous illusion that they are meant to be made equal not just politically but economically and socially as well. So much for the flights of reason.

The state is told that the fatcat corporates who in point of fact run it cannot be allowed to go and rape forests and water resources just any which way they see profit. And for some wonky reason, there are those among the judges of the land who seem to think so too, although a braveheart or two just yet. But if the contagion spreads, there may be more.

Imagine then the prospect for the nation if all the Olivers of the land were to be actually accorded not just food enough to survive another day, but nutrition to become hearty and healthy.

A day might come when not all the police and para-military forces, not even the celebrated army, could hold those violent and demented hordes of the demos in check. Indeed, it is thus proved that the greatest harm to the Republic could come from that one source, namely a happy and healthy citizenry.

The wisdom of the ages thus dictates that the poor be fed—if only to buy some credit with the gods—but just this side of good health.

Any charity that overreaches itself cannot but damage its own purposes.

ആഗോളവത്ക്കരണ കാലത്തെ മനുഷ്യരുടെ വിശപ്പിന്റെയും പട്ടിണിയുടെയും വ്യാപ്തി വിശദീകരിക്കാന്‍ വെറും ആറ് മിനുട്ടും ഒമ്പത് സെക്കന്റും മാത്രം ദൈര്‍ഘ്യമുള്ള ഒരു സിനിമയിലൂടെ ഫെര്‍ദിനാണ്ട് ദിമാദുറക്ക് (Ferdinand Dimadura ) സാധ്യമായിരിക്കുന്നു. അദ്ദേഹം സംവിധാനം ചെയ്ത ചിക്കന്‍ അ ല കാര്‍ട്ടെ 2005ലാണ് നിര്‍മ്മിച്ചത്. ഭക്ഷണം, രുചി, വിശപ്പ് എന്നീ പ്രമേയങ്ങള്‍ അടിസ്ഥാനമാക്കി, അമ്പത്തിയാറാമത് ബെര്‍ലിന്‍ ചലച്ചിത്രമേളയുടെ ഉപവിഭാഗമായ ബെര്‍ലിനാല്‍ ടാലന്റ് കാമ്പസില്‍ നടന്ന മത്സരവിഭാഗത്തിലൂടെയാണ് ഈ സിനിമ ലോകശ്രദ്ധ പിടിച്ചു പറ്റിയത്. കുറഞ്ഞ സമയം മാത്രമേ ദൈര്‍ഘ്യമുള്ളൂ എന്നതിനാല്‍, യു ട്യൂബിലും മറ്റ് സൈറ്റുകളിലുമായി അപ്ലോഡ് ചെയ്യപ്പെട്ട ചിക്കന്‍ അ ല കാര്‍ട്ടെ ലക്ഷക്കണക്കിന് പ്രേക്ഷകര്‍ ഇതിനകം കണ്ടു കഴിഞ്ഞു. ആഗോളവത്ക്കരണത്തിന്റെ തന്നെ മാറ്റപ്പേരായി പരിഗണിക്കപ്പെടുന്ന സൈബര്‍ലോകത്തെ ചലച്ചിത്രാഭിരുചിയെയും നിര്‍ണായകമായി സ്വാധീനിക്കുന്നതിലൂടെ പുതിയ കാലത്തിന്റെ സൂക്ഷ്മ വൈരുദ്ധ്യപ്രകടനങ്ങളിലൊന്നായും ഈ ചിത്രത്തെ വിലയിരുത്താം. ഇതിനകം വന്‍ പ്രചാരം നേടിക്കഴിഞ്ഞിട്ടുള്ള ഓണ്‍ലൈന്‍ ഫിലിം ഫെസ്റിവല്‍ സൈറ്റുകളിലും ചിക്കന്‍ അ ല കാര്‍ട്ടെ മികച്ച രീതിയില്‍ ശ്രദ്ധിക്കപ്പെടുന്നുണ്ട്. കള്‍ച്ചര്‍ അണ്‍പ്ളഗ്ഗ്ഡ് പോലുള്ള ഓണ്‍ലൈന്‍ മേളകളില്‍ ഈ ചിത്രം മെച്ചപ്പെട്ട റേറ്റിംഗ് നേടിയിട്ടുണ്ട്. ഓണ്‍ലൈന്‍ മേളകളെ തുടര്‍ന്ന് ഓണ്‍ലൈന്‍ സിനിമാത്തെക്കുകളും രൂപപ്പെട്ടിട്ടുണ്ട്. ഓത്തിയേഴ്സ് പോലുള്ള സിനിമാത്തെക്കുകളും മേളകളും ചേര്‍ന്ന്, ഗൌരവമനസ്കര്‍ക്കും വിമോചന-പ്രതിരോധ പ്രവര്‍ത്തകര്‍ക്കും സൈബര്‍ ലോകം ഗുണപരമായി പ്രയോജനപ്പെടുത്താനുള്ള കൂടുതല്‍ വഴികള്‍ തുറന്നിരിക്കുകയാണ്.

ചൂടോടെ മേശയിലെത്തുമ്പോള്‍ നാം വാരിവിഴുങ്ങുകയും മൊത്തിക്കുടിക്കുകയും ബാക്കി അലക്ഷ്യമായി വലിച്ചെറിഞ്ഞ് കൈ കഴുകി ഉല്ലസിക്കുകയും ചെയ്യുമ്പോള്‍; ഭക്ഷണം എന്ന നിത്യയാഥാര്‍ത്ഥ്യത്തെ നാം കണ്ടിട്ടും കാണാതെ പോകുകയാണെന്നതാണ് ഈ ചിത്രം നമ്മെ പ്രാഥമികമായി ഓര്‍മ്മപ്പെടുത്തുന്നത്. ഈ ഓര്‍മ്മപ്പെടുത്തല്‍ എളുപ്പത്തില്‍ മായാത്തതും നീറുന്നതുമായ ഒരനുഭവമായി സാക്ഷാത്ക്കരിക്കാന്‍ സംവിധായകന് നിഷ്പ്രയാസം സാധ്യമായിരിക്കുന്നു. നമ്മുടെ കുട്ടികളോട് നാം ഭക്ഷണത്തെ പ്രത്യേക ശ്രദ്ധയോടെ പരിഗണിക്കണമെന്നും ഭക്ഷണം എത്തിച്ചു തരുന്ന ജഗന്നിയന്താവിനോട് നന്ദിയുണ്ടായിരിക്കണമെന്നും ഓര്‍മ്മിപ്പിക്കാറുണ്ടെങ്കിലും അതൊരു അനുഷ്ഠാനം എന്ന നിലക്ക് ആവര്‍ത്തിക്കുന്നു എന്നതിനപ്പുറം നാം തന്നെ ഗൌരവത്തിലെടുക്കാറില്ല. ഭക്ഷണം പാഴാക്കി കളയരുതെന്ന് പഴഞ്ചന്‍ മട്ടില്‍ ഉപദേശിക്കുമ്പോള്‍; നമുക്ക് മുന്നില്‍ വിളമ്പി വെച്ചിരിക്കുന്ന ഭക്ഷണം പൂര്‍ണമായി അകത്താക്കി എന്നതുകൊണ്ട് ലോകത്ത് പട്ടിണി കിടക്കുന്ന കോടിക്കണക്കിന് ദരിദ്രര്‍ക്ക് എന്തു മെച്ചം എന്ന മറുചോദ്യവുമുയര്‍ന്നേക്കാം.

ബെര്‍ലിന്‍ ചലച്ചിത്രമേള 1951ലാരംഭിച്ചെങ്കിലും ടാലന്റ് കാമ്പസ് തുടങ്ങിയത് 2003ല്‍ മാത്രമാണ്. മേളസ്ഥലത്തു തന്നെ നടക്കുന്ന ഈ ക്യാമ്പ് ഉയര്‍ന്നു പൊന്തി വരുന്ന പുതിയ തലമുറ ചലച്ചിത്രകാരന്മാര്‍ക്ക് ഉത്തേജനവും ഉന്മേഷവും പകരുന്നതിനായി വിഭാവനം ചെയ്യപ്പെട്ടിട്ടുള്ളതാണ്. വിം വെന്റേഴ്സും റാവുള്‍ പെക്കും വാള്‍ട്ടര്‍ സാലസും അടക്കം നമ്മുടെ കാലത്ത് സജീവരായിരിക്കുന്ന അനവധി പ്രശസ്ത ചലച്ചിത്രകാരന്മാര്‍ ടാലന്റ് കാമ്പസില്‍ ക്ളാസെടുക്കുകയോ പഠിതാക്കളുമായി ഇടപഴകുകയോ ചെയ്യാറുണ്ട്. സാധാരണ ഗതിയില്‍ മുന്നൂറ്റമ്പത് പേരെയാണ് കാമ്പസില്‍ ഉള്‍പ്പെടുത്താറുള്ളത്. 2006 ഫെബ്രുവരിയില്‍ നടന്ന ബെര്‍ലിന്‍ മേളയുടെ ഭാഗമായുള്ള കാമ്പസിലേക്ക് ഏകദേശം 3600 അപേക്ഷകള്‍ ലഭിക്കുകയുണ്ടായി. ഇതില്‍ നിന്ന് തെരഞ്ഞെടുത്ത 32 പേര്‍ക്കാണ് പരിശീലനം നല്‍കിയത്. ഇക്കൂട്ടത്തില്‍ ഏറ്റവും കൂടുതല്‍ പ്രേക്ഷകരുടെ വോട്ട് നേടിയെടുത്ത ചിക്കന്‍ അ ല കാര്‍ട്ടെ ചുരുങ്ങിയ നിമിഷങ്ങള്‍ കൊണ്ടു തന്നെ ദൃശ്യ യാഥാര്‍ത്ഥ്യത്തിന്റെ അസാമാന്യമായ സംവേദനാത്മകത വെളിപ്പെടുത്താനാകുമെന്ന ചലച്ചിത്രയാഥാര്‍ത്ഥ്യമായി ചരിത്രത്തില്‍ സ്ഥാനം പിടിക്കുന്നു.

കെ എഫ് സി(കെന്റക്കി ഫ്രൈഡ് ചിക്കന്‍)യുടെയും മക് ഡൊണാള്‍ഡ്സിന്റെയും ജോളീ ബിയുടെയും ചൌക്കിംഗിന്റെയും പോലുള്ള വന്‍കിട ചിക്കന്‍ ഫാസ്റ് ഫുഡ് ജോയിന്റ് ശൃംഖലകളുടെ ബില്‍ബോര്‍ഡുകള്‍ തെളിയുകയും മിന്നിമറയുകയും ചെയ്യുന്ന നഗരവീഥികളുടെ സന്ധ്യാ ദൃശ്യങ്ങളോടെയാണ് ചിക്കന്‍ അ ല കാര്‍ട്ടെ ആരംഭിക്കുന്നത്. ചിക്കന്‍ വിഭവങ്ങളെക്കുറിച്ചുള്ള ഒരു പരസ്യ ചിത്രത്തിനും, ആഗോളവത്ക്കരണത്തെക്കുറിച്ച് കൂലിയെഴുത്തുകാരെക്കൊണ്ടെഴുതിച്ച് പത്രസ്ഥലം നിറക്കുന്ന സാംസ്ക്കാരിക നായകരുടെ വിവരണാത്മക ഡോക്കുമെന്ററിക്കും യോജിച്ച വിധത്തിലുള്ള ഈ തുടക്കം ആരിലും ഒരമ്പരപ്പും ഉണ്ടാക്കുന്നില്ല. തുടര്‍ന്നുള്ള ഏതാനും ദൃശ്യങ്ങളും ഇവ്വിധത്തില്‍ സാധാരണം എന്നു പറയാവുന്നതു തന്നെയാണ്. രണ്ടു കൌമാരപ്രായക്കാരികള്‍ ഇത്തരമൊരു ഹൈടെക്ക് ചിക്കന്‍ ഫാസ്റ് ഫുഡ് ജോയന്റില്‍ ഉല്ലാസത്തോടെ കയറുന്നു. മെനു നോക്കി രുചിയോടെ വെള്ളമിറക്കുന്നു. ഓര്‍ഡര്‍ ചെയ്യുന്നു. അടുക്കളയിലേക്ക് ഓര്‍ഡര്‍ പാസ് ചെയ്യുന്നു. ലിഫ്റ്റ് വഴി ചിക്കന്‍ പ്ളേറ്റ് എത്തുന്നു. ചിരിച്ചുല്ലസിച്ച് കഴിച്ച് ബാക്കി കുറെ പ്ളേറ്റില്‍ തന്നെ വെച്ച് പുറത്തു പോവുന്നു.

ഇനിയാണ് ഞെട്ടിക്കുന്ന രംഗങ്ങള്‍. ചവിട്ടു സൈക്കിള്‍ വണ്ടിയില്‍ ഒരു വീപ്പയുമായി ഭക്ഷണാവശിഷ്ടങ്ങള്‍ ശേഖരിക്കുന്നയാള്‍ എത്തുന്നു. ആളുകള്‍ കഴിച്ച് ഉപേക്ഷിച്ച ചിക്കന്‍ വിഭവ അവശിഷ്ടങ്ങളില്‍ നിന്ന് അയാള്‍ (അയാളെപ്പോലെ നിരവധിയാളുകള്‍)തെരഞ്ഞെടുപ്പ് നടത്തുന്നു. ഇറച്ചി മുഴുവനും അകത്താക്കി ബാക്കിയാക്കിയ എല്ലുകള്‍ പ്രത്യേകം, കുറച്ചും ധാരാളവും ഇറച്ചി ഉള്ളത് ശ്രദ്ധയോടെ വേറെ ബാഗില്‍. ചേരി പ്രദേശത്തേക്ക് അയാളുടെ വണ്ടി എത്തുമ്പോള്‍ കുട്ടികള്‍ ഓടിക്കൂടുന്നു. നായകള്‍ക്ക് എല്ലുകള്‍ എറിഞ്ഞുകൊടുത്ത് കുട്ടികള്‍ക്ക് മറ്റ് കഷണങ്ങള്‍ വിതരണം ചെയ്യുന്നു. ആര്‍ത്തിയോടെയും സമൃദ്ധമായ നിറവോടെയും അവര്‍ സസന്തോഷം ആ ഭക്ഷണം അകത്താക്കുന്ന ദൃശ്യങ്ങള്‍ ഏതാനും മിനുറ്റുകള്‍ മാത്രമേ നീണ്ടു നില്‍ക്കുന്നുള്ളൂവെങ്കിലും മണിക്കൂറുകള്‍, ദിവസങ്ങള്‍ കഴിഞ്ഞാലും നമ്മുടെ ദൃശ്യപഥത്തില്‍ നിന്ന് മാഞ്ഞു പോകുകയേയില്ല.

ഞാനവരുടെ കഥ പറയട്ടെ, ആര്‍ക്കും കേള്‍ക്കേണ്ടാത്ത കഥ, എങ്ങനെയാണ് ചിലരുടെ ചിരികള്‍ എന്നെ കരച്ചിലിന്റെ വക്കത്തെത്തിച്ചത് ! നിങ്ങളിതൊന്നുമറിയാന്‍ പോവുന്നില്ല, കാരണം നിങ്ങളവിടെ പോയിട്ടില്ലല്ലോ! ഇതു കാണൂ, ഇതു കാണൂ. എന്നിട്ട് കണ്ണടച്ചോളൂ. ഞാനവരുടെ കഥ പറയട്ടെ, നിങ്ങളിത് സത്യമാണെന്ന് വിശ്വസിച്ചു കൊള്ളണമെന്നില്ല. എനിക്കിത് മറക്കാനാവുന്നില്ല, അതുകൊണ്ടാണ് നിങ്ങളോടിത് ഞാന്‍ പങ്കു വെക്കുന്നത്. എല്ലാ അറിവുകളില്‍ നിന്നുമായി ഇത്രയും നാള്‍ കൊണ്ട് എന്താണ് നാം പഠിച്ചെടുത്തത്? ഞാനെന്റെ കണ്ണുകള്‍ മൂടി, പക്ഷെ ഇമേജുകള്‍ മാഞ്ഞുപോകുന്നതേ ഇല്ല. പിന്നെ അവരുടെ കഥകള്‍ വീണ്ടുമാരംഭിക്കുകയായി. ദൃശ്യങ്ങള്‍ക്ക് പശ്ചാത്തലമായി സംവിധായകനായ ഫെര്‍ദിനാണ്ട് ദിമാദുറ തന്നെ എഴുതി കമ്പോസ് ചെയ്ത് പാടിയ പാട്ടിന്റെ വരികളേതാണ്ട് മുകളില്‍ പറഞ്ഞ വിധത്തില്‍ പരിഭാഷപ്പെടുത്താം.

എന്തിന് പരിഭാഷപ്പെടുത്തണം? ആറു മിനിട്ടിനകത്തെ രണ്ടോ മൂന്നോ മിനുട്ടുകള്‍ മാത്രമുള്ള, ദരിദ്രരുടെ 'ഭക്ഷണാവശിഷ്ട ഭക്ഷണം' എന്ന ഇമേജ് ആറു വര്‍ഷം കഴിഞ്ഞാലും നമ്മുടെ ബോധമണ്ഡലത്തില്‍ നിന്ന് മാഞ്ഞുപോകുകയേയില്ല. അവശിഷ്ടം ശേഖരിച്ചു കൊണ്ടുവരുന്നയാളുടെ വീട്ടില്‍, അത്താഴമായി കുടുംബമൊന്നിച്ചാണ് ഈ എച്ചില്‍ ഭക്ഷിക്കുന്നത്. അവിടെ പ്ളേറ്റുകള്‍ മേശമേല്‍ നിരത്തി, മെഴുകുതിരികള്‍ കത്തിച്ച് പ്രാര്‍ത്ഥന നടത്തി. എന്നും ഇതു പോലെ മഹത്തായ ഭക്ഷണം എത്തിച്ചു തരുന്ന കര്‍ത്താവിന് സ്തുതി. ലോകമെമ്പാടുമായി ദിവസേന ഇരുപത്തയ്യായിരത്തിലധികം ആളുകളാണ് പട്ടിണി കൊണ്ട് മരിക്കുന്നത് എന്ന ടൈറ്റിലോടെയാണ് സിനിമ സമാപിക്കുന്നത്. നമുക്കറിയാമെങ്കിലും അറിഞ്ഞുകൂടാ എന്ന് ധരിച്ചുകൊണ്ട് കോട്ടും പാപ്പാസുമണിഞ്ഞ് എ സി മുറിയില്‍ യാത്ര ചെയ്തും ജോലി ചെയ്തും ഉണ്ടുറങ്ങിയും നാളുകള്‍ കഴിയുമ്പോഴും സമൂഹത്തിന്റെ വലിയ പങ്ക് ജനങ്ങള്‍ ഇപ്രകാരം പട്ടിണിയിലും പട്ടിണിയേക്കാള്‍ കൂടിയ അഭിമാനക്ഷതജീവിതങ്ങളിലും കുടുങ്ങിക്കിടക്കുകയും തകര്‍ന്നില്ലാതാവുകയുമാണ്. ആ സമൂഹത്തെ നമുക്ക് മറന്നു കളയാനോ ഉപേക്ഷിക്കാനോ കഴിയുമെന്നാണ് സൌകര്യങ്ങളുള്ളവര്‍ എല്ലായ്പോഴും കരുതിപ്പോരുന്നത്. ആഗോളവത്ക്കരണം ഉണ്ടാക്കിയെടുത്തിട്ടുള്ള മായികക്കാഴ്ചകള്‍ കൊണ്ടും ലോകഗ്രാമ സങ്കല്‍പം കൊണ്ടും ഉത്തരാധുനികതയുടെ നഷ്ട മഹാഖ്യാനങ്ങള്‍ കൊണ്ടും മൂടാന്‍ ശ്രമിച്ചാലും സത്യം പുറത്തുവന്നു കൊണ്ടേയിരിക്കും എന്നതിന്റെ വിസ്മയകരമായ തെളിവാണ് ചിക്കന്‍ അ ല കാര്‍ട്ടെ.
