Who is Robbing the Banks?

ON the eve of the declaration of the schedule for general elections in 2014, P Chidambaram, finance minister in the outgoing UPA government, chose to meet the chief executives of India’s public sector banks. The cynical would argue that this must be a last attempt to get the banks to dole out some more sops before the election date. If that were to impress a section of the electorate at all, it is a clever strategy. The government can be seen as benefiting some, without running foul of the Election Commission’s pre-election Code of Conduct.

But one factor is likely to constrain the finance minister, if this were indeed his intent. That is the large amount of non-performing loans and restructured loans in the public banking sector, which has substantially increased their vulnerability. As a result, banks are increasingly unwilling to lend to any but the best customers. That vulnerability grabbed headlines when the United Bank of India reported that non-performing loans had risen from just Rs 2,964 crore at the end of March last year to Rs 8,546 crore in December. The bank had been under-reporting its NPAs, necessitating investigation. Charges of bad governance, malpractice, related party transactions and insider trading are rife. As the inquiries began, the chief of the bank who had been appointed only in April last year decided to step down in February.

INDIAN BANKING AT ITS VULNERABLE WORST

United Bank’s predicament is particularly bad, but few deny that Indian banking is currently at its vulnerable worst since the restructuring and recapitalisation that accompanied the financial reform was completed by the middle of the last decade. Voices from within both the finance ministry and the Reserve Bank of India have been expressing concern and calling on banks to do more to hold down the share of non-performing loans in total advances and recover as much as possible of the loans that were in default.

This surprises some because “financial reform” was seen as having corrected many of the weaknesses that led to rising NPAs in the banking sector. Reform was based on the principle that pre-liberalisation India was characterised by “financial repression”, involving large-scale State control over financial prices and financial activity. Bank resources were pre-empted and directed to sectors considered “priority”. This, it was argued, not only capped the rates that banks could charge their customers, but also resulted in larger volumes of non-performing loans because of exposure to weak sectors like agriculture and the small scale sector. The casualty was healthy intermediation, with banks unable to direct resources to the best and highest-yielding projects. The result was low profitability and higher NPAs.

Thus, reform partly involved redefining what constituted priority lending (including in its ambit large, input-supplying firms and certain kinds of loans for personal housing, for example), as well as giving banks greater flexibility and autonomy in deciding what they did with the resources they mobilised. However, the share of credit required to be lent to sectors categorised as priority remained at 40 per cent of total advances.

This led up to the view that the reason why NPAs in the banking system have been on the rise in recent times is the pressure to stick with priority lending. Like a lot else of the “introspective reasoning” that underlies economic argumentation under liberalisation—which leads to wrong assertions such as that markets are efficient and allocate resources best and that deficient or inferior economic outcomes are the result of policy measures such as subsidies to the poor and priority sector lending—this is not based on evidence. That comes through from a number of features of the vulnerability of India’s banks revealed in answers to parliamentary questions tabled in the December 2013 session of parliament.

The first (revealed in answer to parliamentary question no. 283 tabled in the Lok Sabha on December 6, 2013) was that between the periods ending March 2011 and September 2013, the ratio of gross NPAs to gross advances in public sector, old private sector and new private sector banks put together, rose rather sharply from 2.4 per cent to 4.3 per cent. Further, an overwhelmingly high share of the increase in absolute NPAs was on account of NPAs in public sector banks. While the share of the public sector banks in the increase in advances between end-March 2011 and end-September 2013 was 76 per cent, their share in the increase in absolute NPAs was 96 per cent. The ratio of gross NPAs to advances even declined in the case of the new private sector banks. This seems to strengthen the view that it is the State-controlled public sector that is the problem, requiring disinvestment in addition to financial reform to correct it.

BIG DEFAULTERS ARE MAINLY CORPORATES

Is the use of the public sector banks to deliver more credit to agriculture and the medium and small scale industries or to push priority sector lending in general responsible for this tendency? The evidence says it is not. More than 80 per cent of the increase in the ratio of non-performing assets to advances is on account of NPAs located in the non-priority sector. While there has been some increase in NPAs in advances to agriculture and the MSMEs, these are small in comparison. And as the All India Bank Employees Association has revealed, the big defaulters are mainly corporates.

Was the problem the flexibility and autonomy given to public sector banks managers under liberalisation that they were unable to handle? Here too, the answer seems to be no. One of the notable features of bank lending has been the sharp increase in the share of advances directed to the infrastructural sector. In fact, (according to figures from answer to question no 1584 tabled in the Lok Sabha on December 13, 2013), even in the short period between March-end 2011 and September-end 2013 the share of lending to infrastructure in the total advances of public sector, old private sector and new private sector banks put together rose from 13.2 to 15.7 per cent. Moreover, public sector banks account for as much as 86-88 per cent of the advances of the three segments of domestic banking to the infrastructural area.

On the other hand, there is evidence that many infrastructural companies are not delivering the revenues and surpluses that they were expected to yield, resulting in defaults in payments of interest and amortisation due on bank credits, leading to debt restructuring and subsequent default. As at the end of March 2013, 23 per cent of all debt restructured under the corporate debt restructuring (CDR) mechanism was to infrastructural projects.

There is no reason why when provided flexibility and autonomy, public sector bank managers would use the money of their depositors and rush to lend such large sums to capital intensive projects, loans to which are known to be more risky and more illiquid. The fact is, the idea that financial reform leads to less intervention and increases the flexibility and autonomy of public sector bank managers is a myth. What is worse under liberalisation is that, since the government wants to promote private entry into the infrastructural area, either independently or under the PPP framework, it has been pressurising the public banking system to support that process. The result has been much higher public, when compared to private, bank exposure to infrastructure. This makes high NPAs in the public sector a consequence of the pursuit of the liberalisation agenda by the government rather than the failure of public sector bank managers per se.

It is this, rather than priority sector lending, that is among the principal factors explaining the growing vulnerability of India’s public banking system.

എല്ലാം മോശം

അപ്രസക്തമായ അസംബന്ധങ്ങള്‍ കുത്തിനിറച്ച ബജറ്റ് പ്രസംഗം അതിന്റെ യഥാര്‍ഥ വാഗ്ദാനം ചുരുക്കിയും വ്യക്തമായും പറയുന്നതിലടക്കം പരാജയപ്പെട്ടു. ധനകമ്മി കുറയ്ക്കുന്നതിലുള്ള ആഗ്രഹത്തിനല്ലാതെ മറ്റൊന്നിനും ഊന്നല്‍ നല്‍കാന്‍ ധനമന്ത്രി ചിദംബരത്തിന് കഴിഞ്ഞതായി കാണുന്നില്ല. പുതുക്കിയ ധനകമ്മി ലക്ഷ്യം ജിഡിപിയുടെ 5.2 ശതമാനത്തിലെത്തിക്കുന്നതിന് 2012-13ലെ അവസാന മാസങ്ങളില്‍ ചെലവു ചുരുക്കുന്നതിലാണ് ചിദംബരം ശ്രദ്ധ കേന്ദ്രീകരിച്ചത്. 2013-14ലേക്ക് ധനകമ്മി 4.8 ശതമാനത്തിലെത്തിക്കാന്‍ വരുമാന വര്‍ധനയും ബജറ്റ് ചെലവുകളിലെ വെട്ടിക്കുറവും ചേര്‍ന്നുള്ള ശുഭാപ്തിമിശ്രിതത്തെ ചിദംബരം ആശ്രയിക്കുന്നു. അതാകട്ടെ, നിലനില്‍പ്പില്ലാത്ത ധാരണകളുടെ അടിസ്ഥാനത്തിലാണുതാനും.

വരുമാനത്തെക്കുറിച്ചുള്ള അമിതമായ ശുഭാപ്തിയാണ് ചിദംബരത്തിന്റെ റവന്യൂ അടങ്കല്‍ കണക്കുകളില്‍. കഴിഞ്ഞവര്‍ഷത്തെ പുതുക്കിയ അടങ്കലിനേക്കാള്‍ ഉയരെ നികുതിവരുമാനം 19 ശതമാനമാക്കുമെന്ന് ബജറ്റില്‍ പറയുന്നു. കോര്‍പറേറ്റ് നികുതികള്‍ 17 ശതമാനവും ആദായനികുതി 20 ശതമാനവും സേവന നികുതി 36 ശതമാനവും കൂടുതല്‍ ലഭിക്കുമെന്ന പ്രതീക്ഷയിലാണിത്. ഉയര്‍ന്ന വരുമാനക്കാര്‍ക്കും കോര്‍പറേറ്റുകള്‍ക്കും നികുതിനിരക്കുകളില്‍ വര്‍ധന വരുത്തുകയല്ല, പകരം സര്‍ചാര്‍ജ് ചുമത്തുകയാണ്. ഈ വര്‍ധന യാഥാര്‍ഥ്യമാകാന്‍ സാധ്യത കുറവാണ്. അതുകൊണ്ടുതന്നെ ധനകമ്മി ചൂണ്ടിക്കാണിക്കപ്പെട്ടതിനേക്കാള്‍ കൂടുതലാകും. ധനകമ്മിയുടെ ബാധ മറ്റൊരു വിപല്‍ക്കരമായ പ്രവണതയിലേക്കും നയിക്കും. വരവ് സ്വരൂപിക്കാന്‍ ധനമന്ത്രി പൊതുമുതലിന്റെ വന്‍തോതിലുള്ള വില്‍പ്പനയെയാണ് ആശ്രയിക്കുന്നത്. 2013-14ലെ ബജറ്റില്‍ "പലവക മൂലധന വരവ്" (ാശരെലഹഹമിലീൗെ രമുശമേഹ ൃലരലശുേെ) വലിയതോതില്‍ പ്രതീക്ഷിക്കുന്നതായി കാണാം. അത് ഓഹരി വില്‍പ്പനയിലൂടെയും സ്പെക്ട്രം വില്‍പ്പനപോലുള്ള വഴികളിലൂടെയും സ്വരൂപിക്കുന്ന ഫണ്ടിനെ സൂചിപ്പിക്കുന്നു. 2012-13ലെ പുതുക്കിയ കണക്കനുസരിച്ച് ആയിനത്തിലുള്ള വരവ് 24,000 കോടി രൂപയാണ്. കഴിഞ്ഞവര്‍ഷത്തെ ബജറ്റില്‍ പ്രതീക്ഷിച്ചത് 30,000 കോടിയായിരുന്നു. 2011-12ല്‍ യഥാര്‍ഥത്തില്‍ ലഭിച്ചത് 18,088 കോടിയാണ്. ഇത്തവണ 55,814 കോടിയാണ് പ്രതീക്ഷിക്കുന്നത്. രാജ്യത്തിന്റെ സ്വത്തുക്കള്‍ വില്‍ക്കാനുണ്ട് എന്ന ബോധ്യത്തില്‍ തന്റെ കൈയില്‍ വറ്റാത്ത ധനസംഭരണിയുണ്ടെന്ന് ധനമന്ത്രി പറയുകയാണ്. ഇത് ഭാഗികമായി ശരിയാണെങ്കിലും ലാഭകരമായി പ്രവര്‍ത്തിക്കുന്ന പൊതുമേഖലാ സ്ഥാപനങ്ങളുടെ സ്വത്തുക്കള്‍ നിസ്സാരവിലയ്ക്ക് "നിക്ഷേപകര്‍" എന്നു പറയുന്നവരെ ആകര്‍ഷിക്കുന്നതിനായി വിറ്റുതുലയ്ക്കുന്നതിലേക്കാണ് നയിക്കുക. ഇന്ത്യയിലെയും വിദേശത്തെയും മൂലധനം അതിലേക്കായി കണ്ണുനട്ടിരിക്കും. എന്നാല്‍, അത് സാമ്പത്തികമായി രാജ്യത്തിന് ഗുണകരമല്ല. ഒപ്പം ദീര്‍ഘകാലാടിസ്ഥാനത്തില്‍ സര്‍ക്കാരിന്റെ ധനപ്രതിസന്ധിയെ വഷളാക്കുകയും ചെയ്യും. ഇത്തരം പ്രവണത ചിദംബരത്തെപ്പോലുള്ള ബിസിനസ് പ്രണയിയായ ധനമന്ത്രിയില്‍നിന്ന് പ്രതീക്ഷിക്കേണ്ടതുതന്നെയാണ്. എന്നാല്‍, പൊതുതെരഞ്ഞെടുപ്പിനുമുമ്പുള്ള അവസാനത്തെ പൂര്‍ണ ബജറ്റ് എന്ന നിലയില്‍ കോണ്‍ഗ്രസിലെ ചിലരെങ്കിലും പ്രതീക്ഷിച്ചിരുന്ന ചെലവു വര്‍ധനയിലേക്ക് നയിക്കാന്‍ ഇതൊന്നും കാരണമായില്ല എന്നതാണ് ആശ്ചര്യകരം.

കഴിഞ്ഞവര്‍ഷത്തെ ബജറ്റിലെ മൊത്തം ചെലവ് 11.7 ശതമാനമാണ് വര്‍ധിച്ചത്. പണപ്പെരുപ്പം തട്ടിക്കിഴിച്ച് യഥാര്‍ഥത്തില്‍ വളരെ കുറഞ്ഞ അളവാണത്. വളര്‍ച്ച അഞ്ചു ശതമാനത്തിലേക്ക് ഇടിഞ്ഞ സാഹചര്യത്തില്‍ ഇതുകൊണ്ട് പ്രത്യേക പ്രയോജനമില്ല. ചെലവുകള്‍ നിയന്ത്രിക്കുന്നതിനും കുറയ്ക്കുന്നതിനുമായി കണ്ടെത്തിയ മേഖലകളും രീതിയുമാണ് കൂടുതല്‍ അപകടകരം. ഉദാഹരണത്തിന്, യുപിഎ സര്‍ക്കാര്‍ അര്‍ധമനസ്സോടെയാണെങ്കിലും നടപ്പാക്കിയ ഏതാനും വന്‍ പദ്ധതികളിലൊന്നായ ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പു പദ്ധതിയെടുക്കാം. ഈ മേഖലയില്‍, തെരഞ്ഞെടുപ്പു ലക്ഷ്യമിട്ട് ഒരു വലിയ മുന്നേറ്റം പ്രതീക്ഷിച്ചതാണ്. (പദ്ധതിയിലടങ്ങിയ സാമൂഹിക ഉന്നമന ലക്ഷ്യങ്ങള്‍ നിറവേറ്റുക എന്ന ആഗ്രഹമല്ല ഇതിലേക്ക് നയിക്കുന്നത് എന്നര്‍ഥം). തൊഴിലുറപ്പു പദ്ധതിക്ക് ഈ ബജറ്റില്‍ 33,000 കോടിയാണ് നീക്കിവച്ചത്. 2012-13ലെ ബജറ്റിലും അതേ തുകയായിരുന്നു. അക്കൊല്ലം ചെലവിട്ടത് 29,387 കോടിരൂപയാണ്. പദ്ധതി കൂടുതല്‍ മേഖലയിലേക്ക് വ്യാപിപ്പിക്കുന്നതിനും വേതനം ഉചിതമായ തലത്തിലേക്ക് ഉയര്‍ത്തുന്നതിനും ഉള്ള ചെലവുകള്‍ മരവിപ്പിക്കപ്പെട്ടു എന്നര്‍ഥം. വിലക്കയറ്റത്തിന്റെ പശ്ചാത്തലത്തില്‍ ഇത് പദ്ധതിക്ക് തിരിച്ചടി ലഭിക്കുന്നതിന്റെ സൂചനയാണ്. ക്ഷേമപദ്ധതികള്‍ക്കുള്ള നീക്കിവയ്പില്‍ വേറെയും വെട്ടിച്ചുരുക്കലുകളുണ്ട്. 2012-13ലെ പുതുക്കിയ ചെലവ് അടങ്കലിനേക്കാള്‍ 10 ശതമാനം കണ്ട് കൂടുതല്‍ സബ്സിഡി ഈ ബജറ്റിലൂടെ ചുരുക്കപ്പെടും. ഭക്ഷ്യസുരക്ഷാബില്ലിന്റെ ചര്‍ച്ചാവേളയില്‍ നല്‍കിയ വാഗ്ദാനങ്ങള്‍ വിസ്മരിച്ചു. ഭക്ഷ്യസബ്സിഡി അടുത്തവര്‍ഷത്തേക്ക് 90,000 കോടി രൂപയാണ് വകയിരുത്തുന്നത്. ഇക്കൊല്ലം ചെലവാക്കിയത് 85,000 കോടിയാണ്. ഈ നേരിയ വര്‍ധന വിലക്കയറ്റത്തില്‍ തട്ടിക്കിഴിക്കപ്പെടും. താങ്ങുവില ഉറപ്പാക്കുന്നതിനും കൂടുതല്‍ തുക വേണ്ടിവരും. പൊതുവിതരണ സമ്പ്രദായത്തിലൂടെയുള്ള ഭക്ഷ്യസാധനങ്ങളുടെ വില ഉയരും.

സബ്സിഡി നിയന്ത്രിക്കുന്നതുമായി ഇത് താദാത്മ്യപ്പെടും. ഭക്ഷ്യ സുരക്ഷാസംവിധാനം ശക്തിപ്പെടുത്തുമെന്ന് കോണ്‍ഗ്രസ് അവകാശപ്പെടുന്ന സന്ദര്‍ഭത്തിലാണ് ഇത് സംഭവിക്കുന്നത്. ഇക്കൊല്ലത്തെ ബജറ്റില്‍ വളം സബ്സിഡി 65,971.5 കോടിരൂപയാണ്. കഴിഞ്ഞവര്‍ഷം ചെലവഴിച്ചതും ഏതാണ്ട് ഇത്രതന്നെ- 65,974.1 കോടി. ധാന്യവിളകൃഷി അന്നന്ന് പ്രയോജനകരമല്ലാതാകുന്നതിന്റെ വിഷമത അനുഭവിക്കുന്ന കര്‍ഷകര്‍ക്ക് ഫലത്തില്‍ ഒരു താങ്ങും ലഭിക്കുന്നില്ല. മൊത്തം സബ്സിഡിയിലെ വെട്ടിച്ചുരുക്കല്‍ ഉറപ്പാക്കുന്നത് പെട്രോളിയം സബ്സിഡി 96,880 കോടിയില്‍നിന്ന് 65,000 കോടിയിലേക്ക് കുറയ്ക്കുന്നതിലൂടെയാണ്. ഈയിടെയുണ്ടായ പെട്രോള്‍- ഡീസല്‍- പാചകവാതക വിലവര്‍ധന ഇനിയുമിനിയും തുടരുമെന്നര്‍ഥം. ഇത് റെയില്‍വേ നിരക്ക്, ചരക്കുകൂലി വര്‍ധന തുടങ്ങിയ മറ്റ് ചെലവു വര്‍ധനയിലേക്കും പണപ്പെരുപ്പം കൂടുതല്‍ രൂക്ഷമാകുന്നതിലേക്കുമാണ് നയിക്കുക.

ചുരുക്കത്തില്‍ ഇന്നത്തെ വളര്‍ച്ചാനിരക്കിലെ ഇടിവ് പരിഹരിക്കുന്നതിനുള്ള എന്തെങ്കിലും ധനപരമായ ഉത്തേജനം ഈ ബജറ്റില്‍ കാണാനില്ല. അത് പണപ്പെരുപ്പം, വിശേഷിച്ചും ഭക്ഷ്യപ്പണപ്പെരുപ്പം വര്‍ധിപ്പിക്കും. അതിലൂടെ പാവങ്ങളെ പ്രഹരിക്കും. ഇന്ത്യ അഭിമുഖീകരിക്കുന്ന വളര്‍ച്ചയിലെ ഇടിവും ധനപ്പെരുപ്പവും കൂടുതല്‍ രൂക്ഷമാകും. ആഘാതമനുഭവിക്കുന്നവര്‍ക്ക് പ്രതീക്ഷിക്കാന്‍ ഇതിനപ്പുറം ബജറ്റില്‍ വകയൊന്നുമില്ല. എന്നാല്‍, സംരംഭക അലവന്‍സ്, ധനനിക്ഷേപകര്‍ക്കുള്ള നിയന്ത്രണങ്ങളിലെ അയവ് (വിശേഷിച്ചും വിദേശനിക്ഷേപകര്‍ക്ക്) എന്നിവയിലൂടെ ധനമന്ത്രി ഇന്ത്യന്‍-വിദേശ മൂലധനത്തിന്റെ പിന്തുണ ആര്‍ജിക്കാന്‍ ശ്രമിച്ചിരിക്കുന്നു. അദ്ദേഹത്തിന് അത് ലഭിക്കാം. കോര്‍പറേറ്റ് മാധ്യമങ്ങള്‍ അവയുടെ പ്രതികരണത്തില്‍ മയംവരുത്തിയേക്കാം. എന്നാല്‍, ഈ ബജറ്റിന്റെ പ്രത്യാഘാതങ്ങള്‍ അനുഭവിക്കേണ്ടി വരുന്നവര്‍ അടുത്തവര്‍ഷം തെരഞ്ഞെടുപ്പിലേക്ക് പോകുമ്പോള്‍ ഒട്ടും സഹതാപം കാണിച്ചേക്കില്ല.

New Trends in China?

AS a new leadership prepares to take over the political and economic power in China, there are signs that the rebalancing or correction that the current, outgoing leadership had promised to ensure is indeed beginning to occur.

RELEVANT  INDICATORS

Recent evidence released by China’s National Bureau of Statistics (NBS) points to a turn in China’s economic performance. Two indicators are of particular relevance. The first is that after a long period of high or even excessively high growth, the Chinese economy seems to be slowing. The second is that inequality in China, which during recent years appears to have increased is showing some signs of being corrected, though the level of inequality still remains high.

Consider growth, for example. According to the National Bureau of Statistics (NBS), Chinese GDP growth, year-on-year, which had fallen from 8.1 per cent in the first quarter of 2012, to 7.6 per cent in the second and 7.4 per cent in the third quarter, had bounced back to 7.9 per cent in the last quarter of that year. But the good news may not be this sign of revival, but rather that the GDP growth rates in China seem to be in long-term decline. Growth had spiked in China when the government launched a stimulus package of 585 billion dollars in response to the 2008 crisis, which not only neutralised the adverse effects of the global recession, but also drove the year-on-year quarterly growth rate from 6.6 per cent in the first quarter of 2009 to 12.1 per cent in the first quarter of 2010. An important source of that acceleration in GDP growth was a spike in debt-financed construction activity at the provincial level, facilitated by an easy credit policy encouraged by the government.

 DECELERATION  IN GDP GROWTH

The deceleration in growth began when the government decided that the Chinese economy was “overheating” and that the rise in growth rates had gone too far. As a result of administrative action, including measures to rein in credit growth, in a two step process starting in the second quarter of 2010, year-on-year quarterly growth rates have fallen from 12.1 per cent in the first quarter of 2012 to below 10 per cent between the quarters ending September 2010 and September 2011, below nine per cent in the subsequent two quarters and below eight per cent in the last three quarters of 2012. China's annual rate of GDP growth of 7.8 per cent in 2012 was also among the lowest it had registered in 13 years.

As noted earlier, one reason why slowing growth seems positive in China's case is because high rates of growth were seen as being associated with overheating, reflected in a combination of bouts of consumer price inflation and a housing price bubble. Periodically, the government had to rein in demand through administrative measures that curbed bank lending and investment expenditures by public sector corporations. However, the problem being structural, and linked to the nature of investment decision making and financing in China, recurred once the central government’s surveillance was relaxed, necessitating another round of administrative intervention. The long term slowdown may be indicative of the beginnings of successful structural adjustment to address the problem.

A related indicator of the imbalanced nature of growth in China was the overwhelming role of investment in driving growth, with investment contributing more than 50 per cent of GDP in recent times. China had emerged as the classic instance of an economy with excess investment, which was not constrained by demand to the same degree as in a conventional capitalist economy. According to the Financial Times (October 18, 2012), "The ghost cities, empty apartment buildings and unused convention centres that dot the country are the physical manifestations of this excessive investment, and investors remain concerned that much of it will translate into bad debts for the banking sector."

REPRESSION OF CONSUMPTION

Besides this creation of unutilised resources, the high investment rate was also indicative of the fact that despite (and underlying) the high growth rate in China was a repression of consumption. That repression, in as much as it was mediated by wage restraint, was also seen as a factor contributing to China’s export competitiveness and export success. Even before the Great Recession the dangers associated with excessive export dependence had become clear. The Recession only drove home that point, and increased the urgency of redirecting growth to reduce export dependence and increase growth based on the expansion of the domestic market.

An indication that such a transformation is underway is partly provided by data showing that the importance of investment in driving GDP growth has been declining while the role of consumption has been increasing. Data from the NBS indicate that during 2011 and 2012 consumption expenditure contributed 56 per cent and 52 per cent of growth respectively, while investment contributed 49 and 50 per cent. The persisting global recession had resulted in a negative contribution of four and three per cent from net exports. These figures compare with an 88 per cent contribution of investment, 50 per cent of consumption and a negative 37 per cent from net exports in 2009. The Chinese government that has been making a strong case for “rebalancing” growth welcomes this shift to consumption as the principal stimulus to growth.

Evidence suggesting that the investment led trajectory was unsustainable was also coming from the financial sector with incomplete data pointing to a major role for credit from China's version of the "shadow banking" sector in financing a investment, housing and construction boom. Shadow finance varies from credit from loan sharks to small and medium businesses to investments in real estate and "prestige projects" of provincial governments with funds mobilized through financial trusts and wealth management products marketed by banks to rich investors. Since these investments promise high returns the projects involved are risky and unlikely to yield promised returns. The resulting instances of financial failure are forcing the government to rein in this activity as well, since estimates of the volume of investments made with “shadow finance” vary from 25 to 50 per cent of GDP. With regulation turning stricter, a slowdown of investment and growth is inevitable.

 REDUCTION IN INEQUALITIES

The reversal of the trajectory of high growth driven by excess investment has another positive side to it. Evidence on inequality computed and released for the first time in China, point to a reduction in income disparity. Inequality is measured by the Gini coefficient, which varies from 0, reflecting a situation of complete equality, and 1, or extreme inequality, with just one person in the population having all the income. The figures show that the Gini coefficient in China, which had risen from 0.479 in 2003 to 0.491 in 2008, had marginally declined to touch 0.474 in 2012. It appears that inequality rose when growth was high and fell when it slowed. This may be because measures to reduce inequality divert resources away from investment or because reduced inequality favours consumption over investment. In either case, the outcome implies significant welfare gains.

According to an article in the online edition of the People’s Daily, “China's first release of the Gini coefficient for the past decade demonstrated the government’s resolve to bridge the gap between the rich and poor.” Though, the Gini has been falling, it is at 0.474, well above the red line of 0.4 set by the United Nations. According to Ma Jiantang, director of the NBS: "The statistics highlighted the urgency for our country to speed up the income distribution reforms to narrow the wealth gap." If that happens, consumption may rise and growth slow down further. But China’s new leadership seems to think that is the way to go. Slower growth may be upsetting the Indian government, but it seems to be a sign of achievement in China.

മുതലാളിത്തം പ്രവര്‍ത്തിക്കുന്നതെങ്ങനെ

2007ലെ സാമ്പത്തിക പ്രതിസന്ധിയും തുടര്‍ന്നുണ്ടായ മാന്ദ്യവും ഒരു കാര്യം വ്യക്തമാക്കി; മുതലാളിമാര്‍ക്കും മുതലാളിത്തത്തിനും ഭരണകൂടത്തിന്റെ സഹായമില്ലാതെ നിലനില്‍ക്കാനാവില്ല. ഉദാരവല്‍കൃത സാമ്പത്തിക ക്രമത്തെ ഊഹക്കച്ചവടത്തിനും വമ്പന്‍ ബോണസുകളും ഭീമമായ ലാഭവും തട്ടിയെടുക്കുന്നതിനും ഉപയോഗിച്ച ബാങ്കര്‍മാരും ധന ഇടപാടുകാരുമാണ് ആ പ്രതിസന്ധിക്ക് ഇടയാക്കിയത്. എന്നിട്ടും പ്രതിസന്ധിയെ തുടര്‍ന്ന് "വ്യവസ്ഥയെ സംരക്ഷിക്കുന്ന" കാര്യം വന്നപ്പോള്‍ ഇതേ മുതലാളിമാര്‍ക്കാണ് പണം ചൊരിഞ്ഞുകൊടുത്തത്. മാന്ദ്യം 1930കളിലെ പോലെ മഹാമാന്ദ്യമാവുന്നത് തടയാന്‍ ഈ ധന ഇടപാടുകാര്‍ക്ക് എത്രമാത്രം പണം നല്‍കി എന്നത് പ്രതിസന്ധി ആരംഭിച്ച് നാല് വര്‍ഷത്തിന് ശേഷം പോലും അവ്യക്തമായി തുടരുകയാണ്. എന്നാല്‍ അതിന്റെ സൂചനകള്‍ അല്‍പ്പാല്‍പ്പമായി ചോര്‍ന്നുവരുന്നുണ്ട്. "കുഴപ്പത്തിലായ ആസ്തികള്‍ രക്ഷിച്ചെടുക്കുന്നതിനുള്ള പരിപാടി"(ട്രബിള്‍ഡ് അസെറ്റ്സ് റിലീഫ് പ്രോഗ്രാം-ടാര്‍പ്) അനുസരിച്ച് 70000 കോടി ഡോളര്‍ ചെലവഴിക്കാന്‍ സര്‍ക്കാരിനെ അധികാരപ്പെടുത്തേണ്ടതുണ്ടോ എന്ന് 2008ല്‍ അമേരിക്കന്‍ കോണ്‍ഗ്രസ് ചര്‍ച്ച ചെയ്യുമ്പോള്‍ പോലും അവരുടെ കേന്ദ്ര ബാങ്കായ ഫെഡറല്‍ റിസര്‍വ് ഏതാണ്ട് പലിശയില്ലാതെ തന്നെ ബാങ്കുകള്‍ക്ക് 7.7 ട്രില്യന്‍ ഡോളര്‍(ട്രില്യന്‍ -ഒരു ലക്ഷം കോടി) ഒരുപാധിയും വ്യവസ്ഥ ചെയ്യാതെ നല്‍കുകയായിരുന്നു എന്നതാണ് ഏറ്റവും പുതിയ വെളിപ്പെടുത്തല്‍ .

പ്രതിസന്ധി നേരിടാനായി ചെലവഴിക്കാന്‍ ഉദ്ദേശിക്കുന്നതായി അമേരിക്കന്‍ സര്‍ക്കാര്‍ കോണ്‍ഗ്രസില്‍ പറഞ്ഞ തുകയുടെ 11 മടങ്ങ് അധികമായിരുന്നു ആ തുക. ചുരുക്കത്തില്‍ , പൊളിഞ്ഞ ബാങ്കുകള്‍ക്ക് ഫെഡറല്‍ റിസര്‍വ് നല്‍കിയ രഹസ്യ വായ്പകളായിരുന്നു ഇവ. 2007നും 2009നുമിടയിലാണ് ഈ വായ്പകള്‍ നല്‍കിയത്. 2009ലെ അമേരിക്കയുടെ മൊത്തം ആഭ്യന്തര ഉല്‍പ്പാദനത്തിന്റെ 50 ശതമാനത്തിലധികം വരും ഈ തുക. 7.7 ലക്ഷം കോടി ഡോളറിന്റെ വിവരം പുറത്തുവന്നത് ധനകാര്യ മാധ്യമ സ്ഥാപനമായ ബ്ലൂംബര്‍ഗ് നടത്തിയ അന്വേഷണത്തിലാണ്. ഈ വായ്പകള്‍ ഔദ്യോഗിക രഹസ്യമായതിനാല്‍ ഫെഡറല്‍ റിസര്‍വും അതിന്റെ ചെയര്‍മാന്‍ ബെന്‍ ബെര്‍ണാങ്കെയും അമേരിക്കയുടെ വിവരാവകാശ നിയമപ്രകാരം അപേക്ഷിച്ച ബ്ലൂംബര്‍ഗിന് അത് നല്‍കാന്‍ ആദ്യം വിസമ്മതിച്ചു. തുടര്‍ന്ന് കേസ് കോടതിയില്‍ എത്തിയപ്പോഴാണ് 29000 പേജ് വരുന്ന ഫെഡറല്‍ റിസര്‍വ് രേഖകളും 21000ല്‍പരം ഇടപാടുകളുടെ വിവരങ്ങളും പുറത്തുവിടാന്‍ ഉത്തരവുണ്ടായത്. ആ രേഖകളുടെ അടിസ്ഥാനത്തിലാണ് ബ്ലൂംബര്‍ഗ് ഈ കണക്കുകള്‍ മനസ്സിലാക്കിയത്.

ഫെഡറല്‍ റിസര്‍വിന്റെ സഹായംകൊണ്ട് ഏറ്റവുമധികം നേട്ടമുണ്ടാക്കിയത് ഏറ്റവും വലിയവയും ശക്തവുമായ ബാങ്കുകളാണ്. മൊത്തം ബാങ്കുകളും ധനസ്ഥാപനങ്ങളും ഫെഡറല്‍ റിസര്‍വിന് കടപ്പെട്ടിരിക്കുന്ന ശരാശരി പ്രതിദിന കടത്തിന്റെ 63 ശതമാനവും വെറും ആറ് ബാങ്കുകളുടേതാണ്- ജെ പി മോര്‍ഗന്‍ , ബാങ്ക് ഓഫ് അമേരിക്ക, സിറ്റിഗ്രൂപ്പ്, വെല്‍സ് ഫാര്‍ഗോ, ഗോള്‍ഡ്മാന്‍ സാക്സ്, മോര്‍ഗന്‍ സ്റ്റാന്‍ലി എന്നീ ബാങ്കുകളുടെ. നിങ്ങള്‍ക്കാരെങ്കിലും വെറുതെ വലിയ തുക നല്‍കുന്നതായി സങ്കല്‍പ്പിച്ചുനോക്കൂ. നിങ്ങള്‍ക്കത് സര്‍ക്കാരിന്റെ ബോണ്ടുകള്‍ പോലെ ഏറ്റവും സുരക്ഷിതമായ ആസ്തികളില്‍ നിക്ഷേപിച്ച് ചെറിയ ആദായമുണ്ടാക്കാം. എന്നാല്‍ ചെറിയ ആദായം പോലും നിങ്ങള്‍ അടയ്ക്കുന്ന പൂജ്യത്തോളം നിസ്സാരമായ പലിശയെക്കാള്‍ വളരെ വലുതായിരിക്കും എന്നതിനാല്‍ നിങ്ങള്‍ക്ക് വലിയ ലാഭമായിരിക്കും. അത് തന്നെയാണ് വലിയ ബാങ്കര്‍മാര്‍ ചെയ്തത്. പാപ്പരായി തകര്‍ന്നിരുന്ന ബാങ്കുകള്‍ പെട്ടെന്ന് പുനരുജ്ജീവിപ്പിക്കപ്പെട്ട് ലാഭം രേഖപ്പെടുത്താന്‍ തുടങ്ങിയതില്‍ അത്ഭുതമില്ല. അപ്പോള്‍ അവര്‍ക്ക് ഒരിക്കല്‍കൂടി ഭീമമായ ലാഭവിഹിതങ്ങള്‍ തട്ടിയെടുക്കാമല്ലോ. ഫെഡറല്‍ റിസര്‍വിന്റെ ഈ ഔദാര്യത്തില്‍നിന്ന് നേട്ടമുണ്ടാക്കിയ ബാങ്കുകള്‍ 1300 കോടി ഡോളറിന്റെ കൊള്ളലാഭമുണ്ടാക്കിയതായാണ് ഇതുവരെ രഹസ്യ രേഖകളായിരുന്നവയുടെ വിശകലനം സൂചിപ്പിക്കുന്നത്. ഇതുപോലും ബാങ്കുകളെ സര്‍ക്കാര്‍ ജാമ്യത്തിലിറക്കിയതിന്റെ വ്യാപ്തിയുടെ ഒരു ഭാഗം മാത്രമേ ആവുന്നുള്ളൂ.

ഉദാഹരണത്തിന് ഏതാനും മാസം മുമ്പ് യുഎസ് കോണ്‍ഗ്രസുമായി ബന്ധപ്പെട്ട നിഷ്പക്ഷ ഗവണ്‍മെന്റ് അക്കൗണ്ടബിലിറ്റി ഓഫീസ് ഞെട്ടിക്കുന്ന ഏതാനും തെളിവുകള്‍ പുറത്തുവിട്ടിരുന്നു. 2007-08ലെ സാമ്പത്തിക പ്രതിസന്ധി നേരിടാന്‍ ഫെഡറല്‍ റിസര്‍വ് വകകൊള്ളിച്ച തുക അതിഭീമമായ 16 ലക്ഷം കോടി ഡോളറായിരുന്നു എന്നാണവ കാണിക്കുന്നത്. അതായത്, 2010ലെ അമേരിക്കന്‍ സമ്പദ്വ്യവസ്ഥയുടെ മൊത്തം ആഭ്യന്തര ഉല്‍പ്പാദനമായ 14.5 ലക്ഷം കോടി ഡോളറിനെക്കാള്‍ വളരെയധികം. "ഫ്രാങ്ക്-ഡോഡ് വാള്‍സ്ട്രീറ്റ് പരിഷ്കരണ നിയമത്തിന്" വരുത്തിയ ഭേദഗതിമൂലം ഈ കണക്കുകള്‍ ഇപ്പോള്‍ പൊതുജനങ്ങള്‍ക്ക് അറിയാന്‍ അവകാശപ്പെട്ടവയാണ്. യുഎസ് കോണ്‍ഗ്രസിന്റെ അന്വേഷണ വിഭാഗങ്ങളില്‍ ഒന്നായ ഗവണ്‍മെന്റ് അക്കൗണ്ടബിലിറ്റി ഓഫീസ് ഫെഡറല്‍ റിസര്‍വിന്റെ പ്രവര്‍ത്തനങ്ങള്‍ പൂര്‍ണ തോതില്‍ പരിശോധിക്കണം എന്നാണ് ഭേദഗതി നിഷ്കര്‍ഷിക്കുന്നത്. ആ പരിശോധനയുടെ അടിസ്ഥാനത്തിലുള്ള റിപ്പോര്‍ട്ട് ഈ വര്‍ഷം ജൂലൈ 21ന് പുറത്തുവന്നു.

2007 ഡിസംബറിനും 2010 ജൂണിനും ഇടയിലുള്ള ഹ്രസ്വകാലത്തിനിടയ്ക്ക് നേരത്തെ കണക്കാക്കിയതിലും വളരെ വലിയ തുക ധനസംവിധാനത്തിലെ ഏറ്റവും വലിയ സ്ഥാപനങ്ങള്‍ക്ക് നല്‍കിയെന്നാണ് അതില്‍നിന്ന് തെളിയുന്നത്. ആ പണവും പൂജ്യത്തോടടുത്ത പലിശനിരക്കിലാണ് നല്‍കിയിരിക്കുന്നത്. അതില്‍ ചിലത് ഇനിയും തിരിച്ചുകിട്ടിയിട്ടില്ല. ഒരു വായ്പ എന്നതിനെക്കാള്‍ സഹായം എന്ന തോന്നലാണിതുണ്ടാക്കുന്നത്. ഈ വായ്പയിലധികവും നല്‍കിയിരിക്കുന്നത് ചെലവാകാത്തതിനാല്‍ ഒരു വിലയുമില്ലാത്ത ആസ്തികളുടെ ഈടിലാണ്. ഈ ഉത്തരവാദിത്തം എന്തുകൊണ്ട് ഫെഡറല്‍ റിസര്‍വ് ഏറ്റെടുക്കേണ്ടിവന്നു എന്നത് ഇതില്‍നിന്ന് ഏറെക്കുറെ വ്യക്തമാവുന്നുണ്ട്. അടിയന്തര വായ്പകള്‍ നല്‍കാന്‍ ഫെഡറല്‍ റിസര്‍വിനുള്ള അധികാരം വഴി നടപ്പാക്കുന്നതിനാല്‍ കോണ്‍ഗ്രസ് പരിശോധനയെ മറികടക്കാന്‍ ഈ സംവിധാനത്തിന് കഴിയുന്നു. വളരെ ചെറിയ പരിപാടിയായ ടാര്‍പിനോട് പോലും-കുഴപ്പത്തിലായ ആസ്തികള്‍ രക്ഷിച്ചെടുക്കുന്നതിനുള്ള പരിപാടി- കോണ്‍ഗ്രസിലെ ചില വിഭാഗങ്ങള്‍ക്ക് എതിര്‍പ്പുള്ളതിനാല്‍ ഇത് പ്രധാനമാണ്. അപ്പോള്‍ , രക്ഷാപ്രവര്‍ത്തനങ്ങള്‍ക്ക് രൂപം നല്‍കിയ വാള്‍സ്ട്രീറ്റ്-ട്രഷറി(അമേരിക്കന്‍ ധനവകുപ്പ്) കൂട്ടുകെട്ട് മറ്റ് സര്‍ക്കാര്‍ ഏജന്‍സികള്‍ക്ക് പകരം ബോധപൂര്‍വമായാണ് തീയണയ്ക്കാനുള്ള ദൗത്യത്തിന് പ്രധാനമായും ഫെഡറല്‍ റിസര്‍വിനെ തെരഞ്ഞെടുത്തത് എന്നുവരുന്നു. തത്വത്തില്‍ തങ്ങളുടെ നിയന്ത്രണത്തിലുള്ള ബാങ്കിങ് സംവിധാനത്തിന് പണലഭ്യത ഉറപ്പാക്കാനുള്ള ഉത്തരവാദിത്തമാണ് ഫെഡറല്‍ റിസര്‍വിനുള്ളത്. എന്നാല്‍ ഫെഡറല്‍ റിസര്‍വിന്റെ അടിയന്തര ധനസഹായത്തില്‍ വലിയ പങ്കും ലഭിച്ചത് അതിന്റെ നിയന്ത്രണത്തിന് പുറത്തുള്ള സംവിധാനത്തിലെ സ്ഥാപനങ്ങള്‍ക്കാണ്. ബെയര്‍ സ്റ്റേണ്‍സ്, മോര്‍ഗന്‍ സ്റ്റാന്‍ലി എന്നിവ പോലുള്ള നിക്ഷേപ ബാങ്കുകളും പൊളിഞ്ഞ ലേമാന്‍ ബ്രദേഴ്സ് പോലും ഫെഡറല്‍ റിസര്‍വില്‍നിന്ന് വായ്പയെടുത്തു.

സര്‍ക്കാരിന്റെ സഹായമില്ലാതെ പ്രതിസന്ധിയില്‍നിന്ന് തുഴഞ്ഞുനീങ്ങി എന്നവകാശപ്പെടുന്ന ഗോള്‍ഡ്മാന്‍ സാക്സ് പോലും ഫെഡറല്‍ റിസര്‍വില്‍നിന്ന് 81400 കോടി ഡോളര്‍ വാങ്ങിയെന്നാണ് റിപ്പോര്‍ട്ട്. 16 ലക്ഷം കോടി ഡോളറിന്റെ "നിധിയില്‍ നിന്ന"് വിവിധ സ്ഥാപനങ്ങള്‍ വിവിധ തുകകള്‍ കൈപ്പറ്റി-2.5 ലക്ഷം കോടി സിറ്റിഗ്രൂപ്പിന് ലഭിച്ചു. മോര്‍ഗന്‍ സ്റ്റാന്‍ലിക്ക് 2.04 ലക്ഷം കോടി ഡോളര്‍ ലഭിച്ചപ്പോള്‍ റോയല്‍ ബാങ്ക് ഓഫ് സ്കോട്ലന്‍ഡും ഡോച്ച് ബാങ്കും(ജര്‍മന്‍) ഒരു ലക്ഷം കോടി പങ്കിട്ടു. ഫെഡറല്‍ റിസര്‍വ് തകര്‍ച്ചയുടെ വക്കിലുള്ള അമേരിക്കന്‍ ധനസ്ഥാപനങ്ങളെ മാത്രമല്ല, അമേരിക്കയിലെ പാഴ് ആസ്തികള്‍ വാങ്ങി കുഴപ്പത്തിലായ വിദേശ സ്ഥാപനങ്ങളെയും സഹായിക്കുന്നു എന്നതാണ് ചിലരെ രോഷം കൊള്ളിക്കുന്നത്. ഫെഡറല്‍ റിസര്‍വിന്റെ ജാമ്യത്തിലിറക്കലിന്റെ ഗുണഭോക്താക്കള്‍ അമേരിക്കയിലെ വലിയ ധനസ്ഥാപനങ്ങളും കോര്‍പറേഷനുകളും മാത്രമല്ല; അമേരിക്കയ്ക്ക് പുറത്തുള്ള ബാങ്കുകളും കോര്‍പറേഷനുകളും കൂടിയാണ്. ബാര്‍ക്ലേയ്സ്, റോയല്‍ ബാങ്ക് ഓഫ് സ്കോട്ലന്‍ഡ്(രണ്ടും ബ്രിട്ടന്‍), യുബിഎസ്(സ്വിറ്റ്സര്‍ലന്‍ഡ്), ഡോച്ച് ബാങ്ക്(ജര്‍മനി), ഡെക്സിയ(ബെല്‍ജിയം) എന്നിവയടക്കം നിരവധി യൂറോപ്യന്‍ ബാങ്കുകള്‍ ഫെഡറല്‍ റിസര്‍വിന്റെ സഹായത്തോടെയാണ് തകര്‍ച്ചയില്‍നിന്ന് ജാമ്യത്തിലിറക്കപ്പെട്ടത്. അമേരിക്കന്‍ ധന സംവിധാനത്തെ രക്ഷിക്കാന്‍ അതുമായി കെട്ടുപിണഞ്ഞ വിദേശ സ്ഥാപനങ്ങളെയും രക്ഷിക്കണം എന്നതാണ് സ്ഥിതി. എന്നാല്‍ ഇത് മാത്രമല്ല രോഷത്തിനിടയാക്കിയത്.

സെനറ്റര്‍ ബെര്‍ണീ സാന്‍ഡേഴ്സ് ചൂണ്ടിക്കാട്ടിയതുപോലെ ഇവിടെ വലിയ താല്‍പ്പര്യ സംഘര്‍ഷത്തിന്റെ പ്രശ്നമുണ്ട്. "ഉദാഹരണത്തിന് ജെ പി മോര്‍ഗന്‍ ചേസിന്റെ തലവന്‍ ആ ബാങ്ക് ഫെഡറല്‍ റിസര്‍വില്‍ നിന്ന് 39000 കോടി ഡോളറില്‍ പരം ധനസഹായം കൈപ്പറ്റിയ വേളയില്‍ തന്നെ ന്യൂയോര്‍ക്കില്‍ ഫെഡറല്‍ റിസര്‍വിന്റെ ഡയറക്ടര്‍ ബോര്‍ഡില്‍ പ്രവര്‍ത്തിച്ചു. മാത്രമല്ല ഫെഡറല്‍ റിസര്‍വിന്റെ അടിയന്തര വായ്പാ പരിപാടിയുടെ ക്ലിയറിങ്ങ് ബാങ്കുകളില്‍ ഒന്നായും ജെ പി മോര്‍ഗന്‍ ചേസ് പ്രവര്‍ത്തിച്ചു." ഒടുവിലായി ഫെഡറല്‍ റിസര്‍വ് അതിന്റെ അടിയന്തര വായ്പാ പരിപാടികള്‍ ജെ പി മോര്‍ഗന്‍ ചേസ്, മോര്‍ഗന്‍ സ്റ്റാന്‍ലി, വെല്‍സ് ഫാര്‍ഗോ തുടങ്ങിയ സ്വകാര്യ കരാറുകാര്‍ക്ക് പുറംജോലി കരാര്‍ നല്‍കിയതും ഗവണ്‍മെന്റ് അക്കൗണ്ടബിലിറ്റി ഓഫീസ് ഓഡിറ്റില്‍ കണ്ടെത്തി. ഇവയില്‍ പലതും ഈ വായ്പകളുടെ ഗുണഭോക്താകളുമായിരുന്നു. "ജാമ്യത്തിലിറക്കലിന്റെ" ഭീമ രൂപവും അത് നടപ്പാക്കിയ രീതിയും തീര്‍ച്ചയായും അതിനെ പൊതിഞ്ഞുള്ള നിഗൂഢതയേയും പൊതുപരിശോധന ഒഴിവാക്കാന്‍ ഫെഡറല്‍ റിസര്‍വിനെ ഉപയോഗിക്കാനുള്ള തീരുമാനത്തെയും വിശദീകരിക്കുന്നുണ്ട്. ഫെഡറല്‍ റിസര്‍വിനെ ഈ രീതിയില്‍ ഉപയോഗിക്കാമെന്നത് സെന്‍ട്രല്‍ ബാങ്കുകള്‍ പൊതുവില്‍ സ്വതന്ത്രവും പിഴവില്ലാതെ നാണ്യ-ധന മാനേജ്മെന്റ് നിര്‍വഹിക്കുന്നവയും ആയിരിക്കുമെന്ന സിദ്ധാന്തത്തെ അസംബന്ധമാക്കുന്നുണ്ട്.

പരിശോധനയെ മറികടക്കാന്‍ ഫെഡറല്‍ റിസര്‍വിനെ ഉപയോഗിച്ചതും ഉത്തരവാദിത്തമില്ലാത്ത ധനസ്ഥാപനങ്ങളെ സഹായിക്കാന്‍ ഭീമമായ തുക ചെലവഴിച്ചതും മാത്രമല്ല വിമര്‍ശനത്തിനിടയാക്കിയത്. യഥാര്‍ഥ സമ്പദ്ഘടനയെ ആരോഗ്യത്തിലേക്ക് തിരിച്ചുകൊണ്ടുവരാനും സാമ്പത്തിക പ്രതിസന്ധി കാരണമുണ്ടായ മാന്ദ്യത്തിന്റെ ഫലമായി തൊഴിലില്ലായ്മയുടെ പ്രത്യാഘാതങ്ങളനുഭവിക്കേണ്ടിവന്നവരെ സഹായിക്കാനും കാര്യമായൊന്നും ചെയ്തില്ല എന്നതും വിമര്‍ശനം ക്ഷണിച്ചുവരുത്തി. അതേസമയം വാള്‍സ്ട്രീറ്റ് സ്ഥാപനങ്ങളും ചില ബാങ്കുകളും വീണ്ടും നല്ല ലാഭത്തിന്റെയും ഭീമമായ ലാഭവിഹിതങ്ങളുടെയും കാലത്തേക്ക് തിരിച്ചെത്തി. അതിനാല്‍ വാള്‍സ്ട്രീറ്റിന്റെ(അമേരിക്കന്‍ ധനസ്ഥാപനങ്ങള്‍) മോശം പെരുമാറ്റത്തിന് മെയിന്‍സ്ട്രീറ്റ്(പൊതുജനങ്ങള്‍) പിഴയൊടുക്കേണ്ടിവന്നെന്നും സര്‍ക്കാര്‍ ആദ്യത്തെ കൂട്ടരെ രക്ഷിച്ചപ്പോള്‍ ജനങ്ങള്‍ ഇപ്പോഴും പ്രതിസന്ധിയിലാണെന്നുമുള്ള വീക്ഷണം ശരിവയ്ക്കുന്നതായി ഗവണ്‍മെന്റ് അക്കൗണ്ടബിലിറ്റി ഓഫീസിന്റെ റിപ്പോര്‍ട്ട്. "വാള്‍സ്ട്രീറ്റ് സിഇഒമാരുടെ മാത്രമല്ല, തൊഴിലാളി കുടുംബങ്ങളുടെയും ആവശ്യങ്ങള്‍ നിറവേറ്റാന്‍ ഫെഡറല്‍ റിസര്‍വിനെ പരിഷ്കരിക്കണം" എന്ന് സാന്‍ഡേഴ്സ് പറയുന്നു. ചരിത്രത്തില്‍ സുപരിചിതമായ കാര്യമാണ് ഇതെല്ലാം വ്യക്തമാക്കുന്നത്.

മുതലാളിത്തത്തില്‍ പ്രതിസന്ധിയുടെ കാലങ്ങളില്‍(സാധാരണ കാലങ്ങളിലും) വ്യവസ്ഥയെ ഉയര്‍ത്തിനിര്‍ത്താന്‍ സര്‍ക്കാര്‍ പല തരത്തില്‍ ഇടപെടും. എന്നാല്‍ അതിന് വിഭവങ്ങളുടെ മേല്‍ -പൊതുവില്‍ പണം- നിയന്ത്രണം വേണം. മുതലാളിത്ത ലാഭത്തെ പെരുപ്പിക്കാനോ സഹായിക്കാനോ വന്‍തോതില്‍ പണം വഴിതിരിച്ചുവിട്ടാണ് ഈ വ്യവസ്ഥയെ പ്രവര്‍ത്തിപ്പിക്കുന്നത്. ഈ പണം നല്‍കുന്നവരാവട്ടെ തൊഴിലാളിവര്‍ഗവും ദരിദ്രരും മധ്യവര്‍ഗ വിഭാഗങ്ങളും മറ്റുമാണ്. അവരില്‍ നിന്ന് വിഭവങ്ങള്‍ പിടിച്ചെടുക്കുന്നതിന് നിരവധി മാര്‍ഗങ്ങളുണ്ട്. പണപ്പെരുപ്പം, ചരക്കുകളിന്മേലുള്ള നികുതികള്‍ , വരുമാന നികുതി, റിട്ടയര്‍മെന്റ് ആനുകൂല്യങ്ങളുടെ മൂല്യം ചോര്‍ത്തല്‍ തുടങ്ങിയ വിവിധ മാര്‍ഗങ്ങളിലൂടെയാണ് സമ്പന്നര്‍ക്ക് സബ്സിഡികള്‍ നല്‍കാനുള്ള വിഭവങ്ങള്‍ സാധാരണക്കാരില്‍ നിന്ന് കവര്‍ന്നെടുക്കുന്നത്. അങ്ങനെ കാണുമ്പോള്‍ പ്രതിസന്ധിക്ക് ശേഷം മുതലാളിത്തത്തെ രക്ഷിക്കാന്‍ നടപ്പാക്കേണ്ടിവന്ന ജാമ്യത്തിലിറക്കല്‍ സമീപകാല മുതലാളിത്ത ചരിത്രത്തില്‍ പാവപ്പെട്ടവരില്‍നിന്നും മധ്യവര്‍ഗക്കാരില്‍നിന്നും സമ്പന്നരിലേക്ക് വരുമാനം ഏറ്റവും നാടകീയമായി പുനര്‍വിതരണം ചെയ്യുന്ന ഒന്നായിരിക്കും. അങ്ങനെയാണ് മുതലാളിത്തത്തിന്റെ പ്രവര്‍ത്തനം. കമ്പോളമല്ല, ഭരണകൂടമാണ് വന്‍ മൂലധനത്തിന് വലിയ ലാഭങ്ങള്‍ സമ്മാനിക്കുന്നത്.

സ്വിസ് ബാങ്കുകളിലെ ഇന്ത്യന്‍ കള്ളപ്പണത്തിന്റെ കഥ

കള്ളപ്പണത്തിന്റെ അളവ് വര്‍ധിച്ചുകൊണ്ടിരിയ്ക്കുന്നു; സ്വിറ്റ്സര്‍ലണ്ടിലെ രഹസ്യ ബാങ്കുകളിലുള്ള അക്കൗണ്ടുകളിലേക്ക് അത് ഒഴുകിക്കൊണ്ടിരിക്കുകയാണ്. രാജ്യത്തുനിന്ന് സമ്പത്ത് ഒലിച്ചുപോവുകയാണ്. ഇന്ത്യയിലെ സമ്പന്നരും അധികാരസ്ഥാനത്തിരിക്കുന്നവരും സ്വിറ്റ്സര്‍ലണ്ടിലെ നമ്പര്‍ അക്കൗണ്ടുകളില്‍ കൊണ്ടുചെന്ന് തള്ളിയിട്ടുള്ള അളവറ്റ സമ്പത്തിന്റെ പ്രശ്നം ഇടയ്ക്കിടെ പൊങ്ങിവരുന്നതും വിവാദം ഉയര്‍ത്തിവിടുന്നതും പിന്നെ വിസ്മരിക്കപ്പെടുന്നതും ഒട്ടും ആശ്ചര്യകരമല്ല. ഇടയ്ക്കിടെ ഈ പ്രശ്നം ഉയര്‍ന്നുവരുന്നത് പല കാരണങ്ങളാലും മനസ്സിലാക്കാവുന്നതേയുള്ളൂ. നികുതി വെട്ടിച്ചും വിദേശ നാണ്യ വിനിമയ നിയമങ്ങള്‍ ലംഘിച്ചും രാജ്യത്ത് നിലവിലുള്ള മറ്റ് നിയമങ്ങള്‍ ലംഘിച്ചും ആണ്, മിക്കപ്പോഴും സ്വിസ്സ് ബാങ്കുകളിലേക്ക് ഇങ്ങനെ പണം ഒഴുക്കുന്നത്. അതുകൊണ്ടുതന്നെ അത് നിയമവിരുദ്ധവും ധാര്‍മികമായി ജുഗുപ്സാവഹവുമാണ്.

ഇതില്‍ ഉള്‍പ്പെട്ട സംഖ്യ അത്ര ചെറുതൊന്നുമല്ല. വികസന പ്രവര്‍ത്തനങ്ങള്‍ക്ക് അത്യാവശ്യമായി ഉപയോഗിയ്ക്കാന്‍ ഉതകുന്ന ഈ സമ്പത്ത്, ധനികരുടെ കയ്യിലുള്ള മിച്ചധനമാണ്. എന്നാല്‍ അതിപ്പോള്‍ വിദേശത്ത് ഉപയോഗശൂന്യമായിക്കിടക്കുകയാണ്. അതവിടെ നിയമവിരുദ്ധമായി കുന്നുകൂടിക്കൊണ്ടിരിക്കുന്നു. രാജ്യത്തേക്കാള്‍ പ്രധാനം തങ്ങളുടെ സ്വന്തം കാര്യമാണെന്ന് കരുതുന്ന സമ്പന്നവര്‍ഗത്തിന്റെ പ്രതീകമാണ് ഈ കള്ളപ്പണത്തിന്റെ അസ്തിത്വം. രാജ്യരക്ഷാ സാമഗ്രികളുടെ കരാറുകള്‍ക്കുവേണ്ടി നല്‍കപ്പെടുന്ന നിയമവിരുദ്ധമായ കൈക്കൂലികളുടെ കാര്യത്തിലും ഇത് ശരിയാണ്. വിദേശങ്ങളില്‍ ഇങ്ങനെ സമ്പത്ത് കുന്നുകൂട്ടിവെയ്ക്കുന്നതിന് സഹായകമായ നിയമലംഘനങ്ങളെക്കുറിച്ച് സമഗ്രമായ അന്വേഷണം നടത്തുകയും കുറ്റവാളികളെ പ്രോസിക്യൂട്ട് ചെയ്യുകയും കള്ളപ്പണം തിരികെ കൊണ്ടുവരികയും വളര്‍ച്ചയ്ക്കും സാമൂഹ്യക്ഷേമ പ്രവര്‍ത്തനങ്ങള്‍ക്കും അത് പ്രയോജനപ്പെടുത്തുകയും വേണം എന്ന ശരിയായ ആവശ്യത്തിലേക്കാണ്, ധാര്‍മികവും ദേശസ്നേഹപരവുമായ നമ്മുടെ ധാര്‍മികരോഷം നമ്മെ നയിക്കുന്നത്. ധാര്‍മിക വികാരം മാറ്റിവെച്ചാല്‍ത്തന്നെ, നിയമവാഴ്ച എല്ലാവര്‍ക്കും ബാധകമായിരിക്കണം എന്ന് സമത്വബോധം ആവശ്യപ്പെടുന്നു. \

ഇന്ത്യയില്‍ ഇന്നത്തെ വിവാദം ഉയര്‍ന്നുവരുന്നതിന് മൂന്ന് ഘടകങ്ങളാണ് സംയുക്തമായി കാരണമായിത്തീര്‍ന്നത്. ഒന്നാമത്, വിദേശബാങ്കുകളില്‍ 30 കോടി ഡോളര്‍ സൂക്ഷിച്ചിട്ടുള്ള 250 അമേരിക്കക്കാരുടെ പേരുകള്‍ വെളിപ്പെടുത്താന്‍ സ്വിറ്റ്സര്‍ലണ്ടിലെ വന്‍കിട ബാങ്കായ യുബിഎസ് നിര്‍ബന്ധിതമായിത്തീര്‍ന്നു. അമേരിക്കന്‍ പൗരന്മാര്‍ നടത്തിയിട്ടുള്ള നികുതി വെട്ടിപ്പിനെക്കുറിച്ച് അന്വേഷിച്ചുകൊണ്ടിരുന്ന ആഭ്യന്തര റവന്യൂ സര്‍വീസ് അന്വേഷകരാണ് നികുതി വെട്ടിപ്പ് നടത്തിയതായി സംശയിക്കപ്പെടുന്ന ഇവരുടെ പേരുകള്‍ വെളിപ്പെടുത്താന്‍ 2009 ആദ്യത്തില്‍ യുബിഎസ്സിനെ നിര്‍ബന്ധിതമാക്കിയത്. ഈ പ്രശ്നം ഒതുക്കിത്തീര്‍ക്കുന്നതിനായി അമേരിക്കന്‍ ഗവണ്‍മെന്റിന് 78 കോടി ഡോളര്‍ നല്‍കാമെന്നും ഈ ബാങ്ക് സമ്മതിച്ചു. ഈ തുകകള്‍ ചെറിയതാണ് എന്ന കാര്യത്തില്‍ സംശയമില്ല. എന്നാല്‍ സ്വന്തം രാജ്യത്തെ സ്വകാര്യത സംബന്ധിച്ച നിയമങ്ങളുടെ പിന്‍ബലത്തില്‍ സമ്പത്താര്‍ജിക്കുന്ന ഒരു ബാങ്കിങ് വ്യവസ്ഥയുടെ ഭാഗത്തുനിന്നുണ്ടായ തീരുമാനം, വളരെ വലിയ ഒരു സൗജന്യം തന്നെയാണ്. വളരെയേറെ പ്രയോജന സാധ്യതകളുള്ള ഒരു സൗജന്യം. അമേരിക്കയുടെ കാര്യത്തില്‍പോലും മേല്‍പ്പറഞ്ഞ 250 പേരുടെ പട്ടിക, വളരെ ചെറുതാണ് - സ്വിസ്സ് ബാങ്കില്‍ നിയമവിരുദ്ധമായ അക്കൗണ്ടുള്ളതായി ആരോപിയ്ക്കപ്പെടുന്ന 19,000 അമേരിക്കക്കാരുമായി താരതമ്യപ്പെടുത്തുമ്പോള്‍ വളരെ ചെറിയ ഒരു ശതമാനം മാത്രം.

2002നും 2007നും ഇടയില്‍ അമേരിക്കയില്‍നിന്ന് കടത്തിക്കൊണ്ടുപോയിയെന്ന് ആഭ്യന്തര റവന്യൂ സര്‍വീസ് സംശയിക്കുന്ന 2000 കോടി ഡോളറുമായി താരതമ്യപ്പെടുത്തുമ്പോള്‍ മേല്‍പ്പറഞ്ഞ 250 പേര്‍ സൂക്ഷിച്ചിട്ടുള്ള തുകയും വളരെ ചെറിയതാണ്. കൂടുതല്‍ വിവരങ്ങള്‍ വെളിപ്പെടുത്തുന്നതിനുവേണ്ടി സ്വിസ് ബാങ്കിങ്ങ് വ്യവസായത്തിനുമേല്‍ കൂടുതല്‍ സമ്മര്‍ദ്ദം ചെലുത്തേണ്ടതുണ്ട്. മാത്രമല്ല, ഇത്തരത്തിലുള്ള ഒരു രാജ്യം മാത്രമാണ് അമേരിക്ക. സാമ്പത്തികരംഗത്തെ ഒരു വലിയ ഇടപാടുകാരനാണ് അമേരിക്ക എന്നതിനാല്‍ അമേരിക്കന്‍ താല്‍പര്യങ്ങള്‍ക്കുവേണ്ടി സ്വിറ്റ്സര്‍ലണ്ടിലെ സ്വകാര്യതാ നിയമങ്ങളില്‍ അയവ് വരുത്തുകയാണെങ്കില്‍ , ഇന്ത്യയെപ്പോലെയുള്ള വികസ്വര രാഷ്ട്രങ്ങളടക്കമുള്ള മറ്റ് രാജ്യങ്ങളിലെ അക്കൗണ്ടുടമകളെ സംബന്ധിച്ച വിശദവിവരങ്ങളും പേരുകളും വെളിപ്പെടുത്താനുള്ള സമ്മര്‍ദ്ദങ്ങളെ ചെറുക്കാന്‍ ആ ബാങ്കിങ് വ്യവസ്ഥയ്ക്ക് വിഷമം തന്നെയായിരിക്കും. ഇന്ത്യയിലെ കുറഞ്ഞ അളവിലുള്ള പ്രതിശീര്‍ഷ വരുമാനം ഉയര്‍ത്തുവാനും ദാരിദ്ര്യം കുറയ്ക്കുവാനും ഈ രാജ്യത്തിന് ആ പണം ആവശ്യമാണ്. മറുവശത്താണെങ്കില്‍ അത്തരം വിവരങ്ങള്‍ തേടാനും നേടാനും അതനുസരിച്ച് പ്രവര്‍ത്തിക്കാനും മുന്‍കയ്യെടുക്കണമെന്ന ആവശ്യം ഉന്നയിച്ചുകൊണ്ടുള്ള സമ്മര്‍ദ്ദം ഈ ഗവണ്‍മമെന്റുകള്‍ക്കുമേല്‍ വര്‍ദ്ധിക്കുകയും ചെയ്യും. അതായത് സ്വിസ്സ് ബാങ്കില്‍ നിക്ഷേപിയ്ക്കപ്പെട്ട തുകയെപ്പറ്റി അന്വേഷിക്കുന്നതിനും കണ്ടെത്തുന്നതിനുമുള്ള സാധ്യതയുണ്ടെന്നുവന്നാല്‍ അത്, ഇന്ത്യയുടെ പ്രശ്നത്തെയും വീണ്ടും സജീവമാക്കുക തന്നെ ചെയ്യും.

വികസ്വര രാജ്യങ്ങളില്‍നിന്ന് പൊതുവിലും ഇന്ത്യയില്‍നിന്ന് പ്രത്യേകിച്ചും വിദേശരാജ്യങ്ങളിലെ അക്കൗണ്ടുകളിലേക്ക് ഇങ്ങനെ നിയമവിരുദ്ധമായി എത്ര മാത്രം പണം ഒഴുകുന്നുണ്ട് എന്നതു സംബന്ധിച്ച കണക്കുകള്‍ വെളിയ്ക്കുവന്നത്, ചര്‍ച്ച വീണ്ടും സജീവമാകുന്നതിനു കാരണമായിത്തീര്‍ന്ന രണ്ടാമത്തെ ഘടകമാണ്. അന്തര്‍ദേശീയ നയരൂപീകരണത്തിന് സഹായകമായ പര്യാലോചനാ കേന്ദ്രമായ ഗ്ലോബല്‍ ഫിനാന്‍ഷ്യല്‍ ഇന്‍റഗ്രിറ്റി നല്‍കുന്ന ഈ കണക്കുകള്‍ അംഗീകൃത രീതിശാസ്ത്രത്തെ അടിസ്ഥാനപ്പെടുത്തിയിട്ടുള്ളതാണ്. അതനുസരിച്ച്, 2006ല്‍ വികസ്വരരാഷ്ട്രങ്ങളില്‍നിന്ന് പുറത്തേയ്ക്ക് നിയമവിരുദ്ധമായി ഒഴുകിപ്പോയ പണം, 85,860 കോടി ഡോളറിനും 1.06 ലക്ഷം കോടി ഡോളറിനും ഇടയിലാണ്. വികസ്വരരാഷ്ട്രങ്ങളുടെ കൂട്ടത്തില്‍ ഇന്ത്യയ്ക്ക് അഞ്ചാം സ്ഥാനമാണുള്ളത്. 2002നും 2006നും ഇടയില്‍ ഇന്ത്യയില്‍നിന്ന് പ്രതിവര്‍ഷം 2000 കോടി ഡോളറിനും 2700 കോടി ഡോളറിനും ഇടയിലുള്ള തുക നിയമവിരുദ്ധമായി വിദേശബാങ്കുകളിലേക്ക് ഒഴുകിപ്പോയി എന്നാണ് കണക്ക്. ചൈനയില്‍നിന്ന് 23,300 കോടി ഡോളറിനും 28,900 കോടി ഡോളറിന്നും ഇടയിലുള്ള തുകയും സൗദി അറേബ്യയില്‍നിന്ന് 5400 കോടി ഡോളറിനും 5500 കോടി ഡോളറിനും ഇടയിലുള്ള തുകയും മെക്സിക്കോയില്‍നിന്ന് 4100 കോടി ഡോളറിനും 4600 കോടി ഡോളറിനും ഇടയിലുള്ള തുകയും റഷ്യയില്‍നിന്ന് 3200 കോടി ഡോളറിനും 3800 കോടി ഡോളറിനും ഇടയിലുള്ള തുകയും ഈ കാലയളവില്‍ പ്രതിവര്‍ഷം പുറത്തേക്ക് ഒഴുകിക്കൊണ്ടിരുന്നു. ഇപ്പോഴത്തെ വിനിമയ നിരക്ക് വെച്ചു കണക്കാക്കുമ്പോള്‍ , ഇന്ത്യയില്‍നിന്ന് ഏറ്റവും ചുരുങ്ങിയത് 1,10,000 കോടി രൂപയിലധികം പ്രതിവര്‍ഷം പുറത്തേക്ക് നിയമവിരുദ്ധമായി കടത്തിക്കൊണ്ടുപോകുന്നു. ഈ സംഖ്യയില്‍ നാലിലൊന്ന് നികുതിയായി ലഭിക്കുകയാണെങ്കില്‍ , ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പു പദ്ധതിയ്ക്ക് വേണ്ടത്ര ഫണ്ട് ഓരോ വര്‍ഷവും നല്‍കുന്നതിന്, അത് വളരെയേറെ പ്രയോജനപ്പെടുന്നതാണ്. മേല്‍പ്പറഞ്ഞ മുഴുവന്‍ തുകയും ഇന്ത്യയില്‍ത്തന്നെ ചെലവഴിയ്ക്കപ്പെടുകയാണെങ്കില്‍ ജിഡിപി മൂന്നരശതമാനത്തോളം വര്‍ദ്ധിപ്പിക്കുന്നതിന് കഴിയും; ഇന്നത്തെ വളര്‍ച്ചാമാന്ദ്യം ഇല്ലാതാക്കുന്നതിനും വളര്‍ച്ചാ വര്‍ധന നേടുന്നതിനും ആ സംഖ്യകൊണ്ടു കഴിയും. അത്രയും വലിയ സംഖ്യ രാജ്യത്തിനുള്ളില്‍ത്തന്നെ പിടിച്ചുനിര്‍ത്താന്‍ കഴിയുകയാണെങ്കില്‍ , (ആ തുക ഒരു അനുമാനക്കണക്കാണെങ്കില്‍തന്നെയും) പ്രശ്നം വിവാദത്തിന്നിടയാക്കുകയും ചെയ്യും.

മൂന്നാമത്, ഇതൊക്കെ സംഭവിച്ചത്, ഇന്ത്യ തിരഞ്ഞെടുപ്പ് ചൂടില്‍ നില്‍ക്കുമ്പോഴാണ്. ദേശീയ വികാരം ആളിക്കത്തിക്കുന്നതിനും ധാര്‍മികമായി ആരോപണം ഉന്നയിക്കുന്നതിനും സഹായകമായ ഒരു പ്രശ്നം കരഗതമാകുമ്പോള്‍ , പ്രതിപക്ഷം അത് ഉപയോഗപ്പെടുത്തുകയില്ല എന്ന് പ്രതീക്ഷിയ്ക്കാന്‍ കഴിയുകയില്ലല്ലോ - മുഖ്യപ്രതിപക്ഷകക്ഷിയായ ബിജെപി അധികാരത്തില്‍ ഇരിക്കുമ്പോഴും ഇത്തരം ഒഴുക്ക് സംഭവിച്ചുകൊണ്ടിരുന്നു എന്ന വസ്തുതയെ അവഗണിച്ചുകൊണ്ടുതന്നെ. പ്രശ്നം വീണ്ടും സജീവമായി രംഗത്തേക്ക് വന്നത് ഏത് സന്ദര്‍ഭത്തിലാണെങ്കിലും ശരി, അതിനെ ചൂഷണം ചെയ്യാനുള്ള സാധ്യത വളരെ ശക്തമാണ്. ആഭ്യന്തരമായി നികുതി നിയമങ്ങളും വിദേശ വിനിമയ നിയമങ്ങളും കൂടുതല്‍ കര്‍ശനമായി നടപ്പാക്കപ്പെടണം. അന്താരാഷ്ട്ര രംഗത്താകട്ടെ, ഈ ദ്രോഹം അവസാനിപ്പിയ്ക്കാന്‍ കഴിയില്ലെങ്കില്‍ത്തന്നെ, അത് കുറയ്ക്കാനെങ്കിലും ഉതകുന്ന വിവരങ്ങള്‍ ലഭ്യമാകുന്നതിനുവേണ്ട സമ്മര്‍ദ്ദം ഗവണ്‍മന്റെ് ചെലുത്തണം.

അമേരിക്കയിലെ നിയമനിര്‍മാതാക്കള്‍ ഈയിടെ നേടിയ പരിമിതമായ വിജയത്തിലൂടെ ഉണ്ടാക്കപ്പെട്ട സ്വിസ് ബാങ്കിങ്ങ് വ്യവസ്ഥയിലെ വിള്ളല്‍ നല്‍കുന്ന അവസരം പ്രയോജനപ്പെടുത്തുക എന്നതാണ് നമുക്ക് അവലംബിയ്ക്കാവുന്ന ഒരു മാര്‍ഗം. അതുപയോഗിച്ച് ഇന്ത്യയിലെ കുറ്റവാളികളെ സംബന്ധിച്ച വിവരങ്ങള്‍ ചോര്‍ത്തിയെടുക്കണം. ഈ വിധത്തില്‍ കള്ളപ്പണം കുന്നുകൂടുന്നത് കുറയ്ക്കാന്‍ ഉതകുന്ന വിവരങ്ങള്‍ ലഭ്യമാകുന്നതിന് അനുകൂലമായ കൂടുതല്‍ മെച്ചപ്പെട്ട ആഗോള അന്തരീക്ഷം ഉണ്ടാക്കാന്‍ ശ്രമിക്കുക എന്നതാണ് രണ്ടാമത്തെ മാര്‍ഗം. ഗ്ലോബല്‍ ഫിനാന്‍ഷ്യല്‍ ഇന്‍റഗ്രിറ്റിയുടെ ഡയറക്ടര്‍ ആയ റെയ്മണ്ട് ബേക്കര്‍ ("ക്യാപിറ്റലിസംസ് അക്കിലസ് ഹീല്‍ : ഡര്‍ട്ടി മണി ആന്‍റ് ഹൗ ടു റെന്യൂ ദി ഫ്രീ മാര്‍ക്കറ്റ് സിസ്റ്റം" എന്ന ഗ്രന്ഥത്തിന്റെ കര്‍ത്താവ്) ഫിനാന്‍ഷ്യല്‍ ടൈംസില്‍ (2009 ഏപ്രില്‍ 24) ഇതിനെക്കുറിച്ച് ഇങ്ങനെ എഴുതുന്നു: "വ്യക്തിഗത അക്കൗണ്ടുകളെയും ബിസിനസ്സ് അക്കൗണ്ടുകളെയും സംബന്ധിച്ച നികുതി വിവരങ്ങള്‍ സ്വാഭാവികമായും രാജ്യങ്ങള്‍ തമ്മില്‍ത്തമ്മില്‍ കൈമാറുകയും ബഹുരാഷ്ട്ര കുത്തകകളുടെ വില്‍പ്പനകളെയും ലാഭത്തേയും നികുതികളേയും സംബന്ധിച്ച വിവരങ്ങള്‍ രാജ്യങ്ങള്‍ തമ്മില്‍ത്തമ്മില്‍ കൈമാറുകയും ആണ്, വികസ്വര രാജ്യങ്ങളില്‍നിന്ന് നിയമവിരുദ്ധമായി വമ്പിച്ച അളവില്‍ പണം ഒഴുകിപ്പോകുന്നത് കുറയ്ക്കുന്നതിനുള്ള ഏറ്റവും ഫലപ്രദമായ മാര്‍ഗം".

നികുതിവെട്ടിപ്പിനും കള്ളപ്പണം വെളുപ്പിക്കുന്നതിനും പ്രോല്‍സാഹനം നല്‍കുന്ന കാര്യത്തില്‍ നികുതിവിമുക്ത താവളങ്ങള്‍ വഹിക്കുന്ന പങ്കിനെക്കുറിച്ച് ആഗോളതലത്തില്‍ത്തന്നെ ആശങ്ക ഉയര്‍ന്നുവന്നിരിക്കുന്ന ഈ സന്ദര്‍ഭത്തില്‍ , ഇപ്പോള്‍ ഇതിനൊരു അവസരം കൈവന്നിരിക്കുകയാണ്.

ഇത്രയൊക്കെ പറഞ്ഞ സ്ഥിതിക്ക്, മുന്‍കരുതല്‍ എന്ന നിലയ്ക്ക് ഏതാനും വാക്കുകള്‍ പറയുന്നതും ഉചിതമായിരിക്കും. ഒന്നാമത്, നിയമവിരുദ്ധമായി വിദേശത്തേക്ക് ഒഴുകുന്ന പണത്തെക്കുറിച്ചുള്ള ഉല്‍ക്കണ്ഠമൂലം, ഇന്ത്യയെപ്പോലെയുള്ള വികസ്വരരാഷ്ട്രങ്ങളെ വലയ്ക്കുന്ന ഏറ്റവും വലിയ പ്രശ്നമായ നികുതിവെട്ടിപ്പില്‍നിന്നും ഒഴിഞ്ഞുമാറലില്‍നിന്നും ശ്രദ്ധ വഴിതെറ്റിപ്പോകരുത്. സമ്പദ് വ്യവസ്ഥയില്‍ ഉണ്ടാക്കപ്പെടുന്ന കള്ളപ്പണത്തിന്റെ ഒരു ഭാഗം മാത്രമാണ്, സ്വിസ് ബാങ്കുകളിലേക്കും മറ്റ് വിദേശ ബാങ്കുകളിലേക്കും നിയമവിരുദ്ധമായി ഒഴുകിപ്പോകുന്ന പണം. കള്ളപ്പണത്തില്‍ അധികഭാഗവും ഈ രാജ്യത്തുതന്നെ നിലനില്‍ക്കുന്നു. ഇങ്ങനെ ആഭ്യന്തരമായി പിടിച്ചുനിര്‍ത്തപ്പെടുന്ന നിയമവിരുദ്ധമായ സമ്പത്ത് കൂടുതല്‍ എളുപ്പത്തില്‍ കണ്ടെത്താന്‍ കഴിയും; അതില്‍നിന്ന് നികുതി ഈടാക്കാന്‍ കഴിയും; പുതിയതായി നിയമവിരുദ്ധമായ സമ്പത്ത് ഉണ്ടാക്കപ്പെടുന്നത് (അത് വിദേശത്തേക്ക് ഒഴുകിയെന്നും വരാം; ഒഴികിയില്ലെന്നും വരാം) കൂടുതല്‍ എളുപ്പത്തില്‍ തടയാനും കഴിയും. കള്ളപ്പണ സമ്പദ് വ്യവസ്ഥയുടെ വലിപ്പത്തെക്കുറിച്ചുള്ള കണക്ക്, നികുതിവെട്ടിപ്പിന്റെ അളവ്, തര്‍ക്കത്തില്‍ക്കിടക്കുന്നതും തീരുമാനമാകാത്തതുമായ അവകാശവാദങ്ങളെ സംബന്ധിച്ച (നികുതിവകുപ്പുമായിട്ടുള്ളത്) കണക്ക് - നിയമവിരുദ്ധമായി പുറത്തേയ്ക്കൊഴുകുന്ന സമ്പത്തിന്റെ കണക്കുപോലെത്തന്നെ ഇവയും ഞെട്ടിപ്പിക്കുന്നതാണ്. എന്നുതന്നെയല്ല, പ്രശ്നം നികുതിവെട്ടിപ്പിന്റേതു മാത്രമല്ല; നികുതിനിയമങ്ങളില്‍ ഉള്ള പഴുതുകള്‍ ഉപയോഗപ്പെടുത്തിക്കൊണ്ടും സര്‍ക്കാര്‍ അനുവദിക്കുന്ന സൗജന്യങ്ങള്‍ കൈപ്പറ്റിക്കൊണ്ടും നികുതിയില്‍നിന്ന് ഒഴിഞ്ഞുമാറുന്നതിന്റെ പ്രശ്നവുമുണ്ട്. "വിഭവങ്ങള്‍ ഇല്ലാത്തതിന്റെ പേരില്‍ നടപ്പാക്കപ്പെടാതെ" കിടക്കുന്ന എത്രയോ കാര്യങ്ങള്‍ നടപ്പാക്കുന്നതിന് പണം കണ്ടെത്തുന്നത് എങ്ങനെയെന്നതിനുള്ള, ഏറ്റവും ലളിതമായ ഉത്തരമാണ്, നികുതി ആനുകൂല്യങ്ങള്‍ വഴി നഷ്ടപ്പെടുന്ന വമ്പിച്ച റവന്യൂ വരുമാനം.

രണ്ടാമത്, നിയമവിരുദ്ധമായി വിദേശങ്ങളിലേക്ക് ഒഴുകുന്ന പണത്തെപ്പറ്റിയുള്ള ഉല്‍ക്കണ്ഠയ്ക്കിടയില്‍ , സാമ്പത്തിക ഉദാരവല്‍ക്കരണത്തിന്റെ ഫലമായി വിദേശത്തേക്ക് നിയമവിധേയമായി ഒഴുകിപ്പോകുന്ന സമ്പത്തില്‍നിന്ന് (അത് വര്‍ധിച്ചുകൊണ്ടേയിരിക്കുകയാണ്) ശ്രദ്ധ വഴിതെറ്റിപ്പോകരുത്. 1990കളുടെ തുടക്കംവരെ, ഇന്ത്യക്കാര്‍ക്ക് സ്വിസ് ബാങ്കുകളില്‍ ഉണ്ടായിരുന്നുവെന്നു പറയപ്പെടുന്ന അക്കൗണ്ടുകള്‍ , അവര്‍ തെറ്റായ മാര്‍ഗങ്ങളിലൂടെ സമ്പാദിച്ച സമ്പത്തിന്റെ മാത്രം ഫലമായിട്ടുള്ളതായിട്ടല്ല വീക്ഷിയ്ക്കപ്പെട്ടത്. വിദേശനാണയം നേടുന്നതിനുമേല്‍ ഏര്‍പ്പെടുത്തപ്പെട്ടിരുന്ന പരിധിയുടെ കൂടി ഫലമായിട്ടായിരുന്നു അത് എന്നാണ് വാദിയ്ക്കപ്പെട്ടിരുന്നത്. വിദേശങ്ങളില്‍ ആസ്തി സമ്പാദിക്കുന്നതിനുവേണ്ടി രൂപയെ മറ്റേതെങ്കിലും നാണയമാക്കി മാറ്റുന്നതിന് വിലക്കുണ്ടായിരുന്നതിനാല്‍ മൂലധനച്ചെലവിന്റെ കാര്യത്തില്‍ മറ്റേതെങ്കിലും നാണയമായി (ഉദാഹരണത്തിന് ഡോളര്‍) രൂപയെ മാറ്റാന്‍ കഴിയുമായിരുന്നില്ല എന്നതു മാത്രമായിരുന്നില്ല അതിനു കാരണം. സാധനങ്ങള്‍ ഇറക്കുമതി ചെയ്യല്‍, ആരോഗ്യം, വിദ്യാഭ്യാസം, യാത്ര തുടങ്ങിയ കറന്‍റ് അക്കൗണ്ട് ആവശ്യങ്ങള്‍ക്ക് വേണ്ട വിദേശനാണയത്തിനുപോലും റേഷന്‍ ഏര്‍പ്പെടുത്തിയിരുന്നു; ദൗര്‍ലഭ്യം ഉണ്ടായിരുന്നു. എന്നാല്‍ അതിന്റെ ചെലവ് വഹിയ്ക്കാന്‍ കഴിയുന്നവര്‍ക്കും അതിനുള്ള വഴി കണ്ടെത്താന്‍ കഴിയുമെന്ന് ഉറപ്പുള്ളവര്‍ക്കും വിദേശത്തേയ്ക്ക് പണം മാറ്റുന്നതിനും അവിടെ പണം സൂക്ഷിക്കുന്നതിനും പ്രേരണ നല്‍കി എന്നാണ് ഒരു വാദം.

സ്വിസ് ബാങ്കിങ് വ്യവസ്ഥയിലെ രഹസ്യ സ്വഭാവത്തെ ചൂഷണം ചെയ്യുന്നതിനും രാജ്യത്തുള്ള നിയമം ലംഘിക്കുന്നതിനും ആളുകളെ നിര്‍ബന്ധിതരാക്കുന്നത് സാമ്പത്തിക നയമാണ് എന്നാണ് വാദം. എന്നാല്‍ ഈ വാദം ഒട്ടും ശരിയല്ലെന്നാണ് ഇപ്പോഴത്തെ കണക്കുകള്‍ കാണിക്കുന്നത്. വിദേശനാണയം നേടുന്നതും ഉപയോഗിക്കുന്നതും സംബന്ധിച്ച നിയമങ്ങള്‍ വേണ്ടത്ര ഉദാരമാക്കപ്പെട്ടിട്ടും വിദേശത്തേക്ക് പണം മാറ്റുകയും അവിടെ സൂക്ഷിക്കുകയും ചെയ്യുന്നുണ്ടല്ലോ. ഇക്കാര്യത്തില്‍ ഇന്ന് യഥാര്‍ത്ഥത്തിലുണ്ടായ മാറ്റം; വിദേശത്തേക്ക് പണം കൊണ്ടുപോകുന്നത് നിയമവിരുദ്ധമായ രീതിയിലും നിയമവിധേയമായ രീതിയിലും (രണ്ടു രീതികളിലും) നടക്കുന്നു എന്നതാണ്. ഉദാഹരണത്തിന് വ്യാപാര - വിനിമയ നിരക്ക് ഉദാരവല്‍ക്കരണം നടപ്പാക്കിയിട്ടുണ്ടെങ്കിലും, നികുതി വെട്ടിക്കുന്നതിനുവേണ്ടി വില കൂട്ടി കാണിച്ചുള്ള (ഓവര്‍ ഇന്‍വോയ്സിങ്ങ്) ഇറക്കുമതിയും വില കുറച്ചു കാണിച്ചുള്ള (അണ്ടര്‍ ഇന്‍വോയ്സിങ്ങ്) കയറ്റുമതിയും ഇപ്പോഴും തുടരുന്നുണ്ട്. അതോടൊപ്പം തന്നെ, ആസ്തികള്‍ സമ്പാദിക്കുന്നതിനും അക്കൗണ്ടില്‍ പണം സൂക്ഷിക്കുന്നതിനുമായി വിദേശങ്ങളിലേക്ക് പണം കൈമാറുന്നുമുണ്ട്.

2008-09 സാമ്പത്തിക വര്‍ഷത്തിലെ ആദ്യത്തെ ഒമ്പത് മാസക്കാലത്ത് (ഏപ്രില്‍ - ഡിസംബര്‍) വിദേശ പ്രത്യക്ഷ നിക്ഷേപം എന്ന നിലയില്‍ ഇന്ത്യയില്‍നിന്ന് വിദേശത്തേക്ക് ഒഴുകിയ മൂലധനം 1200 കോടിയോളം ഡോളറിന്റേതാണ്. രാജ്യത്തിലേക്ക് ഇങ്ങോട്ട് ഒഴുകിയെത്തിയ വിദേശ പ്രത്യക്ഷ നിക്ഷേപത്തിന്റെ (2700 കോടി ഡോളര്‍) അഞ്ചില്‍ രണ്ട് ഭാഗത്തിലധികം വരും ഇത്. ഇത്രയും പണമൊന്നും വിദേശത്തേക്ക് ഒഴുകിപ്പോകേണ്ട ആവശ്യമില്ല. ഇവിടെ താമസിക്കുന്ന വ്യക്തികള്‍ ഉദാരവല്‍ക്കരിക്കപ്പെട്ട വ്യവസ്ഥകളുടെ അടിസ്ഥാനത്തില്‍ വിദേശത്തേക്ക് അയയ്ക്കുന്ന വിദേശ വിനിമയത്തിന്റെ ഒഴുക്കിന്റെ കാര്യത്തിലും വര്‍ദ്ധനയുണ്ടായിട്ടുണ്ട്. 2004-05 വര്‍ഷത്തില്‍ ഇങ്ങനെ അയച്ച തുക 96 ലക്ഷം ഡോളര്‍ ആയിരുന്നുവെങ്കില്‍ 2005-06ല്‍ അത് 250 ലക്ഷം ഡോളറായും 2006-07ല്‍ 728 ലക്ഷംഡോളറായും വര്‍ദ്ധിക്കുകയുണ്ടായി. എന്നാല്‍ , 2007-08ല്‍ അത് 4405 ലക്ഷം ഡോളറായി കുതിച്ചുയര്‍ന്നു. ഇങ്ങനെ വിദേശത്തേക്കുള്ള വിദേശ നാണയക്കൈമാറ്റം, അത്തരം വിദേശനാണയം ഇങ്ങോട്ടു നേടുന്നതുമായി ബന്ധപ്പെട്ടല്ല കിടക്കുന്നത് എന്നതാണ് ശ്രദ്ധേയമായ കാര്യം. എന്നുതന്നെയല്ല, ചരക്ക് വ്യാപാരത്തിലൂടെയും സേവനവ്യാപാരത്തിലൂടെയും വിദേശത്തുള്ള നിക്ഷേപങ്ങളില്‍നിന്ന് സ്വരൂപിയ്ക്കപ്പെടുന്ന വരുമാനത്തിലൂടെയും വിദേശ വിനിമയ മിച്ചം ഉണ്ടാക്കാനുള്ള ഇന്ത്യയുടെ കഴിവ് അതോടൊപ്പം വര്‍ദ്ധിക്കുന്നുമില്ല. കറന്‍റ് അക്കൗണ്ടില്‍ ഇന്ത്യ രേഖപ്പെടുത്തുന്നത് കമ്മിയാണ്. അതായത് ഏതെങ്കിലും വിധത്തില്‍ ഇന്ത്യ വിദേശവിനിമയശേഖരം കൂടുതല്‍ കൈവശംവെയ്ക്കുന്നുണ്ടെങ്കില്‍ അത് "സമ്പാദിച്ചതല്ല" മറിച്ച് "കടം വാങ്ങി"വെച്ചതാണ്. ഇങ്ങനെ കടം വാങ്ങിയ വിദേശ നാണയമാണ് തിരികെ വിദേശത്തേക്ക് കൈമാറ്റം ചെയ്യപ്പെടുന്നത്. അത് തിരിച്ചുവരാനുള്ള സാധ്യതയൊന്നുമില്ല താനും.

പഴയ കടങ്ങള്‍ തിരിച്ചടയ്ക്കാനുള്ള ബാധ്യത നിറവേറ്റുന്നതിനാവശ്യമായ തുക, നടപ്പ് വിദേശനാണയ സമ്പാദ്യത്തേയും ഇന്ത്യയിലേക്കുള്ള വിദേശ നാണയ ഒഴുക്കിനേയുംകാളൊക്കെ എത്രയോ അധികമായിത്തീരുന്ന സന്ദര്‍ഭങ്ങള്‍ ഉണ്ടായിത്തീരാവുന്നതാണ്. അതുമൂലം അസ്ഥിരതയും പ്രതിസന്ധികളും ഉണ്ടാകാവുന്നതാണ്. വികസ്വര ലോകത്ത് അത്തരം പ്രതിസന്ധികള്‍ ഇന്ന് സാധാരണമായിത്തീര്‍ന്നിരിക്കുന്നു. അത്തരം സന്ദര്‍ഭങ്ങളില്‍ അതിന്റെ ഭാരം വന്നു പതിക്കുന്നത് എല്ലാവരുടെയും കൂടി തലയിലാണ്; മുമ്പ് വിദേശത്തേക്ക് പണം കടത്തിക്കൊണ്ടു പോയവരുടെ മാത്രം തലയിലല്ല. ഇത് അംഗീകരിക്കാന്‍ കഴിയുന്ന കാര്യമല്ല.

ആഗോളവ്യാപാരത്തില്‍നിന്നും മൂലധന ഒഴുക്കില്‍നിന്നും ഉണ്ടാകുന്ന വിദേശ നാണയത്തെ വിലപ്പെട്ട വിഭവമായി കാണുന്ന രാജ്യങ്ങളില്‍ , ആവശ്യമില്ലാതെ വിദേശങ്ങളിലേക്ക് പണം ഒഴുകിപ്പോകുന്നതിനെയും അനാവശ്യമായി വിദേശങ്ങളില്‍നിന്ന് ഇങ്ങോട്ട് പണം ഒഴുകിവരുന്നതിനെയും നിയന്ത്രിക്കേണ്ടത്, അത്തരം ഒരു സ്ഥിതിവിശേഷം സംജാതമാകുന്നത് തടയുന്നതിന് ആവശ്യമാണ്. നിയമവിരുദ്ധമായി പണം പുറത്തേക്ക് ഒഴുകിപ്പോകുന്നതിലുള്ള ധാര്‍മികരോഷം പ്രകടിപ്പിക്കുന്ന അവസരത്തില്‍ , ഭരണകക്ഷിയും പ്രധാന പ്രതിപക്ഷകക്ഷികളും ഇക്കാര്യം വിസ്മരിക്കരുത്. ഖേദകരമെന്നു പറയട്ടെ, അതാണ് അവര്‍ ചെയ്യുന്നതെന്ന് തോന്നുന്നു.

The Inflation Conundrum

To the surprise of the UPA government, inflation just refuses to go away. Almost a year ago, when addressing a chief minister’s conference on food prices early in February 2010, prime minister Manmohan Singh declared: "The worst is over as far as food inflation is concerned. I am confident that we will soon be able to stabilise food prices." This is not the only evidence that the government did actually believe that prices would follow some sort of a cycle, and are more likely to rise slowly than at a rapid pace. But, over the last year, almost every month or even week, one official spokesperson or the other (be it the Finance Minister, the finance secretary, the Deputy Chairman of the Planning Commission or the ubiquitous head of the PM’s Economic Advisory Council) has declared that inflation is bound to moderate.

This expectation came from a particular reading of the situation. Whenever prices did rise rapidly, it was attributed either to supply side factors such as a poor crop or to unavoidable factors like the “base effect”. Thus when the prime minister spoke in February last year he looked forward to a good monsoon and a better crop. And, if prices had been unusually low a year earlier, even a return to “normalcy” would reflect a high rate of inflation that must be discounted. Occasionally, of course, there was talk of hoarding and speculation, but only on the part of unscrupulous traders, who were exploiting temporary demand-supply imbalances.

Despite the fact that the monsoon has been much better in recent seasons, the annual point-to-point inflation in the Wholesale Price Index (WPI) for Food Articles stood at 18.32 per cent and 16.91 per cent during the weeks ending December 25, 2010 and January 1, 2011. The figures for the corresponding weeks of the previous year were 19.9 per cent and 19.6 per cent. Not much has changed even though the commodities involved are slightly different. Moreover, the month-on-month inflation rate as reflected even by the Wholesale Price Index for All Commodities, which stood at a disconcertingly high level in the first half of 2008, and then declined consistently between July 2008 and July 2009, accelerated subsequently and has remained at high levels throughout 2010. The month-on-month rate of inflation stood at 9.7 per cent in November and 8.5 per cent in December. And if weekly WPI movements are an indication this is likely to be true in January 2011 as well. The consumer price indices for agricultural labourers and industrial workers, which reflect the movements in the basket of goods consumed by these sections (which includes housing that dampens the increase) also rose by 7.1 per cent and 8.3 per cent respectively in November relative to the corresponding month of the previous year.

SPECULATION PUSHING PRICES

There are a number of noteworthy features of this inflation scenario. The first is that, while it is not restricted to food alone, it has been substantially driven by food articles, which are more prone to speculative influences. Even when demand-supply imbalances are minor or absent, speculation can push up prices. The second is that within food articles, inflation has at different points in time affected different commodities, such as cereals, pulses, vegetables, eggs, meat and milk. Not all of these commodities are equally weather dependent and the prices of some are influenced by where administered prices are set. To attribute the trends in their prices solely to demand-supply imbalances or imported inflation is to avoid the conundrum. Third, when inflation does occur in some food items, be they onions, vegetables or even cereals, the rate of inflation tends to be extremely high, pointing to the role of speculation in driving prices in the short run. Finally, even when such influences are not at work there seem to be factors operative that keep the “all commodities” inflation rate high.

Even though it is still early to say, the trend over the last one-and-a-half years suggests that there are structural factors at work that are setting a higher floor to the inflation rate. They may be neutralised in the future. But even if they are, they could as well return to play a role subsequently. The government has recognised this structural, inflationary tendency in a peculiar, in fact patently absurd, way. It attributes the inflation to the demand-side effects of high growth. If people are richer because of an 8-9 per cent growth rate, they are bound to demand more. Since supply does not adjust, prices are bound to rise.

There are many assumptions here. That when GDP grows, those who need to buy and consume more cereals, pulses and vegetables garner a reasonable share of the benefits of that growth. Or that when GDP grows, such growth cannot occur in large measure in the commodity producing sectors, leading to supply-demand imbalances. That even though the “high growth” era began in 2004, it is only now that it has generated demand-supply imbalances. And, that if there is indeed a supply-demand imbalance the government is constrained, for whatever reason, to redress it by resorting to imports. Making such assumptions is not just wishful thinking, but avoiding the conundrum.

It is not that there are no demand-supply imbalances. India’s growth has indeed been lopsided. As has been argued by perceptive analysts, India’s high GDP growth was recorded in a period when the agricultural sector and a range of petty producers were experiencing a crisis, an aspect of which was the non-viability of crop production and therefore an extremely slow growth of agricultural output and GDP. At some point that long-term crisis, was likely to result in an unsustainable demand-supply imbalance.

STRUCTURAL FACTORS

But there are two other factors that are structurally embedded in the economic environment generated by the government’s neoliberal reform agenda adopted for two decades now. The first is a tendency where corporate consolidation in production and trade, decontrol that permits profiteering, a reduced role for public agencies and public sector firms and the withdrawal or curtailments of subsidies on a range of inputs, has pushed up costs and prices (including administered prices) substantially. As some have argued, India is increasingly a high input price and high output price economy, with a rising floor for many prices. The second is the role that speculation has to come to play, with liberalised trade, with the presence of large corporate players in the wholesale and retail trade and with the growing role of futures and derivatives trading in a host of commodities. Add the influence of these two factors to the underlying crisis in some commodity producing sectors and the long-term, structural inflation is more than partly explained.

The government of course does not consider these angles worth pursuing. The reason is partly ideological. It cannot bear questioning the outcome of reform. It cannot bear suggesting that corporate entry can lead to profiteering in a context of decontrol. It does not believe that speculation in futures markets can push up spot prices, and has banned some of these markets only because of public pressure. It cannot contemplate a larger role for the state and no role for corporate (domestic and foreign) players in the both wholesale and retail trade. In the event, all that the prime minister’s emergency meetings on the inflation issue could throw up is an inter-ministerial group mandated to monitor short-term fire-fighting measures and promote actions that the government has claimed to be promoting for many years now.

ABSURD REASONING

Neoliberal thinking not only leads to policy paralysis but also to absurd reasoning. According to some in the government the inflation problem is the result of a poor supply chain that cannot, at low cost, mobilise and reach supplies from wherever it is available to wherever it is needed. This creates unnecessary shortages that push up prices as well as encourages speculation that aggravates the price increase. The solution therefore is corporate retailing services, including that which would be offered by large transnational retail firms. According to reports, using inflation as the excuse, the cabinet is about to consider a controversial proposal to permit 51 per cent foreign equity in multi-brand retailing. This argument too borders on the absurd. It ignores the fact that, though India has till quite recently had no such retail trade structure, there have been long periods when prices and inflation have been kept in control. It also ignores the evidence from other contexts which shows that where such retail chains are active, the margin between prices paid to producers and charged to consumers tends to be high, buoyant and downward sticky.

What is more, in the midst of all this, on the basis of the liberalised pricing mechanism, the oil companies have been allowed to hike the prices of petrol a second time in quick succession. Given the role of public sector firms here, nobody would believe that a nod from the government was not obtained before the hike. If balance has to be maintained a diesel hike must follow. This government may go in for that as well. Doing this to the prices of what are universal intermediates in the midst of an inflation emergency might be seen by some as madness. If the belief that the people can be called upon to sacrifice real incomes because reform cannot be held back or reversed is a sign of madness, then possibly it is.
