India’s Mission to Mars

INDIA’S Mars Mission started off in spectacular fashion on November 5 with a text book launch and precise positioning of the Mangalyaan (literally craft to Mars) spacecraft in its planned orbit around Earth. The successful launch was hailed in India as a tribute to the country’s growing technological prowess and an embellishment of national pride. Internationally, it was greeted mainly with considerable acclaim. But there was also some criticism, at home as well as abroad.

Unfortunately, most of the effusive praise as well as the criticism were clichéd. The former, especially in India, was prematurely self-congratulatory and too full of smug satisfaction to stomach even a hint of doubt: anyone raising critical issues was regarded as a party pooper, and any ifs and buts were attacked as rude interruptions of what should have been unadulterated celebration. The critiques, both in India and in western media, were almost all about Indian poverty and backwardness, and questioned, censured or even mocked India for embarking on a space mission, as if a developing country had no business getting engaged with advanced science and technology: this criticism left no room for any appreciation for a difficult job undertaken and done well, or for India adding to the pool of knowledge and capability. There were also many exaggerated comments about an Asian space race, about India trying to go one up on China in particular, a sentiment unfortunately echoed in India by some over-enthusiastic supporters of the mission.

This article argues that understanding India’s Mars Mission calls for putting aside these blinkers. The Mission should be looked at in the context of India’s space programme, as part of a broader science and technology policy, itself located within the developmental path that India has embarked on since Independence.

In that context, it is indeed legitimate to raise questions about this Mars Mission, its goals, deliverables and benefits. Any such mission or programme is about choices, what to do, when and how. What will be gained and at what cost? Surely nobody can argue that the Indian public or any concerned citizen cannot ask these or related queries.

Equally, can it be anybody’s case that all science, all quest for knowledge and capability, all creative endeavour, should only be weighed against one measure, namely its direct and immediate contribution to poverty alleviation? Do science, art or culture not have any autonomous place in the life of a nation and its people? Can all societal and developmental activity be reduced to either-or propositions? These are legitimate questions too.

But first let us take a closer look at the Mission itself.

JOURNEY TO MARS

As originally announced by ISRO, the Mission to Mars was to be launched using the much more powerful GSLV (Geo-Stationary Launch Vehicle) rocket that would have carried a larger satellite with more instruments. Unfortunately, the GSLV could not be fully developed in time, and had encountered many failures, chiefly due to problems with the indigenous cryogenic stage. In the absence of the GSLV, the Mars Mission was reconfigured to a launch using ISRO’s tried and tested work horse, the PSLV (Polar Satellite Launch Vehicle). For this writer, it is very important to understand this change and its implications, because it has crucial bearing on the objectives and potential benefits or otherwise of the Mars Mission. The significance of this change has been missed by most commentators. It has been deliberately underplayed by proponents of the Mission and in order to boost public perceptions of achievements of India’s Mars Mission. A lack of understanding of this change among most critics has led to their either misplaced criticism or wholesale rejection of the entire Mars venture. Again for this writer, the use of PSLV has meant that India’s Mars Mission is sub-optimal and will not yield the originally expected benefits in scientific understanding nor advance Indian technological capability to the extent envisaged. But more on this later.

In the absence of the more powerful GSLV, the methodology adopted for the Mars Mission was similar to Chandrayaan-1, India’s earlier maiden mission to the Moon. Since PSLV does not have the power to directly take heavier spacecraft completely out of Earth’s gravitational pull into inter-planetary space, the strategy adopted was to put the craft into Earth orbit and then fling it into space in a sling-shot manoeuvre along a particular trajectory and use the solar system’s gravitational forces, along with small well-timed boosts, to get the spacecraft to the desired orbit around Mars, and earlier in Chandrayaan around the Moon.

The difference of course is that Chandrayaan had to travel only about 400,000km to the Moon whereas Mangalyaan or the Moon Orbiter Mission (MOM) would have traveled over 680 million km by the time it starts orbiting Mars.

Once there, the small scientific payload comprising 5 sets of instruments weighing just 13kg aboard the 1350kg spacecraft would begin their experiments. These different instruments would look for methane in the Martian atmosphere, measure hydrogen isotopes in the atmosphere so as to assess how water vapour may have escaped from Mars, look at the composition of the Martian surface through infra-red imagery and also photograph the red planet and its two Moons, Phobos and Deimos.

The methane experiments have come in for considerable criticism on the grounds that NASA’s Curiosity rover traveling on the Martian surface has not found any traces of methane, the charge being that India’s experiments are like re-inventing the wheel and nothing will come of it. This is uncharitable and mistaken to boot. Atmospheric measurements at various locations will yield different findings not necessarily available from near-surface readings from a limited area on Mars. ISRO has also been having discussions with NASA to explore areas of complementarity and configure the experiments accordingly.

It must be kept in mind that not all science is about spectacular “Eureka moments,” science is also about taking incremental steps and adding bits and pieces of knowledge complementary to pre-existing information and adding to a growing pool.  Having said that, there is no escaping the fact that the science component of the Mission is quite low key, and limited in scope. Most of the limitations come from the small size of the spacecraft, the fuel it carries and the payload. These have also meant that the Orbiter will be in a highly elliptical orbit around Mars, going as far as 80,000km away from the surface, severely limiting the measurements and observations its instruments can make. And these limitations are, in turn, due to the low capacity of the PSLV launcher compared to the hitherto unavailable GSLV.

COMPLEX MANOEUVRES

On November 5, the MOM spacecraft was placed precisely in its designated orbit around Earth in a highly elliptical orbit with perigee (shortest distance from the planet) of 246.9km and apogee (longest distance from the planet) of 23,566km. This elongated trajectory will be further elongated in stages and used to build up velocity of the craft till it is fast enough at the perigee to be flung out into space, escape Earth’s gravity and proceed towards Mars. It is proposed to do this through 6 successive burns or firing of booster rockets on the craft.

The first of these orbit-raising manoeuvres or burns was successfully carried out early this morning (Thursday, November 7) when MOM was placed in an orbit with apogee of around 28,793km. Subsequent burns will take the craft to 40,000km, 70,656 km, around 100,000km and lastly around 200,000km. After this, on December 1, the spacecraft will be flung out to inter-planetary space in a transfer orbit, first to orbit the sun and finally, on September 24, 2014, to where it can be captured by the gravity of Mars and start orbiting the red planet.

All these complex manoeuvres, critically dependent on precision as regards both location and timing across millions of kilometers with the MOM spacecraft traveling at high speeds, will be controlled by ISRO’s Bangalore-based tracking centre ISTRAC which has now taken over mission control from the Sriharikota launch centre assisted by Indian ship-borne tracking systems positioned in the South Pacific near Fiji, and further aided by ground stations in Port Blair and Brunei and Biak in Indonesia, as well as NASA’s Deep Space Network’s stations in Canberra, Madrid and Goldstone in the US.

The Mangalyaan launch and the first orbit raising manoeuvre have gone extremely well so far. But there is a long way to go to September 24, 2014. As such, the current exultation and the proclamations of triumph at India’s maiden Martian venture where others such as China and Japan have failed, is premature. China’s Mars craft was unable to leave Earth orbit due to failure of the Russian launcher, whereas Japan’s spacecraft overshot Mars and could not capture the Martian gravity. Other attempts have crashed onto the Martian surface. India has the usual advantages of the late starter, learning from others’ mistakes and incorporating corrective or precautionary measures.

LIMITED ACHIEVEMENT

With all these limitations, if Mangalyaan does indeed succeed in entering stable Martian orbit and staying there conducting its scientific experiments even for a substantial part of the planned six months, ISRO and India would indeed have done well. But most of the kudos would be chiefly for just having reached Mars and placing a craft in orbit around it.

The original goal of the Mars Mission, announced when it was expected to be powered by GSLV, was to “develop the technologies required for design, planning, management and operations of an interplanetary mission.” Over the past week, ISRO spokespersons have been repeatedly emphasising that the Mission is mainly a “technology demonstrator.” However, in the considered opinion of this writer, this Mission has been more of a “capability demonstrator,” to show India can do something like this.

If the Mars Mission had been undertaken with the GSLV, it would not only have yielded better science through deployment of more and better instruments, it would also importantly have showcased India’s heavy launch capability which India presently lacks. Without GSLV, India today depends on other nations such as the European Space Agency to launch high-orbit communications satellites for TV and telephony at more than 3 times the cost it would itself had incurred. And India continues to miss out on significant commercial opportunities that GSLV could provide.

For whatever reasons that can only be conjectured, despite knowing that GSLV would not be available for a 2013 Mars Mission, ISRO and India’s political leadership decided not to wait for the next window of opportunity in 2016 or 2018, and put more human and financial resources into development and proving of the GSLV, but to go ahead with a PSLV-based mission even though the scientific and technological dividends would be modest. Perhaps the calculus was that the prestige dividend and the morale boost for ISRO, quite discomfited by repeated failures of the GSLV, and for the people at large, would compensate. These objectives are not ignoble and maybe one should not turn one’s nose up at them. But one should acknowledge all this and put all factors into perspective while evaluating India’s Mars Mission.

THE POVERTY DEBATE

Finally, the big debate about whether India, as a poor developing country, with such a high percentage of its people suffering from poverty, malnourishment, food insecurity, poor sanitation and so on, should spend so much money on a space mission, that too to Mars, with little or no tangible benefits for the Indian poor or the Indian people in general.

The Mars Mission will cost around Rs 450 crore or $75 million, less than a sixth of NASA’s MAVEN Mission to Mars later this month. As space missions go, this is low cost indeed. It is also a very small proportion of India’s space programme budget, which is itself only 0.35 percent of India’s total budget. And within this comparatively small space budget, which goes mostly into satellites for communication, weather and remote sensing, navigation, and launch vehicle development such as for GSLV, the budget for science and exploration is only 8 percent. Should one grudge a notably small fraction going to science and developing technological capability?

Would it make a big difference to India’s poverty alleviation effort, for which lakhs of crores are supposedly earmarked, if these Rs 400 crores are not spent on the space programme? Surely, if poverty levels have not gone down, reasons lie in political economy, in resource allocation to benefit the rich and growing middle-classes, in poor implementation of anti-poverty programmes. Why look for scapegoats and easy targets like space ventures or science in general?

India’s space programme has been, almost uniquely in the world, and arguably even more so than the erstwhile Soviet Union’s, heavily oriented to applications, such as for education, remote sensing for mapping and locating natural resources, communications, weather observation and prediction (as during the recent Phailin cyclone in Odisha and AP) etc, in other words for direct developmental benefits rather than to scientific inquiry or exploration. In fact, critics of India’s science and technology policy point to low investment in basic sciences and scientific research as a major factor underlying India’s steady decline in global standings in both science and technological innovation.

To argue that even small expenditure on scientific research, currently at a miserable level of less than 1.5 percent of GDP, is wasteful unless it delivers immediate and tangible benefits on the ground is retrograde, completely misunderstands the relationship between science and technological advancement, and stands in opposition to India’s self-reliant path of development. India’s future development calls not for abandoning science and scientific research but in orienting it better or differently both for short-term benefits as well as for longer-term developmental dividends.

Moving Ahead with Science Popularisation Movement

THE 14th All India Peoples Science Congress of the All India Peoples Science Network (AIPSN) concluded in Lucknow in an exciting and productive mood. The biannual event of the AIPSN, organised for the first time in Uttar Pradesh, was held at Gandhi Bhavan Campus from February 25 to 28, 2013. The event was attended by more than 500 activists of the people’s science movement (PSM). Activists, who are active as volunteers all over the country in the sphere of education and literacy, science communication, gender empowerment, rural development, agriculture, environment and climate change, participated in the congress to review and decide on the way forward in their own above mentioned respective areas of work.

ATMOSPHERE FOR WARM INTERACTION

Out of the 35 constituent member organisations from 20 states of India, 32 organisations sent their delegates to the Lucknow event, creating an atmosphere for warm interaction. More than 20 per cent of the participants were women. Working scientists who participated both as resource persons and delegates in the congress were about 20 per cent while another 30 per cent were college and school teachers. Research institutions and universities in and around Lucknow and in various parts of the country extended their support to the congress by facilitating the participation of experts on their rolls. The congress was organised as a self-supported event. Most of the expenses were met by the participants and constituent organisations. The arrangements for local hospitality were made with the help of resources mobilised from the public by the Uttar Pradesh Gyan Vigyan Samiti.

The congress was divided into five parts: 1. AIPSN General Council meeting, 2. Inaugural session, 3. Seminar on development of Uttar Pradesh, 4. Academic sessions and 5. Valedictory.

The General Council met on February 25 forenoon with D Raghunandan, president of the AIPSN, presiding over the proceedings. T Gangadharan, general secretary, presented the biannual report of activities and T P Kunhikannan, treasurer, presented the accounts and audit report. The council elected a 26 member executive committee. Election of D Raghunandan as president, T Gangadharan as general secretary and C Ramakrishnan as treasurer was confirmed.

M Vijayan, former director of Indian Institute of Science, Bangalore, inaugurated the congress as chief guest, delivering a lecture on the theme of development of science post-independence in India. The inaugural session was attended by a large assembly of public. Ms Subhashini Ali, former MP, spoke of the need to galavanise the PSM activists to counter the religious fundamentalist groups active all over the country. D Raghunandan spoke on the PSM perspective. T Gangadharan presented the present status of PSM organisation. The book entitled An Appropriate Energy Mix for India, published by Paschim Bengal Vigyan Manch as a compilation of papers presented in the national energy workshop organised at Kolkata, was released by by the chief guest giving a copy to M P Parmeshwaran.

ON DEVELOPMENT OF UTTAR PRADESH

A seminar on development of Uttar Pradesh followed immediately after the inaugural session, with Ms Subhashini Ali chairing the proceedings. Experts from different fields presented papers on different aspects of UP’s development. They included Muhammed Muzamil (VC of Ruhelkhand University), Pradeep Bhargava (GSSI, Allahabad), Dr Raj Kumar (director, AIIMS, Rishikesh), Prof Kameshwar Chaudhari (dean, Department of Social Sciences, Baba Saheb Bhimrao Ambedkar Central University),  Dr Rana Pratap (dean, Department of Environment, Baba Saheb Bhimrao Ambedkar Central University), Dr D K Sahu (Lucknow University), Dr Vandana Misra and Dr Namita Singh (writer and president of BGVS UP).

The papers analysed the status of development in various sectors of Uttar Pradesh, identified the issues and constraints, and suggested strategies for future actions. Subhashini Ali pointed out that in UP we are lagging behind in almost all the important social indicators. The Human Development Report (HDR) of UP has not been published for three years. After 1989, caste and religion politics has been on the rise. Demands for the state’s development are visible but in the era of identity politics, the mass is divided on caste and religious lines and not coming together on larger issues of development and this is the main reason behind stagnation. We cannot compare UP with even Tripura on any indicator; the problem is of the kind of politics in UP. D K Sahu pointed out that the movements in UP are not about protest for restructuring of the system; however the youth of UP is ready to help and we require political will and a roadmap. Kameshwar Chaudhari did not think that caste politics per se needs to be held responsible for stagnation. His argument was that caste politics started in southern states in the British era but caste mobilisation did not impede the development process of these states; caste politics is known to have played a positive role in these states in the overall distribution of gains from development. Previously in UP the dominant class was composed of the upper castes; now the dominant class is more heterogenic.

Vandana Mishra was of the view that polarisation of religions is more of a problem for Indian society, noting that though identity politics is inevitable in Indian society, it is also due to the failure of our general practice of politics. However, if in UP we don't have so far a crisis of agriculture in the acute form when developed agricultural regions of India are in debt, then the issue of UP’s development also needs to be viewed from the central government politics of industrial investment and investment in education and health. Rana Pratap asked the participants to pay attention to eco-friendly and economical alternatives in agriculture to deal with the adverse impacts of green revolution such as mono-crop culture, more consumption of water, pesticides, water pollution, soil salinity, decreasing water tables and now decreasing productivity. We need sustainable agriculture. Ecological and organic agriculture, drip irrigation, bio-pesticides are the solutions. Productivity, soil development, independence of marginal farmers and their connectivity with the emerging market arrangements are quite critical to the achievement of success in organic agriculture.

Dr Namita Singh pointed out that while we had a very dynamic discussion on the problems of UP’s development and the important aspects of politics using caste based mobilisation, it should not be forgotten that UP is one of the richest Indian states in culture. UP has been the birthplace of a composite culture but unfortunately all our cultural places are now places of caste conflicts. A more suppressed section of society is women. Particularly western UP is witnessing honour killings. Addressing all such issues is an equally big challenge for the PSM. We can reach to masses only through mass literature, art forms and in their own dialect. We can reach through book only. So we need lot of books to reach masses.

The session concluded with the desire that these presentations must be elaborated in future. UP BGVS was urged to develop a document out of these deliberations, with the support of various faculties of universities and research institutions.

SUB-PLENARY SESSIONS

Day 2 and Day 3 of the congress were earmarked for academic programmes. The focus of congress discussions was on the task of forging a PSM vision on the emerging challenges of development for India. Presentations by subject experts and field activists were arranged and discussed in the eight sub-sessions. Presentations on PSM positions and that of experts were done in sub-plenary conferences of 250 participants and presentations by field activists on their experiences and case studies were arranged in small workshops of 40-50 delegates. Four sub-plenary conferences and 10 workshops were planned for each day. In the two day spectrum, there were eight sub-plenary conferences and 19 workshops. In total, there were 23 presentations in sub-plenary conferences and more than 120 presentations in the form of case studies or experiences in various workshops. These were in eight subject areas: Science popularisation, agriculture, education, health, environment and climate change, gender and socially excluded, rural livelihood and new technologies and challenges. Each workshop continued for four hours, providing sufficient time for discussions for the participants towards a vision on each sector. Lot of ideas came up and will be consolidated in the form of a document, to be used as a tool for further discussions and dialogues at the state and lower levels.

On February 26, the first sub-plenary was on gender and social exclusion. Asha Misra was the convener and there were five speakers: Komal Sreevastava (AIPSN), K R Venugopal (JVV), Jagmati Sangwan (AIDWA), Vineeta Bal (National Institute of Immunology and DSF) and Alex George from New Delhi. They gave an overview of issues visible in gender and sections of socially excluded such as problems of tribals, sex selective practices in health, education of the excluded communities etc so as to provide a sound base for the discussions to take place in the workshops. A book Sampradayik Dango Ka Sach (The Truth of Communal Riots), published by BGVS, was released in this session which took place in the main auditorium of Gandhi Bhavan.

The second sub-plenary on agriculture and food security, held at Karan Bhai auditorium, was chaired by R Gopichandran, director of Vigyan Prasar, and facilitated by Dinesh Abrol. Other speakers were Ramanjeyalu from Centre for Sustainable Agriculture, AP, P V Satheesh from Deccan Development Society, Hyderabad and T P Raghunath from CERD Pondicherry. Ramanjeyalu presented a critical assessment of the pre and post-green revolution scenarios and the currently evolving issues in Agriculture. Satheesh spoke mainly on issues of food security and the need of social justice in this area. He pleaded for democratisation of research initiatives related to food security. Raghunath spoke on concepts of bio farmland and water management initiatives, and the experiences of Pondicherry in this regard. Dr Gopichadran put a thrust on taking new ideas generated by researches, to the people.

The sub-plenary on Health was facilitated by Amit Sengupta of Delhi Science Forum. His introductory remarks focussed on the impacts of the system restructuring of the GOI in health sector and increasing drug price. Elite healthcare systems are given more importance and medicare expenses are skyrocketing. There were three speakers: T Sunder Raman (director NHSRC), Suresh from Jana Vijnana Vedika and Satyajit Rath from National Institute of Immunology. Sunder Raman spoke on the ongoing policy changes taking place in health sector and the resultant opportunities for interventions by PSM. Suresh presented the case study of implementation of Arogyasree project in Andhra Pradesh to bring out the element of corruption and how the PSMs will have to intervene to deal with corruption based on the experience of their own state. Satyajit Rath discussed the impact of biotechnology in contemporary medical care system.

The fourth sub-plenary was on environment, energy, extraction industry and climate change. T Jayaraman and Tejal Kanitkar from TISS, Mumbai and M P Parameswaran from KSSP were speakers. D Raghunandan from DSF facilitated the session. T  Jayaraman spoke about India’s climate policies after Durban conference. He termed the approach as “having an agreement without knowing the content of the agreement.” Tejal Kanitkar spoke on the right to energy, describing the trends in Indian power scenario for the last 15 years. She amply quoted the deliberations in the AIPSN workshop on energy mix for India, held in Kolkata recently and said that the possible target for India will be 2000 kwh per year per person. M P Parameswaran spoke on the challenge of adaptation and mitigation of climate change at community level, using large plantations of fruit-bearing trees for carbon sequestration and food security. He also emphasised that nuclear power is not a good option for India. Raghunandan said that in the ongoing discourses, question raised is not of development versus environment, but of development and environment. We need the right development where both environment and equity are ensured.

WORKSHOPS ON IMPORTANT ISSUES

Following the sub-plenary conferences, where conceptual variants triggered debates, ten workshops took place --- four on gender and social exclusion, two on health, two on agriculture and two on environment. The total number of case studies and experiences shared in these workshops came to around 60. They illustrated a lot of field level experiences of positive interventions which are indicative for future actions. In all the workshops activists provided to the participants a lot of insights on how people’s fight is going on in the grass root level. Studies on health expenditure were placed for discussion in the workshop on access to medicine. Few field experiences of utmost importance namely non-pesticide management and Biofarm were discussed in the workshops on agriculture. The general trend was found to be favouring a concerted effort on sustainable agriculture.

Sub-plenary conferences on February 27 were on rural livelihood, education, science popularisation and new technologies and challenges. Session on rural livelihood was facilitated by T P Raghunath. Speakers were Sarada Muraleedharan (director, National Rural Livelihood Mission), Dinesh Abrol (Delhi Science Forum) and D Raghunandan (CTD Delhi). T P Raghunath, as facilitator, initiated his session by pointing out the peculiarities of India’s rural livelihood systems, in which the dependence continues to be predominantly on agriculture. Noting that livelihood potential in agriculture is on decline and allied sectors are getting to be more important. Ms Sarada Muraleedharan spoke on the subject of “Women in Livelihood: The Dynamics of Space.” Starting from the present functioning of NRLM, she detailed the unique experience of Kudumbasree in Kerala, where more than half of the families in the state are brought in the network for poverty reduction and livelihood improvement. Closely integrated with LSGIs, Kudumbasree has become an outstanding movement of empowerment of women, though with many problems yet to be resolved. D Raghunandan spoke about technology based livelihood. He reminded that not only rural non-farm sector should be the main forward looking avenue for India the challenge of technology upgradation is becoming quite important. We will have to ensure quality and standards. We are intervening in unorganised sector where countries like China intervene well organised. Dinesh Abrol spoke about the narrowing role of the state in ensuring livelihood and the way forward. He observed that the concurrent development in livelihood is visible in trading and finance and other service sectors and not much in productive sectors. Skill development is becoming a corporate agenda conceived in PPP mode. He was also of the view that agriculture has much potential to absorb surplus labour if the peasantry is made to adopt ecological farming and from the rural non-farm sector will also gain better in respect of the linkage effects.

The session on Education was facilitated by C P Narayanan, a member of parliament and of KSSP, and coordinated by C Ramakrishnan and Asha Misra. The theme paper was presented by Vinod Raina and responded by three speakers, M P Parameswaran from KSSP, Kamala Menon from DSF and Subimal Sen of PBVM and former vice chair of Higher Education Council of West Bengal. Vinod Raina, in his theme paper, covered the overall scenario of education in India, emerging issues and potentials. Even though the GOI is enacting new laws and trying to build up new systems, there is no interest in the government to implement these systems with an appropriate spirit. Noting that the fund allocated for education is not sufficiently expended he called for the PSM to mobilise the people and deal with the challenge of lack of creative ideas on how to go about the implementation of new systems. Subimal Sen spoke regarding the policy changes occurring in higher education and how it is going to commodify higher education in our country. Higher education is missing a vision for tomorrow. M P Parameswaran opined that along with raising criticisms, we have to try to create functional models to intervene. He underlined the need of transforming the teacher community as a strategy for a long lasting intervention in school education. Kamala Menon also emphasized on the need for PSM interventions in education.

STRESS ON SCIENCE POPULARISATION

S Chatterjee from Karnataka BGVS and a scientist at the Indian Institute of Astrophysics, Bangalore, chaired the session on Science Popularisation and Prajwal Shastri of the same institute coordinated the discussion. S Chatterjee observed that science popularisation activity was the gateway to scientific rationale. He pointed out how PSMs have been using this potential and what are the future prospects. There were three speakers: T V Venkateswaran of Vigyan Prasar, T Jayaraman from TISS and Amitab Pandey, amateur astronomer and activist from Delhi. Jayaraman’s presentation had its focus on different limitations faced by science communication activists in the era of global warming. Many aspects are uncertain and objectivity is at a risk, related to predictions and projections. Venkateswaran’s attempt was to place a communication model for India, given the current unscientific practices in the media world. Prajwal Shastri presented her views on how a better understanding of the universe will facilitate to strengthen rationality in society.

The eighth sub-plenary conference was on new technologies and challenges, facilitated by Prabir Purkayastha of Delhi Science Forum. The other two speakers were Satyajit Rath from National Institute of Immunology and DSF and Debesh Das, former minister of information technology, West Bengal. Rath presented his views on biotechnology with special reference to genome technology. Nature and nurture of technologies were the key words in his presentation to denote hereditary and created aspects. Platform technologies are used to manage the enormous amount of data. He also discussed the impact of genome technology in pathology and pharmacology. Debesh Das spoke on information and communication technologies, giving a comprehensive picture on the use of ICT in India and establishing how India is lagging behind in mastering technologies with a vision, while it is believed to be the leader in software development. He predicted that the present status of India in ICT would not continue as we are not in a controlling position in the manufacturing of electronic components used in ICT hardware. Purkayastha cautioned against the challenges posed by strategic technologies like biotechnology and information technology. Influence of internet and mobile communication is increasing very fast. It also brings the thinking that individual interventions are most important and thus negates or reduces the importance of collective actions. They have become disruptive technologies. We need not reject them but should try to overcome the disruptive impacts and try to use them more effectively.

In the afternoon, there were eight workshops to elaborate the discussions in the sub-plenaries. A total 53 case studies were presented in these workshops which provided ample scope for discussion (rural livelihood-12, education-30, science popularisation-10, new technologies and challenges-1). The workshop on literacy and continuing education was very rich in case studies from various states. In science popularisation workshop, various issues faced by the activists involved in science popularisation activities were discussed along with few exciting experiences like that of Amitab Pandey. In the workshop on new technologies, even though participants were less, a hot debate on the approach to GM crops made it more live.

IMPORTANT PROGRAMMES FOR FUTURE ACTIONS

The concluding session of the congress started on February 28, chaired by D Raghunandan. Avanish Avasthi, principal Secretary of science and technology, addressed the delegates. He recalled the contributions made by PSMs in literacy, education and science popularisation in UP and other parts of the country and felicitated its attempts to intervene in the development of UP. Session coordinators of each sub-congress were asked to place a brief summary of the discussions along with the major recommendations made by the participants.

Thereafter, T Gangadharan placed a panel for new executive committee of AIPSN, which was unanimously accepted, and the new EC members were introduced to the audience. The general secretary placed before the body some important programmes for future actions, which included:
·
  • PSM schools at regional and state level
  • Strengthening of regional organisation structure
  • Continuing the ongoing campaigns on RTE, climate change etc
  • A campaign on astronomy using the opportunity of the visit of  ISON comet
  • International year of crystallography, year of mathematics of planet earth
  • Experience sharing workshops, miracle exposure, SHG etc
  • Book publication on pre-publication system.

The venue of the next AIPSC could not be declared as there were three requests. The general secretary said the venue would be decided by the EC in due course. Members of the local organising committee were introduced by Sanjeev Sinha, its convener, and the tentative income and expenditure details of the AIPSC were presented by Tejram Bharati, convener of finance committee. This was recognised as a good practice which should be followed in future also. The AIPSC souvenir was released by Veena Gupta. The new president and general secretary addressed the gathering, as part of their assuming the new responsibility. The 14th AIPSC concluded in a festive mood with enchanting musical presentations by teams from different states.

New Science, Technology & Innovation Policy

PRIME Minister Dr Manmohan Singh last week unveiled a new Science, Technology and Innovation Policy (henceforth STI for short) at the centenary-year Indian Science Congress in Kolkata. The STI Policy is conceived as the next important step up the ladder of S&T based development, suited to the demands and requirements of the early decades of the 21st century. STI seeks to build upon the three earlier major S&T policies namely the Scientific Policy Resolution adopted by parliament in 1958, an umbrella statement proclaiming India’s intention to promote and harness science for the nation’s development and modernisation, the Technology Policy Statement (1983) focusing on development of S&T self-reliance, and the S&T Policy of 2003 announced by the NDA government which stressed the need to integrate S&T research with socio-economic priorities and to create an innovation system.

STI argues that innovation is the key to national advancement in the present era but has not been accorded due importance as an instrument of policy, a lacuna which STI specifically addresses. With India having declared 2010-2020 as the Decade of Innovation, and having established a National Innovation Council, STI seeks to provide the necessary policy framework to position STI as “central to national development” and puts forward a new perspective towards this end, namely that whereas science, technology and innovation could always be promoted separately, only the integrated approach of STI will provide the desired multiplication effect to meet national challenges and inclusive growth, and enable harnessing of the country’s resources, strengths and capabilities.

No one will have any major complaints with any of this. The role of innovation in the contemporary technology intensive, dynamic and globalised economy is well-known, and the need for foregrounding innovation and integrating it with other developmental policy is also widely accepted. The significance of the STI policy for India will not, however, lie in the novelty of the idea, but in how the desired outcomes are proposed to be achieved. And here the STI Policy document  falls woefully short. In the absence of an analytical account of past achievements and current gaps, strengths and weaknesses, and implementation strategies and mechanisms, we are left with a policy that is high on rhetoric and intentions but weak in terms of ground realities and addressing implementation and monitoring issues. Regrettably therefore, as has so often been the case in India with so many policies, and particularly so in S&T, chances are that once again there will be a wide gap between targets and performance.

NO REVIEW OR ANALYSIS

The most serious weakness of the STI Policy is that it does not present at least a synoptic assessment or review of the achievements and shortfalls with respect to the three previous S&T Policies, and the reasons for the same. This is not finding fault for the sake of it, but points to a major flaw: if one does not know why certain goals were or were not achieved earlier, how are goals for the future to be set and strategies delineated in a manner so as to overcome weaknesses and build on strengths? Several new policy documents especially in recent decades have followed a trend of quite intensive self-critical analysis even if the new policies enunciated may not fully address the problems identified. But STI has not even ventured that far.

In the case of S&T Policy in India, many scholarly studies over the years have highlighted structural weaknesses in mostly State run research institutions, the university system and in industry which have stood in the way of quality research and innovation, or even the necessary enhancement of capabilities and the building of an environment that would encourage and support them. Shortage and low motivation of human resources in basic research expected to be conducted in a few academic and specialist research institutions, exacerbated by long-term dwindling of funding and support, is by now well recognised, as is the impact that low performance in basic research will have on applied science, technology and innovation. Separation of research streams and corresponding support systems into industrial research in national laboratories and basic or some applied research in universities and select centres of S&T excellence is also known to have contributed to this problem, while research in universities including the prestigious IITs has dwindled substantially to the extent they are largely confined to teaching.

STI sets targets to improve the caliber of Indian science publications and of papers published by Indian scientists, tacitly acknowledging their current low levels but putting a spin on this by saying performance has risen in the recent past and will be raised under STI. India’s share in global science publications may well have risen from 1.8 per cent in 2001 to 3.5 per cent in 2011 but, as STI admits, only 2.5 per cent of Indian publications figure in the top 1 per cent of impact-making journals in the world. The target of doubling the former and quadrupling the latter share may be laudable, but the bigger question is, will this truly signify a qualitative improvement in Indian science and a major shift? While the STI document enumerates the usual platitudes about fostering excellence and relevance in Indian science research, and encouraging collaborative research and participation in international “big science” projects, there is no indication of how future practices will differ from current ones.

Unfortunately what the STI document does not mention, analyse or confront is that large segments of the scientific research and university system in India today verge on the moribund. Exhortations and carrot-and-stick reward systems, as evidenced by rising numbers of papers published or patents filed, will only go so far. Most commentators would agree that, unless there are fundamental changes in both what is done and how it is done, rising numbers might only mean that the system is being gamed better, and that higher quantities of research output might not translate into higher quality of S&T research in India. A culture of innovation is a far cry, and would call for completely different institutional structures and autonomy, organisational systems and behaviour, scale and manner of research funding, and human resource development and management, than either what is prevalent or what the STI document suggests. To understand and correct the malaise of today, and open up to new horizons tomorrow, it will be necessary to examine structural problems facing Indian science, research institutions, universities and industry. STI has only kicked this can of worms down the road.

MISTAKEN RELIANCE ON PRIVATE SECTOR

Perhaps due to the lack of an introspective and analytical appraisal, there is a tendency in STI to prescribe ab initio solutions, and also considerable confusion as to goals and what kinds of policies are required for them.

The most glaring of such disconnects is regarding funding. Accepting that India’s expenditure of 1per cent of its GDP on R&D, much lower than other developing countries and less than 2.5 per cent of global R&D expenditure, is highly inadequate, STI proposes to increase this to 2 per cent which STI itself admits is a very old dream! It seems destined to remain one! Because STI recommends that this increase in R&D expenditure come from the private sector! This would be laughable were it not so filled with dangerous consequences.

Again, many studies have shown that the track record of the Indian private sector in R&D and research expenditure has been very poor with a very few notable exceptions. All manner of government incentives, including 135 per cent tax relief, have not nudged corporates to invest in research. Reasons are not far to seek. Even large Indian corporations find it easier to enter into collaborations, or import or buy technologies, or even to take over foreign firms, all of which liberalisation has made simpler, than to be innovative and develop new products and technologies. Even the much acclaimed IT sector can boast of very few software products even while it performs vast quantities of back-office tasks for international corporations or coding for globally branded software developers. Indian corporations are content to be quite low down in the international division of labour even in manufacturing, leave alone in technology development and science research. Indian industry needs major re-orientation to develop self-reliant capabilities and master technologies, to leapfrog stages of technology development through scientific research, and to reach for global competitiveness by drawing on the strengths of the domestic market which must be expanded radically by reducing poverty and boosting mass purchasing power as China has done. But all this will call for a different vision of development, of Indian industry, and of political economy.

Saying that the additional R&D investment required will be generated through the private sector is tantamount to STI declaring that the State will not raise its R&D expenditure. The government of the day may be enamoured of the private sector and PPP may be the flavour of the month. But history tells us that no country, no matter how devoted to the capitalist path, has developed without massive State investment in R&D. If India has to depend on private sector funding of R&D to catapult the country into the 5th rank in global science as the STI document proclaims, the nation is in for sharp disappointment and S&T in India will continue to languish.

CONFLICTING GOALS AND POLICIES

The policy document repeatedly emphasises that both economic growth and social good will be pursued through STI, and even speaks of the need to address the “pressing problems of energy and environment, food and nutrition, water and sanitation, habitat, affordable health care and skill building and unemployment”. Indeed, perhaps carried away with its own rhetoric, the policy document goes so far as to claim that “science, technology and innovation for the people is the new paradigm of the Indian STI enterprise.”

There are two sets of problems here, firstly whether one can or should at all expect “big science” and especially private sector funded R&D to directly deliver social good, and secondly the role of science, technology and innovation in tackling social sector problems. STI appears to be riding two horses at once in terms of goals, global competitiveness and the developmental deficit within India, without recognising and addressing the quite different approaches and instrumentalities required for each.

Given the reluctance of Indian corporates to invest in R&D even in their own evident long-term self-interest, it is clearly unrealistic to expect private sector funded R&D to tackle problems of societal development. And even if they did, to believe that creation of economic wealth through STI will also result in generation of social good is only another form of the trickle-down theory.  Also, to hold that a generalised strengthening or revitalisation of Indian science oriented to climbing higher up the global innovation chain and economic order will somehow also result in improved technologies for societal development is a misunderstanding of how science works and how innovation takes place.

Indeed it is incorrect to put the burden of solution to societal problems on the shoulders of science and technology when, in fact, these issues fall squarely under the ambit of State social policy. Half the population of India suffers on all these counts not because of shortage of investment in R&D, or because of lack of S&T based solutions. If that were so, why does India lag behind other South Asian or even many Sub-Saharan countries on all these counts? S&T can undoubtedly make a significant contribution to these issues but only within a larger framework of social policy and distributive justice. The STI document correctly points to “the gaps between the STI system and the socio-economic sectors,” but to bridge these gaps will require far more than “developing a symbiotic relationship with economic and other policies.” It will need transforming these policies and a total overhaul of how innovation is supported and done in both governmental and non-governmental research institutions and universities, and how developmental delivery systems are restructured within a reoriented policy frame.  This requires a separate dialogue and the STI document does not even begin to discuss the complex issues involved.

START OF A DIALOGUE

It would be churlish not to acknowledge that the STI document contains several good ideas. Its central point about the need to emphasise innovation, and therefore the need to revamp Indian S&T so as to develop a creative culture and research eco-system, is a good one. The goals of raising the quality of Indian S&T, enhancing global competitiveness and generating innovative means to help tackle the gigantic developmental deficit of half the population, are laudable. Identifying select frontier areas of science to which extra attention could be paid, seeding high-risk S&T based innovations, enhanced Indian participation in global science projects, are all worth pursuing. But the STI policy does not come together as a whole, and the pathway to achieving the goals is unclear.

Perhaps the most disappointing aspect of STI which promises a “new paradigm” is that it follows the traditional paradigm of top-down policy formulation by a few wise men with everybody expected to pay biblical respect to each pronouncement. In fact, this very feature underscores much that is wrong with the S&T establishment in the country today, a paternalistic top-heavy bureaucratic structure in which creative thinking and contributions from peers are undervalued, dismissed or simply not encouraged. Any simple how-to book would tell you that this is precisely how innovation does NOT take place.

A beginning of new ways of working in Indian S&T could have been made with this policy by formulating it through a wide-ranging consultative process involving all stakeholders and taking on board the genuine concerns and the thoughtful suggestions that are sure to emerge. The STI document rightly points to the need for incentives in research and academic institutions to stimulate innovation, but in the past this has always been taken to mean more money. Better pay and benefits are undoubtedly welcome but a conducive and encouraging atmosphere, respect of peers, freedom to explore, and guidance rather than dictates of seniors are major constituents of a research and innovation eco-system.

If the government is serious about the STI policy and about bringing about such a transformation in Indian S&T, the present document should not be taken as cast in stone, but as an initiation of a longer dialogue on S&T policy in India and as itself marking a departure from the old ways of doing tings. Through widespread consultations, with stakeholders beyond the scientific community if developmental concerns are indeed to be taken on board, this document could go through many iterations leading to a new policy.

III
